SIN ANCILLARY Ancillary Supplies and Services

Ancillary supplies and/or services are support supplies and/or services which are not within the scope of any other SIN on this schedule. These supplies and/or services are necessary to compliment a contractor's offerings to provide a solution to a customer requirement. This SIN may be used for orders and blanket purchase agreements that involve work or a project that is solely associated with the supplies and/or services purchased under this schedule.

NOTE: When used in conjunction with a Cooperative Purchasing eligible SIN, this SIN is Cooperative Purchasing Eligible.

Special Item Number OLM Order-Level Materials (OLM)

OLMs are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Schedule contract or BPA. OLM pricing is not established at the Schedule contract or BPA level, but at the order level. Since OLMs are identified and acquired at the order level, the ordering contracting officer (OCO) is responsible for making a fair and reasonable price determination for all OLMs.

OLMs are procured under a special ordering procedure that simplifies the process for acquiring supplies and services necessary to support individual task or delivery orders placed against a Schedule contract or BPA.

Using this new procedure, ancillary supplies and services not known at the time of the Schedule award may be included and priced at the order level.

INFORMATION TECHNOLOGY PROFESSIONAL SERVICES

IT Program Manager

Minimum/General Experience: 12 years.

Functional Responsibility: Responsible for the overall performance of an Information Technology program.

Provides technical direction in the execution of multiple IT projects and tasks, leveling resources (people, process and technology) to ensure IT solutions delivery aligns with objectives of the project. Ensures IT personnel are appropriately assigned to individual IT tasks, serves as the authorized interface with the Government CO, designated representatives (COR), management personnel, or agency identified stakeholders. Responsible for all phases of IT Program Management, from initiation to closing of multiple

Information Technology based projects, to ensure IT technology provided meets IT requirements, delivery schedule and performance objectives; is measured and reviewed for quality, and assessed for improvement.

Provides IT workflow and resource management including: formulating and reviewing strategic IT plans; IT subcontractor management; supervising IT personnel and communicating policies, purposes, and goals to personnel; developing and managing efforts relative to implementing and marketing the IT program to agencies and other customers as authorized by law; assigning IT contractor schedules; and preparing oral and written status reports. Ensures the quality of the IT program, deliverables, and their timeliness. Provides problem solving, risk assessment, and discrepancy resolution.

The target architecture will utilize small-scale information systems of less than 2,000 users and typically consist of Windows/Linux based server platforms, Microsoft SQL, Server, MySQL, PostgreSQL or similar platforms, with Web based or traditional client (Windows/Linux) based front end interfaces. Minimum/General Experience: 8 years.

Functional Responsibility: Establishes Information System architectures from using analysis of the information engineers in the development of systems, or systems of systems supporting Mid-size Enterprise (<10,000 user) environment for 10 to 50 business capabilities using medium-scale information systems utilizing either traditional server farms or cloud based solutions. Develops Information Technology based Architecture roadmaps utilizing the as-is environment, and "to-be" environments. Develop procedures and processes and implement controls for integrating, operating, maintain and retiring information technology. Analyze output of automated models for integration of site data and out year impacts on project technical performance, costs, and schedules.

Interprets technical documentation standards and prepares documentation according to defined standards. Guides less experienced staff through advanced triage technics. Obtains and documents detailed information for problem resolution and develops knowledge base articles for review by Senior Staff.

IT Support Specialist III**

Functional Responsibility: Provides immediate assistance for escalated problems and issues based on work experience related to an organizations information technology environment, including software packages supporting general business functions, applications providing specific business functions and system accessibility issues in a high volume customer service environment. Guides less experienced staff through advanced triage technics. Reviews and writes Standard Operating Procedures and Knowledge base articles. Directs staff in the delivery of service functions.
