NVI4000-003 Business Systems Specialist – Training

Minimum/General Experience: Minimum of two (2) years ‘experience Knowledge of Adult Learning Techniques and Methodologies. Knowledge of e-learning and web-based training skill sets.

Functional Responsibility: Responsible for developing and delivering standardized training and materials suitable for supporting classroom instruction, individualized web-based training, practical application and examination in appropriate media formats capable of supporting training for personnel.

The individual will also conduct and monitor training classes, maintain the training schedule, ensure proper documentation and equipment is available for classes, track status of all employee training objectives, and attend off-site training sessions when needed. Candidates may be required to work with the Instructional Designer to research and gather appropriate information to be used to develop course material, determine training objectives and write training programs, including the course outline, lecture material, handouts, and exams, and gather and compile data at the conclusion of the training to measure the overall effectiveness of the course material.

NVI4000-004 Computer Security Specialist

Minimum/General Experience: Must have four (4) years’ experience in computer security requirements for high-level applications and multi-level security problems.

Functional Responsibility: Responsible for defining computer security requirements, evaluating approved security product capabilities, developing technical solutions for security problems, performing security audits and overviews for users, monitoring security for network security assessments, firewall design and router technology.

Minimum Education: Bachelor’s Degree in Computer Science, Engineering, Mathematics or Physical Sciences Curriculum, or Business or equivalent discipline. Master’s Degree substitutes for two years’ of experience; Ph.D. – substitutes for three years’ of experience.

NVI4000-005 Computer Systems/Network Integration Engineer

Minimum/General Experience: Must have 2 years’ experience installing and troubleshooting and maintaining local area networks, routers, and firewalls.

Functional Responsibility: Under the general direction of manager, helps users achieve optimum use of their computer networks by performing needs analysis, procurement support, installation, training and problem resolution for the local and wide area networks. Responsible for configuration, operation, and administration of network server hardware, operating systems, and communications links. Defines and implements solutions to integrate desktop and shared devices into local and wide area networks and/or other host-based networks

Functional Responsibility: Works in partnership with clients, advising them how to use solutions in order to meet their business objectives, overcome problems, and/or improve the organization’s structure to work more efficiently. Performs vulnerability assessments, penetration testing, risk analysis and other analysis within enterprise infrastructures. Must have experience in either secure remote access, network auditing, security engineering, security awareness training or intrusion detection strategies.

NVI4000-009 Data Security Specialist

NVI4000-010 Sr. Risk Analyst

Minimum/General Experience: Must have 6 years of experience. Information Assurance certifications are a plus.

Functional Responsibility: Evaluate technology and business-related controls for integrating business and information system security and risk mitigation efforts. Develop and implement tools to support automated risk assessment and compliance efforts. Monitor daily incident management activities and lead the IT Security team in the creation of policies, procedures, technical documentation and completion of project tasks as required. Perform risk assessments and risk analysis, as well as recommend risk mitigation and handling alternatives.

Minimum Education: Bachelor’s Degree & 6 years’ related experience or Associates Degree & 8 years’ related experience or High School Diploma or equivalent & 10 years’ related experience. Information Assurance certifications are a plus.

NVI4000-011 Sr. Data Security Analyst

Minimum/General Experience: Must have 5 years’ experience documenting security plans, procedures, policies, standards, risk assessments and ST&E's. Knowledge and understanding of auditing practices and regulatory requirements; intrusion detection devices; network design principles with strong knowledge of OSI model; Information Security including threats, attacks and vulnerability management.

Functional Responsibility: Responsible for completing and maintaining system certification and accreditation (C&A) documentation, including creating security plans, risk assessments, independent verification and validation and security test and evaluations. Responsible for leading and supporting the overall security program including security policy, procedures, and standards, developing and following C&A schedules, assessing the Information Assurance (IA) risk of the agency’s IT systems, ensuring agency IT documents are compliant with the Agency’s security policies and procedures, and reviewing documents for accuracy and completeness. Leads the development, implementation, and documentation of formal security programs and policies throughout the organization and monitors compliance to these policies and programs. Maintains a library of security policies and processes. Monitors trends in information technology and security that could have an impact on the security of the organization's products, processes, infrastructure, or customers.

