integrateIT and its clients have achieved extraordinary success by implementing its proprietary and trademarked strategic portfolio implementation and execution methodology, iSPINE. Why iSPINE? Because the SPINE provides a strong foundation while affording maximum flexibility to achieve desired goals.
From a high-level, iSPINE follows the PM standards established by the Project Management Institute (PMI). While PMI standards provide a solid foundation, integrateIT firmly believes there is no “one size fits all” solution for managing projects to successful outcomes. Published PM standards are often rigid and do not promote needed customization to address unique operational, organizational, and cultural environments, mission or business requirements, and stakeholders with varying degrees of influence. integrateIT recognizes that each project should be managed with flexibility while still following an enabling level of standardization. As a result, integrateIT developed iSPINE, which integrates project management standards with a customizable delivery methodology. iSPINE facilitates the management of a project from initiation through completion, with a phased implementation approach as denoted in the diagram below:

Most recently, INTEGRATEIT has finished upgrading the application suite to industry current versions of all software in the environment, most importantly reaching the industry standard versioning of the EPPM suite. This is the first time in the 10+ year history of the program that the application suite has reached the milestone.
INTEGRATEIT resources serve in a variety of leadership roles on this program, to include program manager, implementation lead, and release manager of an EPMS for a major working capital fund (WCF) program. INTEGRATEIT resources define the requirements and customize the EPMS application to satisfy a myriad of requests that allow the WCF to operate its business, to include the business processes and procedures pertaining to portfolio management, schedule management, cost management, budget management, customer billing, and resource management. The WCF program relies on the EPMS as the financial system of record for project costs, which thru customer web services interfaces with the Agency’s financial system for Customer invoicing purposes. INTEGRATEIT resources provide consulting, user training, and customer support services pertaining to the operation of the EPMS and the use of portfolio management best practices. INTEGRATEIT resources develop project schedules, create custom reports, troubleshoot technical issues, and resolve financial discrepancies.
INTEGRATEIT resources serve as the implementation lead for each new EPMS product release. The INTEGRATEIT team develops the implementation schedule, interfaces with stakeholders (senior managers, project managers, and security resources), and completes thorough testing of the new version to minimize any chance of incompatibility. INTEGRATEIT resources led the deployment of Oracle Business Intelligence Publisher (BIP). This is the native reporting tool designed to integrate seamlessly with the EPMS that allows users to create pixel-perfect reports. INTEGRATEIT resources were responsible for each facet of the deployment of BIP, to include the development of data models, establishment of security profiles, configuration of databases, and creation of BIP reports. INTEGRATEIT resources are responsible for providing EPMS users with release notes and job aids documenting any new work processes. INTEGRATEIT resources developed and delivered the Agency’s first BI Publisher milestone tracking report, which highlights the deployment status of corporate deliverables, tracking completion dates, slips, additions, and cancellations. This report is briefed to senior leaders within the Agency and has executive level visibility. This automated report saved over 30 hours of manual manipulation and formatting a month, while increasing data accuracy and improving customer confidence.
A detailed listing of skills, responsibilities, and services provided on this vehicle are detailed below:
Project Management – INTEGRATEIT is responsible for all aspects of the successful delivery of the customer’s EPMS suite of applications. INTEGRATEIT works with the customer to identify requirements and needed capabilities and then generates a detailed plan to achieve the programs goals. INTEGRATEIT schedules activities and identifies appropriate resources to ensure technical, schedule and cost success in the delivery of the Primavera suite.
Billing and Invoicing- INTEGRATEIT is directly responsible for the billing and invoicing process for over $2b in annual revenue for the WCF. INTEGRATEIT ensures that all service level agreements (SLAs) are properly established between the WCF and its customers, and that each resource assigned to the SLA submits time and materials in a repeatable fashion. INTEGRATEIT’s billing and invoicing processes allow the WCF to identify and invoice customers in a real-time manner, affording the WCF timely and accurate revenue recognition. The billing and invoicing system collects time and materials charges from over 2000 resources on a weekly basis and allocates charges to the appropriate customers, ensuring accurate and auditable billing practices for the Organization.
