Labor Categor Description
IT Project Manager II
Manages information technology projects and coordinates design, development and production of information technology solutions. Maintains regular contact with client and provides status and recommendations regarding project execution, project risks, and remediation strategies to mitigate risk. Monitors status of development of all IT products and delivery of all IT services.
Makes recommendations for matching staff to needs of the project. Monitors quality control and quality assurance procedures and outcomes
IT Data Management Specialist I
Responsible for the planning and engineering of an organization’s information technology systems infrastructure. Includes the implementation and design of IT hardware and software.
Monitors the performance of IT systems. Familiar with standard concepts, practices, and procedures within the IT field. Relies on limited experience and judgment to plan and accomplish goals. Works under general supervision. A certain degree of creativity and latitude is required. Typically reports to a supervisor or manager
IT Data Management Specialist II

IT Software Engineer II
Analyzes and studies complex information technology system requirements. Designs IT software tools and subsystems to support software reuse and domain analyses and manages their implementation. Manages IT software development and support using formal specifications, data flow diagrams, other accepted design techniques and Computer Aided Software Engineering (CASE) tools. Estimates IT software development costs and schedule.
Reviews existing programs and assists in making refinements, reducing operating time, and improving current techniques. Supervises IT software configuration management.
EXPERIENCE & DEGREE SUBSTITUTION
The table above describes the functional responsibilities and education and experience requirements for each labor category. These requirements are a guide to the types of experience and educational background of typical personnel in each labor category.
Education and experience may be substituted for each other. Each year of relevant experience may be substituted for one year of education, and vice versa. In addition, certifications, professional licenses, and vocational technical training may be substituted for experience or education.
