Labor Categories Descriptions
Applications Architect:
Functional Responsibility: Determines applications and COTS product requirements by analyzing client operations, environment, and programming; reviewing application objectives with clients; evaluating current infrastructure; Provides application support by coding features, confirming to user requirements and resolving user issues. Performs architectural design, development, deployment and maintenance of systems. Defines system solutions based on customer needs, cost, and required integration with existing applications, systems, or platforms.
Minimum/General Experience: 6 years of related work experience. Bachelor’s degree can be replaced with 4 years of experience and Master’s degree with an additional 2 years of experience
Minimum Education: Bachelor’s Degree in Computer Science, Electrical Engineering, Math or an associated discipline or equivalent work experience is preferred.
Applications Programmer:
Functional Responsibility: Responsible for designing and testing program logic, coding programs, program documentation and preparation of programs for computer operations and COTS products. Lead the design, development and maintenance of efficient, reusable, and reliable systems based on requirements specifications using traditional or Agile or other development techniques. Identify bottlenecks and defects, and devise solutions to mitigate and address these issues. Help maintain quality, organization, and automation of the system's code and data.
Business Analyst:
Functional Responsibility: Applies functional experience to business and/or technological problems, qualified to lead a staff of analysts and/or engineers if required. Experience in business disciplines such as: business process management, business process reengineering, data analytics, IT acquisitions, requirements management, balance score cards, performance management, configuration management, procurement, human resources, finance, logistics, medical, enterprise resource planning, electronic commerce and electronic data interchange, security, and requirements determination. Develops technical solutions to business problems, defines, analyzes and documents requirements. Also, acts as Product owner in the Agile environment

Data Analyst:
Functional Responsibility: Interprets data, analyzing results using statistical techniques. Develops and implements data analyses, data collection systems and other strategies that optimize statistical efficiency and quality. Acquires data from primary or secondary data sources and maintaining databases
Data Architect:
Functional Responsibility: Support the design and development of data models utilizing diverse data sets and databases. Design and implement data marts, warehouses, and data lakes. Advise on the selection of software and hardware resources for hosting the data architecture and the data model.
Provide inputs for long-term and short-term technical assistance for employees and consultants required for creating and managing data models and administering databases. Determines database structural requirements by analyzing client operations, applications, and programming; reviewing objectives with clients; evaluating current systems; Provides database support by coding utilities, responding to user questions, data extraction and resolving problems.
Database Administrator:
Functional Responsibility: Responsible for the performance, integrity and security of a database. Also involved in the planning and development of the database, as well as troubleshooting any issues on behalf of the users.

Database Developer:
Functional Responsibility: Plays a key role in the design, develop, installation, testing and maintenance of database systems. Help businesses be more efficient and provide a better service.
Project Manager:
Functional Responsibility: Interface and lead discussions with the customer and with the project team.
Manage project scope, schedule, budget, quality, and risk. Create a Work Breakdown Structure (WBS) and associated WBS dictionary and activity lists. Manage the development of deliverables including user needs assessments, functional requirements documents, designs, software user documentation, testing plans, reports, and other project documents. Lead efforts with relevant subject matter experts to collect, map, analyze, document and manage customer's business processes. Manages and implements all phases of the systems life cycle, to include the definition, analysis, design, programming, testing and implementation phases. Also, acts as Scrum Master for Agile projects. Responsible for managing complex IT projects. Researches and evaluates new concepts and processes to improve performance, and analyzes cross-functional problem sets, identifies root causes, and resolves issues. Directs staff and task activities on a daily basis to meet client objectives. Serves as a liaison with clients to coordinate activities, negotiate tasks, and solve problems.
Solutions Architect:
Functional Responsibility: Translates requirements created by functional analysts into the architecture for that solution and describing it through architecture and design artifacts. Performs architectural design, development, deployment and maintenance of systems. Defines system solutions based on customer needs, cost, and required integration with existing applications, systems, or platforms. Implements and analyzes architectures using Enterprise Architecture frameworks such as Systems Modeling Language SysML)/Department of Defense Architecture Framework (DoDAF) to identify gaps and duplications and provide recommended courses of action to the Customer. Provide architectural expertise, direction, and assistance to Systems Analysts, Systems Engineers, other Systems Architects, and software development teams. Coach customers to be self-sufficient in building and migrating applications, software and services to using the cloud and DevSecOps tools.
Subject Matter Expert:
Functional Responsibility: Subject Matter Expert will be part of a team responsible for industry outreach, providing account delivery expertise, supporting product development, supporting business development opportunities and analyzing business or technical impact of new laws and regulations on customer's business processes and systems. Develop and conduct presentations and demonstrations in the areas of alternative analysis, what-if analysis, cost/benefit analysis and impact analysis. Manage across the project lifecycle including assisting with scope definition, business case development, requirements gathering, functional and technical design, testing, training, and implementation phases. Understands, articulates and implements best practices related to his area of expertise. Provides guidance on how his area of capability can resolve an organizational need and actively participates in all phases of the software development life cycle.
Tester:
Functional Responsibility: Leads and manages test planning and execution support to the customer.
The position requires understanding of system and software testing, system engineering, and requirements analysis. Hands-on testing, test observation, and developing test code/scripts are essential tasks, as are writing after-test reports for the customer. Perform test automation, where feasible. Provides specialized test and evaluation capabilities tailored to system for accessibility, disaster recovery and system performance as described in the customer's requirements. Provide testing expertise, direction, and assistance to the customer and development teams. Ensures that software packages contain no errors by analyzing development data. Implements test plans using diverse troubleshooting computer applications. In addition, develops automation tests and maintenance tasks.