Cloud Architecture – INTEGRATEIT was responsible for identifying the target architecture for the migration to AWS. Evaluating the existing on-premise deployment, INTEGRATEIT recommended a forklift approach to initial migration into AWS. While this approach didn’t fully realize all the advantages of cloud capabilities, it did allow for rapid, low risk deployment into AWS. With the initial deployment to AWS complete, new architecture modifications are underway to fully utilize the capabilities of AWS to provide a cost effective and resilient architecture that meets customer requirements. INTEGRATEIT architected a mix of Reserved Instances, with on-demand auto scaling groups to minimize costs, provide scaling capabilities to cost effectively meet high demand periods, and improve application availability.
Migration Services - INTEGRATEIT resources implemented and maintained Amazon Machine Image’s (AMI) for use in launching Elastic Compute Cloud (EC2) reserved and auto scaling instances. INTEGRATEIT resources led the final migration from the legacy environment into the new AWS environment, with specific activities to include data migration and upgrades to the database and application.
Operations and Maintenance – INTEGRATEIT is responsible for the full Operation and Maintenance activities of the AWS environment. This includes Database and Application patching (OS Patching is handled at the enterprise level). In addition to patching, INTEGRATEIT has established the full backup and recovery, and continuity of operations solutions. INTEGRATEIT makes full use of the inherent product, enterprise, and AWS Cloud capabilities to provide a robust backup and recovery solution. INTEGRATEIT periodically tests the solution to ensure that the architected backup and recovery solution and standard operating procedures (SOPs) are healthy, valid, accurate and meet our recovery time windows.
Certification and Accreditation – INTEGRATEIT shepherded the application suite and infrastructure through the costumer Assessment and Authorizations (A&A) accreditation process. The A&A process requires that the project perform a rigorous security analysis where security controls are evaluated against enterprise mandates and regulations to minimize risk. INTEGRATEIT resources ensured that A&A documentation was created and maintained, that all environments met IT Security directives by ensuring all relevant Patches were applied and by securing all web applications with Single Sign On and meeting encryption requirements. The result of these efforts has been approval to operate in the customer’s environment.
Custom Development Integration – INTEGRATEIT has developed several custom integrations with the EPMS application utilizing APIs. These integrations have greatly expanded the capabilities of the EPMS while automating many repeating tasks such as resource rate changes and non-system users time reporting. By taking consolidated time reporting input files, INTEGRATEIT has written a custom interface that ETLs the file and ingests the data into the production system for many users that don’t currently have access to the application suite. This enhances the customers’ project execution monitoring and management aspects to all of projects across the enterprise, while reducing administrative burdens and errors.
In order to automate the invoicing of projects, integrateIT created a set of customized interfaces to existing enterprise accounting and billing systems. The INTEGRATEIT team worked in an agile environment and was responsible for creating user stories, coding, testing, and documentation in developing an application which streamlines the creation and management of customer resource timesheets. Utilizing Java code and Integration APIs, the application handles activity validation, allocation of resource hours via charge code mapping, and timesheet configuration throughout current and previous billing periods. This integration allowed project managers to review and approve invoices, and then automatically distribute to the customers and the enterprise billing system those invoices. integrateIT further automated time reporting and invoicing by introducing a novel solution to synchronize data between multiple project management systems. This solution eliminated the need for resources to manually create and revise multiple timesheets per week in multiple environments, significantly lessening the time required for administrative tasks such as tracking, logging and correcting resource hours. integrateIT resources designed auxiliary tools which facilitate the troubleshooting of incorrectly captured time. These tools provide valuable feedback in resolving resource configuration, activity mapping, or data entry errors.
Testing – The INTEGRATEIT team developed, led, and performed various testing scenarios to satisfy customer needs on the robustness of delivered solutions. INTEGRATEIT developed detailed test cases and incorporated those test cases into Test Plans. Testing was planned and executed across the entire enterprise utilizing, customer, user, and INTEGRATEIT resources, ensuring the most realistic testing scenarios. Testing results were collated, distilled and summarized highlighting areas of concern and deficiencies prior to deployment. Testing was also conducted post deployment to ensure that the environment met expectations and requirements.
Marketing and Communication - INTEGRATEIT undertook a proactive marketing campaign to inform the user community of state of the application suite. To support the marketing plan, INTEGRATEIT created and disseminated an assortment of announcements and job aids. INTEGRATEIT also established a user group where users of all roles and responsibilities were encouraged to join. The user group’s primary objectives were to further drive user engagement in the application suite, disseminate best practices and novel application uses, and to inform users of the upcoming changes to the infrastructure and applications that will have impacts on availability and functionality.