Minimum Education: Bachelor’s degree or equivalent 7+ years’ related experience.

Master’s degree or doctorate in Information Assurance is a plus.

NVI4000-013 Functional Subject Matter Expert

Minimum/General Experience: Must have 5 years of experience. Experience in leading teams, developing solutions, and preparing and delivering briefings.

Functional Responsibility: Provide guidance and recommendations to existing project teams. Help develop estimates of work proposed and conducts research as needed. Assesses the team’s strategy and approach and provides knowledge to help meet the requirements of the project. Keeps abreast of the trends and technologies affecting the project.

Minimum Education: Bachelor's or Master's Degree in Computer Science, Business Administration, or other related field preferred but not required or 5-7 years’ experience in business, contract, and/or project management.

NVI4000-014 Network Analyst

Minimum/General Experience: Must have at least three years’ of experience information technology and familiar with standard concepts, practices, and procedures within a particular field of networking/telecommunications. Must effective written and oral communication skills.

Functional Responsibility: Formulates/defines specifications for complex telecommunications networking systems and applications. Interfaces with users to define requirements. Designs, develops, and tests communications/networking applications and systems. Conducts technical feasibility studies.

Minimum Education: Bachelor’s Degree (in Computer Science, Engineering, Mathematics, or Physical Sciences Curriculum, or Business or equivalent discipline) preferred, but not required, or ten years’ of experience in related field.

NVI4000-015 Network Administrator I

NVI4000-018 Sr. Network Engineer

Minimum/General Experience: This position requires a minimum of six years’ experience, of which at least three years’ must be specialized. Specialized experience includes: supervision of system engineers, familiar with a network topologies and configurations, X.25, TCP/IP, IPX, Frame Relay, ATM, bridges, routers, hubs and experience with the logical and physical functional, operational, and technical architecture of large and complex information systems. At least one certification in network operating systems is required.

Functional Responsibility: Establishes system information requirements using the analysis of the clients current business processes while designing and developing enterprise-wide or large scale information systems. Designs architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces.

Evaluates analytical and systematic problems of work corrective action.

NVI4000-019 Network Planning Analyst I

Minimum/General Experience: This position requires 3 years’ experience. Reviews, plans, and evaluates documentation/project tracking and management reporting. Provides tactical and strategic input on overall network planning and related projects. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Typically reports to a project leader or manager.

NVI4000-020 Network Planning Analyst II

Minimum/General Experience: This position requires 6 years’ experience. Reviews, plans, and evaluates documentation/project tracking and management reporting. Provides tactical and strategic input on overall network planning and related projects. May require a bachelor's degree in a related area and at least 5 years’ of experience in the field or in a related area. Familiar with a variety of the field's concepts, practices, and procedures. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. May lead and direct the work of others. Typically reports to a project leader or manager. A wide degree of creativity and latitude is expected.

Functional Responsibility: Responsible for high-level analysis and documentation of network infrastructures which may include network routers, switches and components. Performs network design utilizing multi-vendor solutions. Responsible for ensuring optimized network performance. Responsible for design and implementation multi-protocol systems and utilizes network and cable plant management tools to monitor and maintain the reliability of the network.

Functional Responsibility: Serves as the project manager for a contract (and shall assist the Program Manager in working with the Government Contracting Officer (CO), the contract-level Contracting Officer's Representative (COR), the task order-level COR(s), government management personnel and customer agency representatives. Under the guidance of the Program Manager, responsible for the overall management and contributes to the focus of the insuring that the technical solutions and schedules in the task order are implemented in a timely manner. Functional Responsibility: Serves as the project manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Program Manager in working with the Government Contracting Officer (CO), the contract-level Contracting Officer's Representative (COR), the task order-level COR(s), government management personnel and customer agency representatives. Under the guidance of the Program Manager, responsible for the overall management of the specific task order(s) and insuring that the technical solutions and schedules in the task order are implemented in a timely manner. Performs enterprise wide horizontal integration planning and interfaces to other functional systems. Assists in the preparation of management plans and reports.

Coordinates schedules to facilitate completion of proposals, contract deliverables, task order review, and briefings/presentations. Performs analysis, development, and review of program administrative operating procedures. Review and maintain project budget and staff work schedules.

