The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Appendix B – Labor Category Descriptions
Accounting Clerk I Minimum education: High School diploma Minimum experience: 2 years Daily job duties: This position is responsible for performing one or more routine accounting clerical operations such as: examining, verifying, and correcting various accounting documents to ensure completeness and accuracy of data in accordance to accounting procedures. Specific tasks/duties are assigned under adequate supervision. Entry-level reconciliation and posting will be assigned under detailed guidance. In most instances, an employee in this position will rely on the supervisors' instructions. Completed work will be reviewed for accuracy and compliance with procedures.
Accounting Clerk II Minimum education: Associates degree Minimum experience: 2 years Daily job duties: Responsible for performing one or more routine accounting clerical operations such as examining, verifying, and correcting various accounting documents to ensure completeness and accuracy of data in accordance to accounting procedures.
Entry-level reconciliation and posting will be assigned under detailed guidance. In most instances, an employee in this position will rely on the supervisors' instructions. Performs general administrative tasks such as front desk support, assists in preparing reports, and presentations, verifies accuracy of data and resolves discrepancies or errors. Additional tasks include processing invoices, expense reports, and payment requests.
Acquisition Specialist I Minimum education: Bachelor's degree Minimum experience: 3 years Daily job duties: Assists in the preparation of supporting acquisition documentation including a statement of objectives (SOOs), statement of work (SOW) requirements, procurement plans, program descriptions, technical specifications, and other required solicitation information. Reviews Request for Proposal (RFP) packages for conformance with all aspects of relevant procurement regulations and validates independent government cost estimates.
Administrative Support I Minimum education: Bachelor's degree Minimum experience: 2 years Daily job duties: Provides general-purpose administrative/clerical support for managers, programs and/or project tasks. Duties may include, but are not limited to: word processing, graphics, desktop publishing, writing/editing, meeting coordination/ facilitation, answering telephones, photocopying, coordination of communications materials and additional tasks. Maintain relevant task and data files. Duties may also include: research, presentation development, spreadsheet development, data entry, budget support, and/or meeting minute- taking. Intermediate to advanced experience with general office software programs and standard office equipment required.
Administrative Support II Minimum education: Bachelor's degree Minimum experience: 4 years Daily job duties: Provides varied administration lead and support tasks as required. Must have sound judgement and be able to prioritize and work independently with minimal supervision. Duties may include: executive/management-level support, research, presentation development, spreadsheet development, technical tasks. Advanced experience with general office software programs and standard office equipment required. May provide technical support services to program, project managers, project planning, budget reviews, conference meeting and planning. May take the lead on assigned special projects. Ensuring task compliance may be required.
Analyst I Minimum education: Associates degree Minimum experience: 3 years Daily job duties: Supports analyst functions including data collection, interviewing, data modeling, project testing, and creation of performance measurements to support project objectives. Conducts activities in support of project team’s objectives. Works closely with other Analysts, Task Leads, Project Managers, and/or Program Managers as indicated.

