LABOR CATEGORY DESCRIPTIONS

1. Subject Matter Expert III

A. Minimum/General Experience: 7 years.

B. Functional Responsibility: Acts as a recognized technical expert in performing assessments of present levels of cyber security, defines acceptable levels of risk, trains all personnel in proper cyber posture and establishes formal maintenance procedures. Performs privacy impact assessments and provides PII data security and monitoring, and migration strategies. Identifies potential vulnerabilities to cyber and information security using penetration testing and red teams. Provides technologies for identification, modeling, and predictive analysis of cyber threats. Functions as the highest-level individual contributor in at least one technical area. Utilizes expertise in business management practices, industry requirements and information technology disciplines to develop technical and/or business solutions to client problems. Has a high level of diverse technical and industry experience related to a specific skill set. Keeps abreast of technological developments and industry trends. Performs complex assignments with little guidance.

2. Java Software Developer

A. Minimum/General Experience: 10 years

B. Functional Responsibility: Java Software Developer is an accomplished technical leader, proactive customer-focused advocate, a team player with substantial software engineering experience. Working with senior-level customers and staff to provide expert support spanning application design (including systems requirements), development, testing, implementation, and maintenance support. Coordinating among project teams to ensure enterprise-wide consistency of application development efforts. Ensuring that information security risks are managed, and identifying and addressing barriers and risks to successful implementation. Providing recommendations and solutions to complex problems. The candidate will provide hands-on experience with enterprise software development, integration, implementation, test automation, and SOA/Microservice architecture to a cross-functional software development team. The ideal candidate will have a good foundation with Java, JEE platform, Microservice architecture, REST, Web Content Accessibility, UX, and SQL/Data

Modeling. Must have experience with API/WebServices integration, Experience with AWS Cloud and Big

Data (Hadoop), Experience with Java EE, Object Relational Mapping (ORM) Frameworks, Java Server Pages

(JSP), JQuery, Ajax, Enterprise Java Beans (EJBs), Java Data Base Connectivity (JDBC), and Java Message

Service (JMS), Experience with JavaScript, JQuery, HTML, CSS, and front end frameworks. Experience with

3. Senior Software Developer

A. Minimum/General Experience: 7 years

B. Functional Responsibility: Under general direction, participates as high-level technical expert in design development, coding, testing, and debugging new software or significant enhancements to existing software. Works with technical staff to understand problems with software and develops specifications to resolve them. Resolves customer complaints and responds to suggestions for improvements and enhancements. Participates in the development of software user manuals. May act as team leader on less complex projects. Assists in training less experienced software development staff. Requires five years experience in the field.

C. Minimum Education: BA/BS degree.

4. Project Manager

B. Functional Responsibility: Responsible for all aspects of the development and implementation of assigned projects and provides a single point of contact for those projects. Takes projects from original concept through final implementation. Interfaces with all areas affected by the project including end users, computer services, and client services. Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of problems.

5. Quality Analyst

B. Functional Responsibility: Responsible for development of project Quality Assurance Plan and the implementation of procedures that conforms to the requirements of the contract. Responsible for verifying that each functional component / software of the project follows a defined process which is in conformance with contractual requirements. Reports findings to project staff, line management of the organization, and the customer, as appropriate. Provides an independent assessment of how the project's processes are being implemented relative to the defined process and recommends methods to optimize the organization's process.

6. Developer

A. Minimum/General Experience: 5 years

B. Functional Responsibility: Under general supervision, develops codes, tests, and debugs new software or enhancements to existing software. Has good understanding of business applications. Works with technical staff to understand problems with software and resolve them. Resolves customer complaints with software and responds to suggestions for improvements and enhancements. May assist in development of software user manuals. Requires two years experience in the field.

7. Computer Systems Analyst

A. Minimum/General Experience: 8 years

B. Functional Responsibility: The Computer Systems Analyst/Programmer performs analysis, design, and new construction of next generation IT applications. Responsible for understanding the needs of the customers and the realities of commercially available IT products, and creating systems requirements that will allow implementation by the development team and COTS products. Provides application design (including systems requirements), development, testing, and maintenance support of programmatic, administrative, business intelligence, and strategic analysis software applications. Knowledge and skills in identifying/fixing problems within existing software, designing/implementing new systems, and enhancing existing applications. Identifies best practices and provide technical support for the following activities: establishing and supporting development environments, which include, but are not limited to, server installation, configuration, maintenance, and trouble-shooting; providing technical briefing and reports; participating in meetings and walkthroughs;

analyzing problems and providing solutions; providing user support; and conducting research. Provides recommendations and solutions for complex problems throughout all phases of the Systems Development Life

Cycle (SDLC). Performs configuration management, software integration, and interpretation of software test results, as well as recommending solutions for unsatisfactory test results..

