Health Content Specialist III Functional Responsibilities: The health content specialist III prepares to facilitate meaningful extrapolation or replication of biomedical and clinical data, text, or graphics. Works to develop health and clinical informatics and ensure content in accordance with client requirements. Maintains a current internal documentation library. Provides or coordinates special health documentation services as required. Prepares or assists in the preparation of medical and clinical research presentation documentation and supports the development of contract deliverables and reports by developing and updating health presentations and documentations to improve the quality and enhance the usability of these documents. Coordinates testing and production support with stakeholders, as needed. Ensures that health/clinical projects documentations are completed on time, within budget, and to user’s satisfaction.
Minimum Education: Bachelor’s in Science or related field
Minimum Experience: 2 years
Health Data Analyst II Functional Responsibilities: The Health Data Analyst II manages the daily activities of configuration, operation, and lifecycle management of Health Information Technology (IT) systems in various in scientific, technological, engineering, and mathematical disciplines, such as emerging Health IT research, biology, genetics, clinical informatics, or other related Health IT services. These may be hosted, mainframe, mini, or client/server-based and which support complex biomedical data management requirements, federated data sources, and large-scale dissemination and use in regulated and non-regulated domains. Optimizes system operation and resource utilization and performs system capacity analysis and planning. Provides assistance to users in accessing and using clinical and health related information systems.
Minimum Experience: 3 years
Health Data Analyst III Functional Responsibilities: The Health Data Analyst III manages independently the daily activities of configuration, operation, and lifecycle management of Health Information Technology (IT) systems in various in scientific, technological, engineering, and mathematical disciplines, such as emerging Health IT research, biology, genetics, clinical informatics, or other related Health IT services that support complex biomedical and clinical data management requirements. Provides analysis and works closely with end users on project development and implementation. Analyzes the problem and the information to be processed. Defines the problem, and develops system requirements and program specifications, from which programmers prepare systems documentation, programs, and tests. Coordinates closely with programmers and users to ensure proper implementation of program and clinical informatics system specifications
Minimum Experience: 5 years
Health Documentation/Graphic Specialist III Functional Responsibilities: The Health Documentation/Graphic Specialist III, under general supervision, is responsible for preparing and/or maintaining systems, programming, and operations documentation, procedures, and methods including user manuals and reference manuals for applications in various scientific, technological, engineering, and mathematical disciplines, such as emerging Health IT research, biology, genetics, clinical informatics, or other related Health IT services. Maintains a current internal documentation library. Provides or coordinates special documentation services as required. Competent to work at the highest level of all phases of medical and health documentation. May act as project leader for large positions. Responsible for medical and health graphics design and use. Executes graphic projects. Prepares or assists in the preparation of presentation graphics and supports the development of contract deliverables and reports by developing and updating clinical, medical and health graphic presentations to improve the quality and enhance the usability of these documents. Integrates graphics generated with automated tools into the deliverable documents. Coordinates production support with outside vendors, as needed. Ensures that graphic projects are completed on time, within budget, and to user’s satisfaction. Interfaces with users to determine scope of project and best graphic medium.
Minimum Experience: 2 years
Health Functional Specialist Functional Responsibilities: Provides various management and technical support to projects in areas such as: configuration management, data management, and program control for various systems in scientific, technological, engineering, and mathematical disciplines, such as emerging Health IT research, clinical, biology, genetics, informatics, or other related Health IT services. Provides support at a high level for complex projects. Works with users and stakeholders in determining functional and data requirements and translates functional requirements into specifications. Analyzes functional baselines of government and commercial health, and clinical systems to assess functional fit with defined requirements set. Documents requirements and prepares written reports of system assessments.
Provides expertise in functional analyses methods. Performs work independently based on program/project goals. Applies specialized knowledge to projects which require considerable experience and are extremely challenging. Directly supports customers by providing a variety of analytical service functions. Supervises other project-related personnel to develop operational systems in support of a program.

