General Description: Responsible for overall management of the contract. Organizes, directs, and coordinates planning and production of all contract support activities. Must have excellent oral and written communication skills, with a demonstrated capability for dealing with all levels of management personnel, contractor managers, and client representatives. Responsible for the performance of all contract activities and task order requirements. Meets with appropriate Government management personnel, other contractor managers, and client agency representatives. Formulates and reviews strategic plans, marketing plans, subcontracting, and deliverable items, determines contract costs, and ensures conformity with contract terms and conditions. 3 - Principle Testing Specialist

Minimum Experience: 10 years

General Description: Responsible for development of project Software Quality Assurance Plan and the implementation of procedures that conforms to the requirements of the contract. Has specific knowledge of testing on multiple platforms. Perform a wide range of testing methods utilizing various tools. Responsible for verifying that each functional component of the software project follows a defined process which is in conformance with contractual requirements. Reports findings to project staff, line management of the organization, and the customer, as appropriate.

Functional Responsibility: Provides an independent assessment of how the project's software development process is being implemented relative to the defined process and recommends methods to optimize the organization's process.

4 - Testing Specialist

General Description: Works on complex IA projects involving all phases information assurance and network operations to include assess, address, correlate, analyze, and provide IA course of action decision support.

Develops high quality assessments that provides an understanding and resolution to security related events as they occur. Develop and document vulnerabilities including solutions/countermeasures and exploits for the purpose of identifying signatures. Able to address problem area and recommend automated solutions.

Assesses impact, determines probable damage and suggests methods of damage control, conducts computer forensics, and follow-on analysis to build historical and predictive capabilities.

Minimum Education: Bachelors

Functional Responsibility: Analyzes and recommends resolution of IA problems based on knowledge of the major IA products and services, an understanding of their limitations, and a working knowledge of the disciplines of IA. 6 - Principle Security Engineer

Minimum Experience: 7 years

General Description: Performs a variety of moderately complex project tasks applied to specialized technology problems. Tasks involve integration of electronic processes or methodologies to resolve total system problems or technology problems. Applies analytical and systematic approaches in the resolution of problems of workflow, organization, and planning. Direct and assist other system engineers in the application of engineering principles to the solution of secure systems design problems. Expert knowledge of LANs, WANs, VPNs, routers, firewalls, network protocols, and other security and network operations and monitoring, vulnerability analysis, PKI, data encryption, key management, data warehousing and data mining capabilities.

Also responsible for developing and educating others regarding the solution set for business and/or architecture-specific best practices. business requirements and processes to technical solutions based upon comprehensive enterprise application solution sets. Work with senior managers and executives to provide vision and strategic direction for those functional areas that support the defined business disciplines within the enterprise, and to provide insight into selecting the enterprise applications (such as ERP products) that set the direction and establish an approach for a technical solution.

General Description: Formulates and defines system scope and objectives through research and fact- finding to develop or modify moderately complex information systems. Prepares detailed specifications for programs.

Designs, codes, tests, debugs, documents and maintains programs. May be called on to work on special graphics application programs such as, but not limited to; CAD, CAD/CV, or GIS. Works on most phases of applications systems analysis and programming activities including the installation of enhancements, security features, and analytical tools, but requires instruction and guidance in other phases.

General Description: Performs one or more of the following tasks in support of computer database administration: architects, designs, oversee the development of, or administers computerized databases, installs the applicable databases onto the appropriate computer operating systems, creates databases, configure databases (for a data warehousing application), use import utilities to install databases.

Includes creation of Indexes, Clusters, Snapshots, Views, and other database objects, as well as, management of Rollback Segments, Data File Size, and all the other aspects related to the performance tuning of databases.

Write code for update queries, update data dictionaries as new fields are added to the database and maintain a data correction log. Create and maintain data correction logs that identify the date the correction was performed, tables and fields effected, submission effected, error code effected, and other pertinent metadata.

Expand and update the data dictionary for the database and any related applications. May assign personnel to various projects and directs their activities; reviews and evaluates their work and prepares performance reports.

Provides highly technical and specialized guidance and solutions to complex IT problems. Performs elaborate analyses and studies. Prepares reports and gives presentations; Works independently or as a member of a team; may serve as Project or Consultant.

Minimum Experience: 6+ years

General Description: Must be capable of providing highly technical expertise and support in the use of Database Management Systems (DBMS). Must be able to evaluate and recommend available DBMS Commercial Off the Shelf (COTS) products to support and validate user requirements. Defines file organization, indexing methods, and security procedures for specific user applications. Develops, implements, and maintains database back-up and recovery procedures for the processing environments, and ensures that data integrity, security, and recoverability are built into the DBMS applications. Prepares reports on system performance and problems. Upgrades hardware and software as necessary. Troubleshoots and maintain a high database performance standard. Specialized Experience: At least three (3) years of experience in using current top of the line DBMS technologies. Versatile with Knowledge of emerging technologies, skills and application design utilizing various database management systems and experience with DBMS internals.