Enterprise Portfolio Management Center of Excellence
INTEGRATEIT established an Enterprise Portfolio Management Center of Excellence (PMCOE) for its customer’s Working Capital Fund initiative. The PMCOE consolidated project and portfolio management capabilities within the WCF’s mission center, establishing tool agnostic centralized project and portfolio management processes, training classes, business rhythms, and personnel. The establishment of the PMCOE optimized staffing across the organization, saving the Government $2m in annual expenses, while raising the revenue of the WCF by $6m annually.
INTEGRATEIT resources developed best practices, standard operating procedures, and templates to improve project management acumen across the Organization. The INTEGRATEIT team educated PMs on all aspects of project and portfolio management, to include schedule development, cost estimation, risk management, dependency analysis, spend plan management, and metrics development.
The INTEGRATEIT team deployed an enterprise wide Project Performance Review (PPR) process leveraging an EPPM suite and enterprise reporting tool. Implementation of the PPR process provides the customer with insight into cost and schedule performance of all projects project spend plans across the Organization. Prior to the INTEGRATEIT team implementation, the financial health of an individual project or program and accessibility of programmatic information was not available. Projects reporting significant underrun or overruns can now be evaluated for additional funding or de-obligations. PPR data previously produced by populating PowerPoint slides is now produced directly from data maintained in the EPPM tool, reducing data calls and improving data fidelity and accuracy. Components now report project data in a consistent format. Throughout this effort, the INTEGRATEIT team has maintained a close working relationship with the Customers, improving project management acumen and producing PPR reports in a fashion that has fostered adaptability and accountability within the Enterprise.
Project and Portfolio Management
INTEGRATEIT resources serve as the Contractor lead for a portfolio management team that provides strategy, portfolio management, project management and financial management in support to a $1.2 billion annual portfolio. INTEGRATEIT resources created a new annual investment management and review process centered around an Enterprise Portfolio Management System (EPMS), providing the organization with a comprehensive understanding of its entire portfolio of projects. The Organization utilizes the EPMS as a single data source for all portfolio management and capital planning activities, managing projects from inception through closeout. By implementing the EPMS, the Client was able to sunset over 150 disparate portfolio management tools. The INTEGRATEIT led EPMS implementation encourages automation, facilitates corporate reporting, and reduces data inaccuracies. The EPMS serves as the repository for the portfolio’s integrated master schedule (IMS). The IMS, which consists of over 500 independent project schedules, shows the Organization’s true critical path while identifying areas of resource constraints and pain points. As a result, the Client can hold in-depth discussions with stakeholders to establish priorities, monitor and control efforts, and make appropriate trade-space decisions.
INTEGRATEIT resources manage the Client’s portfolio build on an iterative and annual basis. INTEGRATEIT resources begin capturing portfolio information with the release of the Congressional Budget Justification Book (CBJB). Pertinent metadata is captured for each project, including funding sources, Budget Line Item (BLI) numbers, and mission purpose. As the annual portfolio build progresses, high-level program plans are decomposed into granular project schedules. At the start of the new fiscal year, INTEGRATEIT resources baseline each project plan and begin managing cost and schedule data. INTEGRATEIT resources run program and project level review boards, presenting spend plan data and milestone performance reports, which enable the Client to proactively mitigate cost and schedule variances while presenting the stakeholders with confidence in its programmatic data.
The INTEGRATEIT team utilized programmatic data to assess the Organization’s execution portfolio vice its strategic initiatives. The INTEGRATEIT team developed a strategy matrix for the Organization, ranking each project within the portfolio based on value added metadata defined by the Senior Stakeholders, to include data analytics, architecture, budget, technology, risk, and other strategic value indicators. The strategy matrix allows for unbiased scoring and sets the priority of each request based on the strategic initiative of the client. The strategy matrix is utilized to determine projects to eventually decommission, as well as high-value projects where funding and resources should be allocated towards.
INTEGRATEIT resources developed best practices, standard operating procedures and templates for schedule development and maintenance. The standardized schedule templates were uniquely developed for Waterfall, Agile, Iterative, and services related projects. Each project schedule was entered into the EPMS with enough detail to capture the portfolio’s critical path, including all required deliverables, tasks, and control gates. Project metadata captured for each project includes the identification of resources, expenses, internal and external dependencies, funding, and risks. The centralized IMS facilitates real-time schedule analysis and metrics reporting, allowing for PMs to proactively mitigate against cost and schedule risk.
