Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple
Award Schedule (MAS) and all services provided. While no specific labor categories have been http://www.section508.gov/ identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101,
22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for
SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
LABOR CATEGORY DESCRIPTIONS
MRP LLC dba IT Ignite offers the following Labor Category Descriptions to support the effort contemplated herein.
Junior Administrator Minimum Education: Bachelor’s Degree Experience: 4 years of experience.
FunctionalResponsibilities:
Under general supervision, collects requirements for large system functionality, performance and operations.
Conceives, designs, implements and documents systems. Designs and maintains a data dictionary and descriptions of data relationships. Incorporates appropriate data security, access and update controls for the system. Provides for standard data reports and accommodates special report requests. Provides technical expertise for the production of detailed designs and design documentation, including data models, and data flow diagrams. Evaluates and configures products to match user requirements with system capabilities.
Determines file organization, indexing methods, and security procedures for system databases.
Senior Developer Minimum Education: Bachelor's degree Experience: 8 years of experience.
FunctionalResponsibilities:
Under general direction, formulates and defines system scope and objectives. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results. Prepares detailed specifications from which programs will be written. Designs, codes, tests, debug, and document those programs. Competent to work at the highest technical level of all phases of applications systems analysis and programming activities. May be responsible for completion of a phase of a project. Regularly provides guidance and training to less-experienced analyst/programmers.
Lead Developer
Experience: 10 years of experience.
FunctionalResponsibilities:
Supervise and may lead, formulates and defines system scope and objectives. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results. Prepares detailed specifications from which programs will be written. Designs, codes, tests, debug, and document those programs. Competent to work at the highest technical level of all phases of applications systems analysis and programming activities. May be responsible for completion of a phase of a project. Regularly provides guidance and training toless-experienced analyst/programmers.
Reports Developer
Experience: 6 years of experience.
FunctionalResponsibilities:
Understands large database system functionality, performance and operations. Designs and maintains a data dictionary and descriptions of data relationships. Provides technical expertise to produce detailed database designs and design documentation, including data models, and data flow diagrams. Understands file organization, indexing methods, and security procedures for system databases. Is able to use system data to create reports that combine information for use.
Remote Developer
Experience: 5 years of experience.

Under general direction, formulates and defines system scope and objectives. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results. Prepares detailed specifications from which programs will be written. Designs, codes, tests, debug, and document those programs. Regularly provides guidance and training to less-experienced analyst/programmers.
Analyst
Experience: 2 years of experience.
Functional Responsibilities:
Under direct supervision, Consultants who fulfill this role are likely to have accounting, manufacturing, distribution, or human resources IT management systems background, thorough understanding of the applications and experience in implementing application systems. This functional knowledge is applied to the IT systems and applications for advising, guiding, and supporting the project team on the use, implementation, and maintenance of applications, ensuring maximum benefits from the application products, completing tasks and deliverables assigned by the project manager, keeping the project manager informed of progress and issues in a timely manner. Detailed functional analysis and gap/fit analysis of Government-Off-the-Shelf (GOTS) and/or Commercial-Off-the-Shelf (COTS) software packages; GOTS/COTS package selection and business case development; IT solution architectural analysis and design; Detailed migration planning and trade-off analysis;
GOTS/COTS software installation and configuration for multiple functional modules of enterprise software;
Software and system developmental and acceptance testing; and Legacy system interface design, development, and implementation. Individual is also experienced and knowledgeable in the latest industry trends and developments in enterprise IT solutions, including such topics/products as: Cloud.
Junior Remote Developer Minimum Education: Bachelor's degree Experience: 4 years of experience.

Under general supervision may act as lead, formulates and defines system scope and objectives through research and fact-finding to develop or modify moderately complex information systems. Prepares detailed specifications from which programs will be written. Designs, codes, tests, debug, documents, and maintain those programs. Competent to work on most phases of applications systems analysis and programming activities, but requires instruction and guidance in other phases.
Architect
Experience: 8 years of experience.
FunctionalResponsibilities:
Supervise and work independently, formulates and defines specifications for complex operating software programming applications or modifies/maintains complex existing applications using engineering releases and utilities from the manufacturer. Designs, codes, tests, debug, and document those programs. Responsible for applications dealing with the overall operating system, such as sophisticated file maintenance routines, large telecommunications networks, computer accounting, and advanced mathematical/scientific software packages.
Competent to work at this highest technical level on all phases of software systems programming applications.
May have responsibility for the evaluation of new and existing software products. May assist other systems programmers to effectively utilize the system’s technical software.
Tester
Experience: 2 years of experience.
FunctionalResponsibilities:
Under supervision, performs software testing at all levels from module or unit testing through all levels of software integration testing. Writes software test plans in support of software design to ensure the integrity of test plans for simple to moderately complex test plans. Interfaces with the software development group throughout the software development process. Develops test data and predefines specific test acceptance criteria. May work independently on some levels of the project but needs direct supervision in other areas.
Remote Support Minimum Education: Associate’s degree Experience: 6 years of experience.
FunctionalResponsibilities:
Supervises and may serve as lead for help desk support operations. Establishes processes by which problems are controlled. Reports various statistical analyses of help desk operations to client management. Provides support for help desk operations. Responsible for receiving phone calls in a courteous and competent manner.
Emphasizes high quality service in responding to user’s requests. Ensures call closure.
Consultant Level 1 Minimum Education: Bachelor’s degree Experience: 2 years of experience.
