LABOR CATEGORY DESCRIPTIONS
Senior IT Project Manager
Functional Responsibilities: Serves as the senior manager of all tasks and is the manager of all contractor resources under this contract. Plans, coordinates, and manages all aspects of complex information technology projects. Prepares and presents status on project schedule, project costs, project deliverables, project risks, and risk containment strategies. Consults with the client and engineering staff to develop understanding of the varied and complex business needs supported by the system. Responsible for determining how changing business needs will affect the system.
Experience: Minimum of 10 years of experience with at least 7 years of experience in system engineering, work planning, requirements definition, budgeting, scheduling, task execution, personnel management and supervision.
Education: Bachelor’s degree in relevant field
Certification: Project Management Professional (PMP) or related certification.
IT Project Manager
Functional Responsibilities: Under the direction of a Senior Project Manager, plans, coordinates, and manages all aspects of complex information technology projects. Prepares and presents status on project schedule, project costs, project deliverables, project risks, and risk containment strategies. Directs the planning and management of single or multiple projects and retains overall responsibility for performance including cost, schedule, deliverables and contractual compliance. Responsible for overall success of the project/projects and ensures goals and standards are successfully implemented. Serves as liaison to government and outside representatives and coordinates activities of support personnel.
Education: Bachelor’s degree in relevant field or equivalent
Experience: Minimum of 7 years of experience with at least 5 years of experience in the technical aspect of project services, including; work planning, requirements definition, budgeting, scheduling, and task execution.
Certification: Project Management Professional (PMP) or related certification
Computer Programmer II
Functional Responsibilities: Generates new code and corrects, converts, and/or modifies existing code to meet documented standards; designs new and/or redesigns and maintains existing software products;
identifies client needs and requirements based on evaluation of client documentation and interviews;
performs data and technical analysis; performs a variety of testing procedures on assigned products, analyzes test results, and corrects problems; prepares test scripts and descriptions and examines to locate necessary modifications; analyzes and modifies program specifications and documentation to support contract requirements; may design and develop computer-based and/or multimedia courseware for customer training initiatives utilizing appropriate authoring languages, systems, animation and graphics software; provides customer support to clients and troubleshoots problems.
Education: Bachelor’s degree in computer science or related field.
Experience: Five (5) years of experience in the computer programming field.
Data Scientist
Functional Responsibilities: Knowledge and expertise of numerical modelling techniques and software simulation modelling and analysis. Will involve working with data specialists to model existing and proposed new product designs or processes. Produce project definitions outlining customer requirements including costs and timescales. Use analysis tools/modelling packages effectively and efficiently. Use 2D and 3D CAD modelling packages effectively and efficiently to produce geometry for importing into
918-986-8772 47QTCA20D00EF Page 11 analysis codes. Keep abreast of the latest developments in the field of Numerical Modeling and applying knowledge to develop new processes that will deliver process improvement.
Education: High School diploma or GED.
Experience: Minimum of 8 years of experience in a technical environment.
Sr IT Management Consultant
Functional responsibilities: Ability to simultaneously manage, coordinate and pursue multiple, complex projects and activities. Responsible for assisting with the development of writing performance criteria and requirements into sound/sufficient task orders. Coordinates and works with the technical experts and the contracting office to ensure project milestones are tracked and updated as needed. May assist in the development of independent Government Cost Estimates. Experience might include: Development of
Corporate Strategic Plans, Development of Organizational Performance Management Plans, Development of Organization Governance Structures, Guiding significant organizational change management efforts.
Understanding of the principles and methods to identify, analyze, specify, design, and manage functional and infrastructure requirements, includes translating functional requirements into technical requirements or presenting alternative technologies or approaches.
Education: Bachelor’s degree in related field
Experience: 10+ years of Strategic Business Management experience in the above-identified areas, with at least three years of business experience at the executive level.

Inventory & Monitoring Specialist
Functional Responsibilities: Assist with development of Inventory and Monitoring Plans (IMPs). Work with field stations and Inventory and Monitoring (I&M) staff to update their inventory and monitoring survey information in the PRIMR database, and assist with development of initial survey instructions (ISI) and formal survey protocols. Tasks will include updating the PRIMR database, developing pre-IMP workshop materials (PRIMR reports, other background information and shared documents or worksheets) and assisting with organizing and hosting IMP workshops for field stations.

• Assist with development and review of regional and station protocols, ISI, or Standard Operating
