Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Subject Matter Expert 1 Minimum Education: Bachelors Minimum Experience: 4 years of relevant experience required.

Description: Provides Substantial Subject Matter Expertise in a specific functional area of the project.

May have subject matter expertise in areas such as information systems, IT deployments, and IT change management. Experienced in data management, systems training, and logistics/configuration of information systems.

Subject Matter Expert 2 Minimum Education: Masters Minimum Experience: 8 years of relevant experience required.

Description: Provides expert consultative support and leadership to a functional area of the project.

Develop solutions to complex problems. Manages and configures commercial off‐the-shelf applications;

installs and configure systems. Works closely with the information technologists to identify the best technological solutions to technical issues. Works independently without significant oversight and will be authorized to make decisions. Principal Consultants can perform physical, functional, system, data, and component analysis and architecture comprehension. Has demonstrated and tested leadership, communication, and teamwork skills. Regularly presents findings to groups of varying sizes. Help Desk Technician Minimum Education: Bachelors Minimum Experience: 1 year of relevant experience required.

Description: Provides technical support, guidance, problem resolution, and installation of hardware and software systems.

Help Desk Technician II Minimum Education: Bachelors Minimum Experience: 3 years of relevant experience required.

Description: A Tier 2 Help Desk Job description involves responding to end-user requests for support to resolve computer, application, system, device, access, or performance issues that have been escalated from Tier 1. A Tier 2 help desk technician may also test, maintain, and train users on existing or new systems and software, and have a specialization in a certain area of IT. A Tier 2 help desk technician must be able to work effectively and efficiently in a fast-paced environment, prioritize tasks, make good decisions, and provide customer service.

Sr. Instructional Designer Minimum Education: Bachelors Minimum Experience: 5 years of relevant experience required.

Description: Responsible for supervising and/or performing instructional documentation design, development, and preparation throughout the production cycle that may include writing/editing, editorial consultation, copy design/editing, proofreading, and overall documentation review. Works with all levels of management, technical personnel, authors, and subject matter experts to define documentation content, guidelines, specifications, and development schedules. Prepares required documentation in an appropriate format and supports quality assurance standards. Reviews and analyzes the data and user requirements to ensure that instructional documentation is clear, concise, and valid. Sr. Data Scientist Minimum Education: Bachelors Minimum Experience: 7 years of relevant experience required.

Description: Collects data, implements data models and develops databases to support analytical solutions. Interprets results from multiple sources using a variety of techniques, ranging from simple data aggregation via statistical analysis to complex data mining. Performs work of a highly complex nature independently.

Application Engineer – Level II Minimum Education: Bachelors Minimum Experience: 4 years of relevant experience required.

Description: The Application Engineer - Level II provides knowledge in design, architecture, development, testing and administration. May monitor existing systems for structural integrity and oversee the development and installation of new hardware and software. Will install and configure operating systems, other software and routinely test installed software for error detection and other issues. This position provides technical direction to IT support staff. The Application Engineer – Level II designs and implements security systems and redundant backups to maintain data safety. The Application Engineer - Level II writes custom scripts to reduce the need for human intervention and create automated solutions for the enterprise. This position establishes multi-platform versions of the software package and write tests for existing and created code to ensure compatibility and stability. Designs, develops, and implements business applications using current technologies and architect solutions in SharePoint Portal Server (SPS) and Windows SharePoint Service (WSS). Must have expert level knowledge in the administration, configuration and customization of SPS and be able to architect and develop technical solutions from business requirements, as well as be able to take current business rules and provide improvements. Will be required to present and defend technical solutions and designs to clients. Will develop design documents (i.e., technical specification documents, functional requirement documents, and object modules, system test plans).

Systems Analyst II Minimum Education: Bachelors Minimum Experience: 4 years of relevant experience required.

Description: The Systems Analyst - Level II may oversee the implementation of required hardware and software components for approved applications, coordinate tests of the application system to provide proper performance or develop diagrams and flow charts for computer programmers to follow. The Application Systems Analyst - Level II reviews, analyzes, and modifies programming systems, including encoding, debugging, and installing to support an organization's application systems. The Application Systems Analyst - Level II develops application specifications, identifies the required inputs, and formats the output to meet users' needs.

Telecommunications Engineer II Minimum Education: Bachelors Minimum Experience: 4 years of relevant experience required.

Description: Design, test, upgrade and integrate new or existing telecommunication networks, systems and equipment in accordance to the organization’s business requirements. Document all aspects of the engineering process as it relates to build and configuration, testing, and deployment of telecommunication networks, systems and equipment. Coordinate changes such as implementation of new telecommunication networks, systems and equipment, upgrades, or version increments to existing telecommunication networks, systems and equipment with stakeholders. Plans, coordinates, and implements security measures to safeguard telecommunication networks, systems and equipment.

IT Security Analyst 1 Minimum Education: Bachelors Minimum Experience: 2 years of relevant experience required Description: Analyzes and defines security requirements for information protection. Defines and develops security policies. Designs, develops, engineers, and implements solutions that meet network, system, or application security requirements. Gathers and organizes technical information about an organization’s mission goals and needs, existing security products, and ongoing needs. Analyzes the sensitivity of information and performs vulnerability and risk assessments on the basis of defined sensitivity and information flow. Must demonstrate the ability to work independently or under only general direction.

IT Security Analyst 2 Minimum Education: Bachelors Minimum Experience: 4 years of relevant experience required Description: Provides business and analytical expertise in support of the project. Provides an understanding of the client’s objectives and has extensive knowledge of typical core processes. May prepare overall designs and detailed specifications for system components.