Health Information Engineer V Functional Responsibilities: The Health Information Engineer V applies a set of disciplines for planning, analysis, design, construction, and maintenance of information systems business wide or across a major sector of the business in scientific, technological, engineering, and mathematical disciplines, such as emerging Health IT research, clinical, biology, genetics, informatics, or other related Health IT services.
Performs systems planning, information planning, and analysis. Performs process and data modeling in support of the planning and analysis efforts, using both manual and automated tools. Must be able to apply reverse engineering and reengineering disciplines to develop migration strategic and planning documents. Provides technical guidance on clinical informatics and bioinformatics software engineering techniques and automated support tools. Applies business practices to re-engineer methodologies/principles and health, clinical and medical business process modernization projects.
Applies, as appropriate, activity and data modeling, transaction flow analysis, internal control and risk analysis, and modern business methods and performance of measurement techniques. Develops and applies organization-wide information models for use in designing and building integrated, shared clinical research and health-based software and database management systems.
Minimum Education: Bachelor’s in Science, Engineering or related field

Health Program Manager IV Functional Responsibilities: The Health Program Manager IV guides and interacts with senior management in the planning and allocation of corporate information assets for various systems in scientific, technological, engineering, and mathematical disciplines, such as emerging Health IT research, biology, genetics, clinical informatics, or other related Health IT services. Conducts market research on medical and health-based hardware and software and all associated feasibility studies geared toward adding organizational efficiency and effectiveness. Applies expertise, resources, and time to direct projects and to deliver the required outcomes. They initiate, plan, execute, monitor, and control, and close projects. They attend to program integration, scope, time, cost, quality, procurement, human resources, communications, risk management, and stakeholder management. They must regularly communicate with and update their team members and their clients and resolve internal conflicts. They control the projects and are empowered to use health and medical organizational resources to accomplish the work. They make decisions and have the authority to spend the project’s budget. They are responsible to create strategic plans and goals that align with the program and the client.
Minimum Experience: 12 years
Health Project Manager II Functional Responsibilities: The Health Project Manager (PM) II directs the performance of one or more projects which may be organized by technology, or client. Holds supervisory responsibility to manage all client requirements to a well-defined project cost and schedule for various systems in scientific, technological, engineering, and mathematical disciplines, such as emerging Health IT research, biology, genetics, clinical informatics, or other related Health IT services. Regularly communicates project status to customer and internal management organization. Project managers use various systems throughout the project’s phases, including high-and low-tech tools such as computer systems and project management software, policies and procedures, and paper forms. Addresses and fix problems that arise throughout the project’s life cycle.

Minimum Experience: 6 years Health STEM Lead V Functional Responsibilities: The Health Science, Technology, Engineering, and Mathematics (STEM) Lead V provides senior level expertise for a variety of domains. Work encompasses analysis and design of Health IT systems for applications/databases in various scientific, technological, engineering, and mathematical disciplines. Those domains cover areas such as emerging Health IT research, biology, genetics, informatics, or other related services. Lead requirements gathering and works closely with end users on project development and implementation. Researches and resolves complex system issues.
Analyzes and defines the problem and the information to be processed. Develops solutions and system requirements and program specifications. Coordinates and follows closely with stakeholders to ensure proper documentation, testing and implementation of program and system specifications.

Functional areas include Health Informatics, Scientific, Operational Services etc.
Performs analysis, evaluation, and implementation of required tasks. Recognized for strong expertise in clinical, medical or health industry research, issues and trends. Works with senior managers and executives to provide industry vision and strategic direction regarding their enterprise. Guide the determination of medical or health information technology inadequacies and/or deficiencies that affect the functional area’s ability to support/meet organizational goals. Generate functional area strategies for enhanced operations in a cross- functional area mode throughout the organization. Participates in account strategy sessions, strategic assessments, and design reviews to validate enterprise approach and associated work products. Provide guidance and direction to other clinical research, health and medical IT professionals, acts in a consulting and/or advisory capacity, coordinates resolution of highly complex problems and tasks, possesses ability to meet and operate under deadlines. Health Subject Matter Expert V Functional Responsibilities: The Health Subject Matter Expert (SME) IV provides expert-level domain and unique functional technical expertise necessary to interpret requirements, ensures responsiveness and achieve successful performance for various systems in scientific, technological, engineering, and mathematical disciplines, such as emerging Health IT research, biology, genetics, informatics, or other related Health IT services. Functional areas include Health Informatics, Clinical informatics, Bioinformatics, and Scientific Operational Services etc. Typically serves as a technical expert, applying comprehensive technical skills and abilities to unique and complex projects. Analyzes complex problems and develops solutions. Provides project guidance in highly specialized areas and ensures that solutions meet the functional requirements. Designs architecture to include the software, hardware, database and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces in clinical research, medical or health-based setting.
