Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Labor Category Descriptions
SIN 541511
Content Specialist Functional Responsibilities: Content specialists are responsible for researching, organizing, and generating quality written or digital materials. They may be responsible for writing materials for the website, and they may need to edit content from other writers as well. Specialists help find and/or create images and other visual elements to go along with written materials, as well as ensure that search engine optimization (SEO) best practices are followed. Additionally, web content specialists may be responsible for moderating and/or contributing to discussions in the website's comment section; contributing to organizational social media accounts as required.
Minimum Education: Associates Minimum Experience: 2 years
Graphic Design Specialist Functional Responsibilities: A Graphic Design Specialist designs and produces graphic art and visual materials for print and digital media. The Graphic Design Specialist will layout and design print and web-based media that are aligned with brand and production standards and follow best practices. Being a Graphic Design Specialist creates and executes design solutions and collateral used for marketing, advertising, sales, and other forms of communication. Coordinates with customers and stakeholders to conceptualize and deliver projects on time and budget. Graphic Design Specialist I experienced using a variety of design and editing tools. Knowledge of color, composition, typography, digital design, and production management.
Minimum Education: Bachelors Minimum Experience: 3 years
Project Manager Functional Responsibilities: Project / Program Managers are assigned to a project and he/she is responsible for developing and executing the budget and timeline. The Project / Program Manager oversees efficient workflow through the concept stage and works in conjunction with the delivery team and the client to transfer work into production. Duties include monitoring project workflow, monitoring budgets and conducting status meetings. The Project/Program Manager is the main interface between the client and the company at the client site. PMP or CAPM Preferred.

Technical Writer Functional Responsibilities: Creates copy for digital and traditional communications. Develops concepts and writes copy for products such as newsletters, press releases, brochures, direct mail pieces, print ads, written publications, including books, whitepapers, and marketing supplements.

Usability Expert Functional Responsibilities: Analyze user interfaces and workflows to identify opportunities for improvement. Conduct testing for design concepts and user experience including Section 508, WCAG, and Trusted Tester Compliance. Report test findings to the development and UX teams. Provide recommendations based on findings to improve interface designs.

Web Developer Functional Responsibilities: Formulates/defines system scope and objectives for IT Services. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results. Prepares detailed specifications from which programs will be written and designs, codes, tests, debugs, and documents those programs.

Project Manager Functional Responsibilities: Leads the project or multiple tasks, maintaining overall responsibility for performance, including cost, schedule, deliverables, and contractual compliance, within a government SETA context. Serves as the primary interface to the customer and other project leaders, providing support to business and management process teams on various issues. Works under a Program Manager for multiple projects and is responsible for identifying, acquiring, and utilizing company resources to achieve project technical objectives. Establishes priorities, task assignments, and ensures timely completion, as well as maintaining quality and productivity standards in line with project/client deadlines and budget constraints.