8. Subject Matter Experts 4

B. Functional Responsibility: Performs systems engineering, analysis, design, documentation, and implementation of very complex applications which require a thorough knowledge of related ADP systems concepts for effective implementation. Participates in all phases of software development with emphasis on the planning, engineering, analysis, testing, and acceptance phases. Designs and prepares technical reports and related documentation. Prepares and delivers presentations and briefs as required.

C. Minimum Education: Bachelor Degree, or relevant technical, engineering or scientific field (or equivalent combination of education and related IT experience).

9. Business Analyst Jr.

A. Minimum/General Experience: 3 years.

B. Functional Responsibility: The Junior Business Analyst will conduct Requirements Elicitation, Gathering, Clarification, and Analysis, Participate in the creation of Business Requirements Document, Use Case Analysis and Documentation, Data Analysis and Documentation and proficiency in SQL, Create Functional Design

Document, Create Detailed Design Document, Ensure business requirements are organized and coherent for application architects and developers to understand. The Junior Business Analyst also involved with Test

Planning and Coordination, Ensure application meets business requirements, Create and Track Test Plans, Cases, and Scripts, Migration Planning and Coordination, Provide Project Support (Issues Tracking, User Training), Create Application Documentation (User Guide, Operations Guide, Training Manual, etc.), Work with business for requirements, and Work with technical team to write the detailed and functional design documents.

Familiarity with modern web application designs and concepts and Strong knowledge of Software Development

Life Cycle (SDLC).

C. Minimum Education: Bachelor Degree, or relevant technical, engineering or scientific field (or equivalent combination of education and related IT experience).

10. Business Analyst

A. Minimum/General Experience: 7 years

B. Functional Responsibility: The business analyst interacts with the business stakeholders and subject matter experts to understand their problems and needs. The analyst gathers, documents, and analyzes business needs and functional requirements. The business analyst will serve as a liaison between technical teams and project stakeholders and is responsible for identifying problems, needs, and opportunities for improvement to help the organization successfully implement new software. Analyze the business processes, procedures, organizational structure, etc. in order to identify problems and determine solutions that reduce risk and increase organizational effectiveness and efficiency. Interact with the business partners and internal and external stakeholders, including executive staff, to understand organizational processes and needs. Perform detailed gap analysis to identify gaps between system functionality and organizational needs and document findings. Collaborate with project stakeholders and technical staff to elicit and document requirements (e.g. business, functional, process etc.).

Present solutions to business stakeholders and facilitate the iterative refinement of requirements. Develop wireframes used to model requirements for stakeholders and developers. Work with the Development and

Quality Assurance teams to ensure functional requirements are unambiguous and testable. Assist in the creation of test cases to verify the system and validate the system and processes are functioning as expected. Thorough knowledge of processes, methods, and techniques utilized to analyze and evaluate business operations. Ability to translate standard operating procedures into clearly written documentation such as user stories, business and functional requirements. Capable of thinking tactically and strategically. Knowledge of the Systems

Development Lifecycle (SDLC). Strong written and oral communication skills. Ability to work in both collaborative and independent environments. Ability to work under aggressive timelines. Experience with developing reports, documents, presentations, wireframes and mockups etc. Experience creating record documents, to include agendas, project logs, meeting notes, etc. Experience on large-scale application development and software integrations.

C. Minimum Education: BA/BS degree or higher in Information Systems, Computer Science, Engineering, Business or related field

11. Database Engineer

A. Minimum/General Experience: 5 years.

B. Functional Responsibility: The Data/Database Engineer designs, develops, implements, and maintains data repository systems. Develops user training and automate interface capabilities between database systems and other management systems to support the administration of the Agency’s programmatic data. Identifies best practices and provide technical support for the following activities: standardizing data names, definitions, usage, and structures; defining database access controls; managing metadata and data element synonyms; and overseeing database administration efforts as part of a full systems development lifecycle. Provides critical recommendations and solutions from the database administration perspective for complex problems throughout all phases of the Systems Development Life Cycle (SDLC); provide technical briefing and reports; participate in meetings and walkthroughs; analyze problems and provide solutions; provide support to application analysis, development, and validation team(s); and conduct research.