Analyst II Minimum education: Bachelor's degree Minimum experience: 3 years Daily job duties: Validate data reports, work to support best practices, work with business stakeholders to obtain and analyze business requirements and prioritize the delivery in ways that benefit stakeholders and their constituents. Develops benchmarks for measuring system and subcomponent performance. Provides highly technical and specialized guidance, and solutions to complex systems analysis, design, development and testing activities.
Analyst III Minimum education: Bachelor's degree Minimum experience: 5 years Daily job duties: Provides variety of technical/administrative support services for customer programs. Tasks may include planning, education, outreach, scheduling, project status reporting and administrative activities. Supervise staff personnel or lead teams in support of specific project initiatives. Identify areas of improvement and recommend and implement program enhancements and modifications. Investigate and correct program related problems and create required documentation. Interview customers, research, and document systems and processes.
Analyst IV Minimum education: Bachelor's degree Minimum experience: 7 years Daily job duties: To compile, research, analyze and document data, requirements, workflow/processes, prepare recommendations based on analysis for use in decision making. Will work on complex projects. Analytical skills and aptitude. Performs elaborate analyses and studies. Works independently or as a member of a team. May serve as Project Manager providing technical and administrative direction for personnel performing software development tasks, including the review of work products for correctness, adherence to the design concept and to user standards and progress in accordance with schedules. Makes recommendations, if needed, for approval of major systems installations.
Attorney I Minimum education: Masters degree Minimum experience: 1 years Daily job duties: The Attorney I is capable of working independently under limited supervision. He/she possesses excellent legal research and writing skills and has the personal disposition and character necessary to work well with the public and in a courtroom environment. Provide legal representation and advice to the Government, boards, commissions and entities, both orally and in writing, and at private and public meetings and administrative hearings. Research, write, file pleadings, motions, briefs, and other documents and exhibits
Attorney II Minimum education: Masters degree Minimum experience: 5 years Daily job duties: Assesses legal and regulatory frameworks for business. Performs complex legal research. Prepares draft legal documents, such as motions, briefs, memoranda of law, etc. Screens documents for privilege. Assists government attorneys with all phases of litigation. Experience in professional legal support required for resolution, management and/or disposition of assets held by the Federal Government.
Budget Analyst I Minimum education: Bachelor's degree Minimum experience: 2 years Daily job duties: Work with management to develop the organization's budget. Review budget proposals for completeness, accuracy, and compliance with laws and other regulations. Review and monitor various financial reports to ensure accurate spending. Estimate future financial needs. Monitor organizational spending to ensure that it is within budget. Performs a variety of tasks. Works under general supervision; typically reports to a project leader or manager

Budget Analyst II Minimum education: Bachelor's degree Minimum experience: 5 years Daily job duties: Develop and maintain budgets for various departments or projects. Analyze financial data, identify trends, and forecast future financial needs. Evaluate budget proposals and requests for funding Track actual spending against budgeted amounts. Prepare regular budget reports and presentations for management. Provide recommendations and guidance on budget management practices. Assist in developing and implementing financial policies and procedures.
Budget Analyst III Minimum education: Bachelor's degree Minimum experience: 7 years Daily job duties: leading budget development, analysis, and monitoring, with responsibilities including preparing and managing budgets, forecasting financial performance, and providing recommendations for budget adjustments. Analyze past, present, and future trends to predict financial performance. Research and analyze budget-related legislation and expenditure reports. Make policy recommendations on financial and budgetary matters. Work with other departments and stakeholders to ensure budget alignment. Communicate budget information to management and other staff.
Business Analyst I Minimum education: Bachelor's degree Minimum experience: 4 years Daily job duties: Reviews, analyzes, and evaluates user needs to create systems solutions that support overall business strategies.

Provides engineering expertise to other departments where needed. Demonstrates expertise in a variety of the field's concepts, practices, and procedures. Relies on extensive experience and judgment to plan and accomplish goals. Performs a variety of tasks.
Leads and directs the work of others. A wide degree of creativity and latitude is expected.
Communications Analyst Minimum education: Bachelor's degree Minimum experience: 5 years Daily job duties: Provides communications and knowledge management support to a diverse portfolio of internal and external projects. Supports content strategy development and outreach appropriate for multiple communication channels. Manages and contributes to editorial products including but not limited to articles, blogs, media advisories, press releases, newsletters, project reports, video scripts, social media and other communication materials as needed. Develops internal communication and change management programming. Assists with conference and event planning and logistics. and graphic design requests. Communications Specialist Minimum education: Bachelor's degree Minimum experience: 4 years Daily job duties: Coordinate and manage the development and production of communications materials, such as brochures, job aids and meeting materials. Oversee the production from draft to final distribution. Implements best practices for the communications team, prepare visual presentations by hand or using computer software. planning, leading, creating and executing graphic design, multimedia, and communications products that align with and support the client objectives. Stakeholder and outreach management; and conference and event planning. Prepares communication audits for clients with recommendations, solutions for successful outcomes.
Consultant I Minimum education: Bachelor's degree Minimum experience: 5 years Daily job duties: Performs studies and reviews of management and organizational structures to evaluate performance relative to business objectives. Collects data in accordance with plans developed by others. Verifies and analyzes data to identify trends and relationships as well as current and potential technical and management problems. Drafts reports of findings along with related documentation. Facilitates working groups and sessions, design schedules, conduct analyses, develop models, write reports, prepare presentations and present results.