NVI4000-026 Sr. Telecommunications Expert

Minimum/General Experience: This position requires a minimum of eight years’ experience, of which at least four years’ must be specialized. Specialized experience includes: supervision of system engineers, familiar with a network topologies and configurations, X.25, TCP/IP, IPX, Frame Relay, ATM, bridges, routers, hubs and experience with the logical and physical functional, operational, and technical architecture of large and complex information systems. The Senior Telecommunications Expert possesses a thorough understanding of systems engineering methodology.

Functional Responsibility: Establishes system information requirements using analysis of the information engineer(s) in the development of enterprise-wide or large-scale information systems. Designs architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future technical requirements and interfaces. Evaluates analytical and systematic problems of workflows, organization, and planning and develops appropriate corrective action which best utilizes deployed technical infrastructure. Provides daily supervision and direction to staff and interfaces with client management as necessary.

NVI4000-027 Sr. Training Specialist

Minimum/General Experience: Must have four years’ of experience in the development and delivery of training, instructional/curriculum design as well as training materials. Two + years’ of experience with Web based training methods and modules.

Functional Responsibility: Organize and implement training programs for the client. This includes assess the training needs of the project via client interviews and research, develop, implement, and deliver training programs via instructor led or web based modules, develop and maintain training support documentation for use by the end user, researching and developing materials, developing training plans, and continually evaluate procedures to monitor and analyze course effectiveness and update curriculum as needed.

Minimum Education: Associate’s Degree and/or other Training Certification in Area of Expertise;

Bachelor’s Degree in Business, English, Human Resources, Education, or other related field preferred or equivalent experience.

NVI4000-028 Systems Analyst

Minimum/General Experience: Must have at least five years’ of experience in systems analysis and programming experience with DBMS, RDBMS, and or SQL generation languages. Must have a working knowledge of object-oriented languages and tools.

Functional Responsibility: Responsible for conducting investigation, examination, evaluation, review and analysis related to the development or enhancement of operational environments. Will review and prepare program requirements, project proposals in order to ensure conformance to standards and/or provide recommendations.

Sciences Curriculum, or Business or equivalent discipline); Master’s Degree – substitutes for two years’ of experience; Ph.D. – substitutes for three years’ of experience.

NVI4000-029 Technical Specialist

Minimum/General Experience: Must have six years’ of experience in functional analysis and information systems design and development.

Functional Responsibility: Supervise research, collect, analyze, examine, review, evaluate and compose studies, proposals, or other documentation related to structured analysis and design methodologies.

Ability to demonstrate enterprise architecture skills and experience and have a working knowledge of client/server environment.

Sciences Curriculum, or Business or equivalent discipline) or equivalent experience.

NVI4000-030 Technical Expert

Minimum/General Experience: Must have ten years’ of experience in technical area of expertise.

Functional Responsibility: Provides expert consultative support to a functional technical area of the project. Develops solutions to complex problems. Works closely with the information technologists to identify the best technological solution to technical issues.

Minimum Education: Master’s degree preferred in a relevant functional area. Bachelor’s degree required.

NVI4000-031 Technical Instructor

Minimum/General Experience: Must have two years’ of experience in the development and delivery of handouts, workbooks, for technical presentation.

Functional Responsibility: Supervise the collection and organization of subject matter in order to develop the instructional curriculum and materials for training technical and non-technical staff on automated systems.

Minimum Education: Associate’s Degree and/or other Training Certification in Area of Expertise;

Bachelor’s Degree (in appropriate discipline) – substitute for two years’ of experience; or seven years’ of experience in curriculum material development and seminar/workshop technical presentation – no degree required.

NVI4000-032 Technical Writer

Minimum/General Experience: Two years’ of experience in writing and editing technical documentation.

Experience with and thorough knowledge of either Government Printing Office (GPO) or commercial documentation standards, as appropriate to the assignment.

Functional Responsibility: Responsible for content of technical documentation. Checks documents for spelling, grammar, and content problems. Ensures that documents follow the appropriate style guide.

Minimum Education: High school diploma, plus course work in technical writing or editing required.

NVI4000-033 Technology Consultant

Minimum/General Experience: Must have five years’ of experience in functional analysis and information systems design or development. Two to four years of management or supervision is preferred.

Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