Must demonstrate experience in and ability to manage the development of database projects, including the installation, maintenance, upgrading and administration of full-featured database management systems and related tools. Qualifying experience must include deployment of databases to large organizations and/or user communities. Must demonstrate development of lessons learned in large scale database development and deployment. Demonstrates the experience and ability to work without technical oversight and to lead and/or supervise a team of specialists. Possesses superior oral and written communications skills in order to clearly and effectively convey issues, reports, and other deliverables. The Database Engineer must leads and/or directs the efforts of specialists on project(s) across components and/or technical areas, provides guidance and direction across components and acts in a consulting and/or advisory capacity, directs all aspects of database development and maintenance, provides leadership, technical expertise, and technical oversight in the design, implementation, operation, and maintenance of databases, including the development and testing of logical and physical database designs, guides the development of standards, procedures, and conventions for use, maintains knowledge of leading-edge technologies, new methodologies, and best-practices applicable to work performed, recommends changes to business and technical processes based upon subject matter knowledge and ensures the confidentiality, integrity, and availability of SSA data – including sensitive data.

12. Nutritionist Subject Matter Expert (SME)

A. Minimum/General Experience: 5 years.

B. Functional Responsibility Responsible for determining appropriate nutrition-related training, research, technical assistance projects, or services for Child Nutrition Program operators. Developing, modifying, reviewing, or providing input on nutrition-related research, training, and technical assistance resource development plans, including creating project schedules and work plans and revising them as appropriate to meet changing needs and requirements. Monitoring and tracking all project activities, deliverable submissions, reports (monthly, quarterly, and final technical, grant, or training reports), and resources/deliverables against established project timelines and plans, identifying areas of concern, and making corrective action recommendations to management

Utilizing technical nutrition expertise when reviewing project deliverables (research, training, and technical assistance resources) and providing substantive comments for improvement. Participating in administrative and technical meetings that are project-related. Implementing or maintaining quality assurance and Standard

Operating Procedure (SOP) processes. Assisting in the development and implementation of product/resource/training/research release promotion, outreach, and/or communications plans.

C. Minimum Education: Bachelor’s Degree in nutrition or related field required.

13. Program Analyst - II

A. Minimum/General Experience: 4 years.

B. Functional Responsibility: Responsible to ensure compliance with the Privacy and Cyber Security including

NIST, FISMA, FIPPS, Privacy Act of 1974, E-Government Act of 2002, OMB Circulars A-130, A-108 and IRS privacy guidelines. Develop, update, and guide the accurate creation and publication of Privacy Impact

Assessments (PIAs). Track and ensure the current status of privacy compliance activities, including posting of

SORNs, PIAs, and privacy plans in Xacta or similar platforms. Attend privacy-related meetings, providing updates, support, and responses to privacy reviews and assignments. Facilitate privacy training programs, update tracking systems with compliance activities, and provide regular updates and reports. Assess and implement privacy controls with system owners to mitigate risks as part of the IRS (or Organizations) risk management framework. Develop, update, and ensure accurate system privacy plans with guidance to system owners.

Develop, update, and guide the accurate creation and publication of System of Records Notices (SORNs).

Applies privacy-related subject matter experience to user systems and dedicated special purpose systems requiring privacy controls, features, and procedures. Analyzes general privacy-related problems and provides basic recommendations and support in solving these problems.

C. Minimum Education: Bachelor's degree preferred or experience in lieu of degree

14. Administrative Assistant

D. Minimum/General Experience: 2 years.

E. Functional Responsibility: Responsible to perform independent research and in-depth analysis of program requirements, budgetary constraints, regulatory limitations, and agency policy to ensure accurate interpretation and to provide efficient and effective service. Provide overall guidance and technical assistance to staff regarding the correct documents needed for administrative, operational and programmatic processes. Monitor customer service requests mechanisms and provide oversight of internal tracking, control and contribute to developing enhancements and refinements to these systems and processes. Maintain the necessary controls, procedures, and evaluation tools for federally established procurement, property, facilities and/or programs.

Maintain a variety of tracking tools and spreadsheets using basic and advanced functions of a variety of types of software. Maintain accurate and organized business processes for the work area. Prepare and submit oral or written reports, assessments, briefings and reconciliations as required by management policies, procedures, and regulations for review, tracking or internal workflow analyses, process improvement or other assessments.

Coordinate and facilitate communications to support business operations. Serve as liaison for leadership and facilitates responses to inquiries concerning general policies and procedures related to program operations and support services.

F. Minimum Education: High school degree preferred or experience in lieu of degree
