SCLS
The Service Contract Labor Standard is applicable to this contract as it applies to the entire PSS Schedule and all services provided.
While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102, and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and/or when the contractor adds SCA labor categories/employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish an SCLS matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles, and the applicable WD number. Failure to do so may result in the cancellation of the contract.

PROGRAM MANAGER
Minimum Years of Experience: 8 years
Functional Responsibility: Plans, organizes and manages projects and programs for successful completion and performance consistent with contractual agreements.
Minimum Certifications and Education: Masters
OPERATIONS MANAGER
Functional Responsibility: Manages, coordinates and is responsible for site network infrastructure/ operations center support to ensure issues/problems are resolved immediately.
Minimum Certifications and Education: Bachelors
EXERCISE PLANNER
Minimum Years of Experience: 5 years
Functional Responsibility: Plan, design, develop and conduct exercises for continuity of services.
STRATEGIC PLANNER
Functional Responsibility: Strategic plan to support all customer requirements and ensure that all customer efforts are coordinated and synchronized.
HELP DESK SUPPORT TECHNICIAN
Minimum Years of Experience: 3 years
Functional Responsibility: Ensure that operational readiness of all offices, workspaces and IT/Communications hardware and systems are in direct support for the customer.
Minimum Certifications and Education: High School
INSTRUCTIONAL TECHNOLOGIST

Functional Responsibility: Design and implement discipline-specific plans for complex operations/businesses while verifying, analyzing, validating, and supporting the accreditation/certification of a program.
PROFESSIONAL SERVICES PROGRAM MANAGER
Functional Responsibility: Provides day-to-day management of the contracted staff. Demonstrates effective team management skills. DATA SCIENTIST (JOURNEYMAN LEVEL)
Minimum Years of Experience: 7 years
Functional Responsibility: Developing strategies and initiatives designed to conduct research and analyze highly complex data outcomes and outputs related to budget, performance, and financial management, and work with executives and leaders to design and manage programs to analyze trends in budget, performance, and financial management.
BUDGET ANALYST (SENIOR LEVEL)
Functional Responsibility: Support annual budget planning for programs and initiatives, monitoring and overseeing enacted budgets, analyzing budgets to develop strategies achieve program goals.
BUDGET ANALYST (JOURNEYMAN LEVEL)
Minimum Years of Experience: 7 years
Functional Responsibility: Assesses data quality and recommends approaches to address any gaps or issues.