INTEGRATEIT resources developed several processes to facilitate the capture and tracking of cross-program integration points within the EPMS. Utilizing process documentation and guidance provided by the INTEGRATEIT team, PMs sustained a high-fidelity activity network across multiple project schedules of interdependent work. The INTEGRATEIT team facilitated regular integration forums and supported governance efforts to ensure schedule integrity was maximized throughout the portfolio. As an output of this integration effort, the INTEGRATEIT team produced automated schedule analysis reports for senior leadership. These reports outline areas of programmatic risk and opportunities for schedule compression to accelerate delivery. These actionable insights help to improve strategic decision making across the Organization and boost the confidence of executive communications to mission customers. The information made available by the EPMS implementation allows the Client to satisfy major Congressional, Agency, and Portfolio Management requirements. As a result of the EPMS implementation and business rules and standards defined and implemented by INTEGRATEIT resources, the Government Client can report on the value of its Internal Use Software (IUS). These processes have been deployed Agency wide, and as a result the Agency produced its first IUS report. This report mitigated a Congressional audit finding against the Government Client which had been previously unresolved for over 12 years. Additionally, INTEGRATEIT resources developed Earned Value Management (EVM) schedule templates and reporting methodologies that have been adapted by the Client Organization as a gold standard of project management excellence. The Client can now capture EVM metrics on all projects, to include agile development efforts.

INTEGRATEIT resources provide systems engineering, requirements management, and application testing services to a Government customer. These services support the overall effort to develop, deliver, and maintain a new and improved database system to replace a decommissioned system. INTEGRATEIT resources work in an agile development environment, with regular deployments scheduled every four weeks. For each deployment, the INTEGRATEIT resources are responsible for test design and execution, working directly with the team’s developers to provide a deeper understanding of the scope of all requirements. In an effort to completely rebrand the old application into the new database system, the INTEGRATEIT resources are responsible for verifying and validating software functionality in relation to the application’s look and feel, interface, and database features while maintaining the legacy database until it can be decommissioned.
INTEGRATEIT resources provide project management and configuration management (CM) expertise for its Customer. In collaboration with PMs, the INTEGRATEIT team has improved the efficiency of projects by developing enterprise processes and procedures that allow projects to execute more effectively. The INTEGRATEIT team has standardized several processes within the organization including a completely revamped Risk Management process. In addition, the INTEGRATEIT team is leading a high-profile customer endeavor to refresh mobile devices in the field. This is a multi-year effort that will provide users with new mobile devices with overhauled software that will improve the efficiency by which field representatives perform mission capabilities. For this effort, the INTEGRATEIT team manages the master schedule, requirements, risks, documentation, and CM process.
INTEGRATEIT resources created, maintained, and executed a vast regression bed of test scenarios in order to fully validate the system’s ability to support various web browsers. Test scenario creation and execution required the INTEGRATEIT resources to thoroughly analyze all business and technical requirements in order to effectively provide code coverage. INTEGRATEIT resources utilized detailed root cause analysis techniques to troubleshoot bugs discovered in software integration points. INTEGRATEIT resources prepared and staged test data for use within multiple test scenarios to improve the timely execution of the regression bed.
INTEGRATEIT resources conducted a business process reengineering study of the Program’s CM processes and technology solutions. After the completion of the study, INTEGRATEIT resources developed and refined the Program’s CM methodology. integrateIT resources implemented a web-based issue tracking system to manage the Organization’s change requests and discrepancy reports (bugs). The INTEGRATEIT team developed several custom workflows for the issue tracking system, detailing step-by step solutions and process flows for varying types of program issues. The custom process flows simplified the CM process, streamlining the workflow and clearly identifying the responsibility matrix. This implementation directly improved overall response time and mitigation of issues, as the overall triage of time of each program issue was reduced by an average of 75 percent.
