Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
Labor Category Descriptions
Communications Engineer Functional Responsibilities: Design and modify electrical communications systems for scientific, military, industrial or commercial use. The level of in-depth technical and design work varies; communications engineers may also perform managerial and consultancy roles. Typical responsibilities include: managing, monitoring the performance of and working as part of a team of communication engineers and planners; agreeing project budgets, timescales and specifications with clients and managers; undertaking site surveys; producing, testing and implementing designs; creating test procedures; producing disaster management plans; ensuring that objectives and deadlines are met; attending conferences and briefings on new products and networks; writing reports and documentation; making presentations; managing resources; liaising with suppliers, customers, directors and other teams of staff; undertaking relevant research; analyzing and interpreting data; providing technical support; and organizing and attending meetings.
Minimum Education: Bachelor’s Minimum Experience: 7 years

Senior Cyber Security Engineer Functional Responsibilities: Help businesses by protecting their computer and networking systems from potential hackers and cyber-attacks. Safeguard sensitive data of a business from hackers and cyber-criminals who often create new ways to infiltrate sensitive databases. Typical responsibilities include: planning, implementing, managing, monitoring and upgrading security measures for the protection of the organizations data, systems and networks; troubleshooting security and network problems; responding to all system and/or network security breaches; ensuring that the organization's data and infrastructure are protected by enabling the appropriate security controls; participating in the change management process; testing and identifying network and system vulnerabilities; and daily administrative tasks, reporting and communication with the relevant departments in the organization.
Minimum Education: Bachelor’s Minimum Experience: 7 years

Senior Systems Administrator Functional Responsibilities: Install, upgrade and monitor software and hardware. They may also be involved in data backup and recovery. They usually maintain the essentials such as operating systems, business applications, security tools, web-servers, email, PCs, local and wide area networking both hardware and software and mid-range server hardware.
Minimum Education: Bachelor’s Minimum Experience: 5 years

Systems Engineer Functional Responsibilities: Implement, support, maintain, and manage IT services, including networking, IT security, email, and disaster recovery. Systems Engineers provide advanced technical support for desktop, server, and networking issues. Systems Engineers ensure all IT services are properly maintained and upgraded, including anti-virus, backups, imaging, and patching. Systems Engineers provide subject matter expertise for both hardware and software.
Minimum Education: Bachelor’s Minimum Experience: 7 years

Senior Strategic Planner Functional Responsibilities: Develops courses of action in response to challenges identified by the client. Prepares, with a very high degree of accuracy and timeliness, correspondence for senior government officials, including decision briefings, white papers, decision memorandums, position papers, and budgetary analysis. Briefs staff products in meetings with senior government officials, and is able to articulate and defend policy positions in Joint Service meetings. Typical responsibilities include conduct of the military decision-making process (MDMP), the adaptive planning and execution process (APEX), and the Joint Capabilities Integration and Development System (JCIDS).
Minimum Education: Bachelor’s Minimum Experience: 10 years

Project Manager Functional Responsibility: Responsible for managing IT-related projects, including conformance with contractual efforts in a defined program/task area to ensure responsiveness to job requests. Contractor’s point of contract for administrative aspects of all work-related issues within the specified program or project. Provides project direction and planning to ensure implementation, execution, and completion of business, technical, and financial management of associated projects. Performs day-to-day management of delivery order projects, from original concept through final implementation. Provides technical and strategic guidance to project team and reviews project deliverables. Provides project benchmarking or quality process milestones necessary to establish process performance, evaluation and quality improvement measures and subsequent integration into the project. Ensures that all project objectives are met. Assigns and supervises project personnel.
Education and Experience:
Level 2 - Bachelor’s Degree and a minimum of 5 years of experience Level 3 - Bachelor’s Degree and a minimum of 10 years of experience

Program Analyst Functional Responsibility: Responsible for analyzing operational activities to obtain quantitative metrics used for decision-making and resource allocation related to IT maintenance and implementation/migration. Services performed include, but are not limited to, applying management analysis processes, reporting, statistical methods, and analytical research techniques to determine IT solutions based on contractual and regulatory requirements. Analyzes data patterns and synthesizes into information requirements that can be translated into system requirements and design constructs, including design, development, testing, verification/validation, documentation, and implementation of system applications.
Education and Experience:
Level 3 - Bachelor’s Degree and a minimum of 5 years of experience

508 Functional Compliance Specialist Functional Responsibility: Responsible for provision of programmatic or project expertise necessary to implement contractual and regulatory requirements related to IT programs, including analysis of various IT hardware and software products, tools, and projects to assess, document and report on their compliance with Section 508 of the Americans with Disabilities Act (ADA). Performs the functions of an emerging expert in a relevant software or IT program management field in support of projects or system development. Applies expertise in defining and resolving issues, performing analysis, and developing plans and requirements of Section 508 of the ADA and applies this knowledge to create strategies for bringing the maximum functionality to user experience and interface. Responsible for redesigning and/or developing solutions to ensure IT hardware and software compliance if an accessibility problem is detected. Coordinates and manages the preparation of analysis, evaluations, and recommendations for proper implementation of projects and systems. May direct the work of employees assigned to the program from technical and administrative areas.
Education and Experience:
Level 1 – Bachelor’s Degree and a minimum of 2 years of experience Level 2 - Bachelor’s Degree and a minimum of 4 years of experience Level 4 - Bachelor’s Degree and a minimum of 7 years of experience

IT Training Developer Responsible for developing, writing and creating training materials, training plans, and training programs related to IT systems, including design/configuration, conformance with regulatory and contractual requirements, analysis, integration, programming, conversion and implementation. Develops training strategies, training methods, and training materials for presentation in various media, including creating training plans and materials for large complex IT organizations and missions. Additional responsibilities may include conducting training programs related to application and use of IT systems and networks in conformance with regulatory or contractual requirements, including delivery of training materials and instructing students using a variety of different media and tools.
