Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Consultant Working as a member of a team and under the direction of experienced IT Consultants, provides support including facilitation, training, research, documentation in support of requirements development, integrated product teams, etc. Supports business process reengineering and continuous process improvements efforts.

Support Analyst Provides general support effort on behalf of technical projects, with a focus on systems and test analysis areas. Requires some experience in the systems development environment and at least general understanding of the systems development life cycle. Typical duties include assisting analysts to document in place functionality and to research alternatives, network design, and quality assurance, system operations and implementation, help desk, technical documentation writing, presentation graphics design, business process, activity and data modeling, database design, applying modern business management methods, system operations and implementation, identifying best practices, and creating and assessing performance measurements, support end-user and client interviews, assist in decision analysis documentation and interpretation, support test design and test data collation. The Support Analyst works under the direct supervision of the project’s technical team members.

System Administrator Demonstrates understanding of broad range of technologies like Microsoft OS, VMware, Citrix, NetApp. Responsible for maintaining integrity of the operating system environment. Performs system software upgrades including planning and scheduling, testing, and coordination.

Performs workstation and server administration setup.

Coordinates disk space planning and management. Maintains growth statistics, space forecasts, tape libraries, and software and hardware inventories. Performs data backups and recoveries.

Monitors and maintains continuity with system software licensing and maintenance agreements. Provides recommendations regarding hardware and system software planning and budgeting.

Maintains production change control schedule and participates in change control.

Quality Analyst Provides basic quality assurance support for a project under the supervision of technical leads and project management. Verifies that technical activities are compliant with EPMPoint and external standards. The Quality Analyst will communicate with system users to understand usage profiles and user requirements. Will write test plans for small systems, including plans for integration testing, system testing, acceptance testing, and regression testing. Design strategies and write scripts for automated testing of small programs. Write, execute, and analyze the results of test procedures. Write test reports or problem reports indicating whether or not a test passed and support analysis efforts. Participate in reviews at any point in the software life cycle. For projects involving small systems, design and implement the software configuration management process and problem reporting system. Help implement a system of measurement, i.e., a system that gathers various metrics on software and performance; help write a report on the results for the project. May participate in system test design and development. May perform system testing functions in conjunction with validation and verification processes.

Subject Matter Expert Provides business, analytical, or technical expertise in support of project or group of projects.

Offers knowledge, experience, and insight in a particular functional or technical area. Requires expertise in business or code technical requirements, processes, or functionality. May prepare requirements documents, detailed specifications, and participate in development of detailed design for system components. May furnish expert guidance and instruction in a particular technical area or with a specific product, tool or environment, or groups of the same. May assist in execution of technical activities. Requires strong written and verbal communication skills, and the ability to interact productively with many levels of internal technical and client staff members. In areas of problem definition, analysis and development and implementation for complex systems. The SME is an expert on systems improvements and optimization. Applies subject matter expertise to high-level analysis, collection, assessment, design, development, modeling, simulation, integration, installation, documentation, and implementation. Resolves problems, which require in-depth knowledge of related technical subject matter.

Business/Management Analyst I In collaboration with other business and or management analysts, defines business requirements, understands general business issues and basic data requirements of client’s organization and industry. Reviews and edits requirements, specifications, business processes and recommendations related to proposed design solutions. With assistance develops functional and system design specifications. Interacts with client and project management in these activities. Responsible for complying with quality and documentation standards. Provide expertise in the managing, planning, and directing of IT efforts. Assume responsibility of work products for correctness, for adherence to the design concepts, user requirements or for progress in accordance with schedules. Prepare and/or deliver presentations to upper management, colleagues, subordinates, or client representatives. Manage a diverse group of functional activities and/or subordinate groups of technical and administrative personnel. Work in various management levels within own operating locations, or at other operating locations for clients. Provide knowledge of the principles and methods related to program management, human resources, budgeting, contracting, logistics, management, appraisal, or other administrative skills required in the management of client IT projects. Ensure conformance to standards and quality control procedures.

Software Developer/Database Administrator I Serves as a key information technology resource on project team. Work includes application and/or database administrator, performance tuning and monitoring or applications, database, and the supporting infrastructure. May support designing software, coding in various languages, debugging, testing, integrating the final product, and documenting all programming-related activities. Consults with and advises users on access to various databases. Works directly with users to resolve data conflicts and inappropriate data usage. Directs the maintenance and use of the corporate data dictionary.

Software Developer/Database Administrator II Provides technical leadership on application design, development, and architecture. Possess advanced skills necessary for design, development and implementation of large-scale applications, databases, and new software products. Works with Business Process SMEs to fully understand the business processes and provides solutions for how those business needs can be implemented into application solutions. Acts as high-level technical expert, addressing problems of systems integration, compatibility, and multiple platforms. Technical skills may include (but not limited to) Microsoft, IBM, Oracle, salesforce.com etc.

Required Certification: MCP Minimum Education: Bachelor’s Degree Minimum Years of Experience: 8

Architect Supports the design, documentation, and deployment of Enterprise solutions and their supporting Governance models. Works closely with other Solution and Technical Architects, Functional and Business teams, and Development Teams to implement the solution. May serve as the IT expert responsible for strategy, design, and implementation of the enterprise solution within the selected architecture environment.

Program Manager

Executive level management and direction on client engagements. Responsible for overall program management of complex, multi-task IT projects. Oversees all technical operations, prepares financial and contractual requirements. Responsible for cost control. Has authority and responsibility to identify and commit resources required to support effort. Works with client representatives to ensure smooth project operation. Manages technical and administrative personnel when necessary.

Senior Subject Matter Expert Provides technical leadership for architecting IT infrastructure and Business solutions that include modern infrastructure and cloud solutions. Works with business SME and application architects to understand the business needs to define, design, and build infrastructure solutions Responsible to create solutions out of diverse technology including storage, system platforms, networks, virtualization, and application servers which maintain online security while delivering optimum performance and smooth operations.

Principal Subject Matter Expert Serves as a thought leader and architect for cloud-based systems design and development.

Envisions application design, creates Cloud based solutions, integrates business objectives into online offerings, and works with client staff to align requirements with web products. Position will lead and facilitate design-planning sessions and take overall responsibility of the cloud solutions architecture. Experienced in several SaaS based technologies. Thorough understanding of various SaaS and web technologies such as salesforce.com, Force.com, Microsoft Dynamics, HTML, XML, JAVA, and other cloud computing-related applications.

Required Certification: MCSE and/or MCTS.