Training Development and Classroom Facilitation INTEGRATEIT resources developed the Program’s enterprise portfolio management training curriculum. This course includes a 120-page classroom guide, introductory slides, and sample reports. The training program centers on effective project management utilizing project templates and business rhythms. The course instructs PMs how to manage the entire lifecycle of a project from inception thru closeout, while teaching sound project management principles in accordance with iSPINE. IV. APPROVED GSA RATES, PRICE NARRATIVE, AND LABOR CATEGORY DESCRIPTIONS
This Price Narrative describes integrateIT’s competitive pricing that does not sacrifice the quality of services. Pricing and Validation integrateIT’s cost proposal is based on "Commercial Market Prices," as defined in FAR 2.10. integrateIT is offering GSA a price proposal equal to the terms offered to integrateIT’s Most Favored Customers. integrateIT is a Subcontractor to Commercial Companies on Classified USG contracts and offers the same prices to each Prime Contractor. As a result of the classified nature of these contracts, integrateIT is only able to offer sample invoices to its Prime Contractors as evidence of its rates. These rates are the Most Favored Customer Rates that are offered by integrateIT.
Based on researching its competitor’s IT 70 schedules, integrateIT firmly believes that the prices offered to GSA are well below market averages for comparable services. However, in order to better serve the GSA, integrateIT is offering GSA a 5 percent discount from its Most Favored Customer rates.
Please note that based on stated wait times on the GSA IT 70 schedule website, integrateIT anticipates receiving an award from GSA in 2021. As such, integrateIT is proposing its current FY2020 rates on this proposal, which are derived from the FY2020 rates given to integrateIT’s MFC (see integrateIT copies of subcontract modifications and invoices submitted with this proposal for verification), with integrateIT’s proposed escalation of 1.5 percent. The prices submitted by integrateIT represent fully burdened rates inclusive of all cost factors (direct labor, indirect labor, fringe benefits, overhead expenses, general and administrative expenses, profit, and the industrial funding fee). There are no deviations from integrateIT’s standard commercial practices.

Industrial Funding Fee (IFF) Per the terms and conditions of the RFP, integrateIT has included a 0.75 percent Industrial Funding Fee (IFF) in the prices submitted with its offer.
Escalation integrateIT’s proposal is based on Commercial Market Prices, and therefore, is subject to the Economic Price Adjustment Clause, I-FSS-969. integrateIT is proposing a fixed escalation of 1.5 percent over the five years of this proposal, beginning in FY2022. integrateIT is basing its proposed escalation on data derived from the Employment Cost Index (ECI). The ECI, published by the U.S. Department of Labor's Bureau of Labor Statistics (BLS), is a quarterly measure of the change in the cost of labor, free from the influence of employment shifts among occupations and industries. The compensation series includes changes in wages and salaries and employer costs for employee benefits. The wage and salary series and the benefit costs series provide the change for the two components of compensation.
The ECI is particularly well suited as a vehicle to adjust wage rates to keep pace with what is paid by other employers for two reasons. First, it is comprehensive. It includes not only wages and salaries but also employer costs for employee benefits, and covers nearly all employees in the civilian (non-Federal) economy. Second, it measures the "pure" change in labor costs; that is, it is not affected by changes in relative employment of industries and occupations with different wage and compensation levels.
Escalation of integrateIT's direct labor rates for each level will occur annually on January 1 based on the percentage change of the ECI for wages and salaries (not seasonally adjusted), private industry workers: Management, Business, and Financial Services, utilizing the December quarter. That is, the increase to go into effect on January 1, 2022 will be the anticipated increase in the ECI series between December 2019 and March 2020.
For the IT 70 Schedule contract, beginning in 2021, and for each option year thereafter, escalation will occur. integrateIT is proposing an annual escalation rate of 1.5 percent. The escalation of the ECI for wages and salaries (not seasonally adjusted), Private industry workers: Professional, Scientific, and Technical Services between December 2019 and March 2020, was 1.5 percent (107.6 to 109.2; source is https://www.bls.gov/web/eci/ecconstnaics.txt). integrateIT believes that this time period is representative of a normalized economic climate.
Uncompensated Overtime integrateIT employees work a strict 1860-hour billable staff year, unless specifically agreed upon per the terms of a contract or proposal. As such, integrateIT employees are not expected to nor encouraged to work overtime. If an integrateIT employee works more than 40 hours in a week based on client need, the employee is encouraged to take compensatory time at a period agreed upon and suitable to the Client. No portion of integrateIT’s proposed labor rates is attributable to uncompensated overtime.
SCA Labor Rates The Service Contract Labor Standards, formerly the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the contractor adds SCLS labor categories/employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract." per the Multiple Award Schedule Solicitation.