Individual must have in depth knowledge of every aspect of the profession, and the ability to work within the environment with minimal to no assistance relative to area of expertise. conceptualize, design, construct, install, maintain and repair computer systems. Demonstrates exceptional oral and written communication skills. Performs as a consultant in highly specialized, leading edge information technologies and methodologies. General Description: Conducts the research necessary to develop and revise training courses and prepares appropriate training catalogs. Prepares all instructor materials (course outline, background material, and training aids). Prepares all student materials (course manuals, workbooks, handouts, completion certificates, and course critique forms). Trains personnel by conducting formal classroom and online courses, workshops, and seminars. Education: A bachelor’s degree from an accredited college or university with a major in Education/Training in the areas of Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline. A master’s degree is preferred. A master’s degree in one of the above disciplines equals one year specialized and two years’ general experience. General Experience: Must have 4 years of experience in information systems development, training, or related fields. Specialized Experience: At least 2 years of experience in developing and providing IT and end user training on computer hardware and application software.

Edits functional descriptions, system specifications, user manuals, special reports, or any other customer deliverables and documents. Conducts research and ensures the use of proper technical terminology. Translates technical information into clear, readable documents to be used by technical and non-technical personnel. For applications built to run in a Windows environment, uses the standard help compiler to prepare all on-line documentation. Assists in performing financial and administrative functions. Must demonstrate the ability to work independently or under only general direction.

Minimum Education: Associate

30 - HACS Contract Program Manager (PM) – KEY (Chief Information Security Officer)

Minimum Experience: 10 years

General Description: Act as a primary stakeholder in the underlying information technology (IT) operational processes and functions that support the service, provide direction and monitor all significant activities so the service is delivered successfully. Coordinate and manage the overall service provided to a customer end-to-end. Ensure that appropriate Service-Level Agreements (SLAs) and underpinning contracts have been defined that clearly set out for the customer a description of the service and the measures for monitoring the service.

Gather feedback on customer satisfaction and internal service performance to foster continual improvement.

Review service performance reports identifying any significant issues and variances, initiating, where necessary, corrective actions and ensuring that all outstanding issues are followed up. Work with other service managers and product owners to balance and prioritize services to meet overall customer requirements, constraints, and objectives. Participate in the acquisition process as necessary.

Functional Responsibility: Responsible for and leads team on small to midsized projects. Supports the translation of customer requirements into formal journey maps and plans to culminate in customer acceptance or results. Possesses knowledge and understanding of cyber governance and policies, industry guidelines and best practices, and technical processes. Responsible for performance, cost, scope, schedule, quality, and appropriate business measurements for their project, according to their project charter. Subsequently leads a team in the initiating, planning, controlling, executing, and closing tasks of a project (or segment of a project) to produce the solution deliverable. Executes a wide range of process activities beginning with the request for proposal through development, test, and final delivery. Anticipates future customer, industry, and business trends. Possesses significant breadth of knowledge in business matters, finance, planning, and forecasting and personnel in order to manage team and business processes. Knowledge, Skills, and Abilities:

Knowledge of information technology (IT) architectural concepts and frameworks, industry-standard and organizationally accepted analysis principles and methods, computer networking concepts and protocols, and network security methodologies; risk management processes (e.g., methods for assessing and mitigating risk);

cybersecurity and privacy principles; laws, regulations, policies, and ethics as they relate to cybersecurity and privacy: Must be skilled to translate, track, and prioritize information needs and intelligence collection requirements across the extended enterprise. Responsible for determining enterprise information security standards. Develop and implements information security standards and procedures. Provide tactical information security advice and examining the ramifications of new technologies. Ensure that all information systems are functional and secure.

31 - HACS Lead Information Security Architect – KEY (Computer Security System Specialist – Level III)

Minimum Experience: 7 years

General Description: Design, develop, engineer, and implement solutions to MLS requirements. Perform complex risk analyses which also include risk assessment. Establish and satisfy information assurance and security requirements based upon the analysis of user, policy, regulatory, and resource demands. Support customers at the highest levels in the development and implementation of doctrine and policies.

Minimum Education: Bachelors

Functional Responsibility: Apply know-how to government and commercial common user systems, as well as to dedicated special purpose systems requiring specialized security features and procedures. Perform analysis, design, and development of security features for system architectures. Must have full knowledge in, but not limited to, Information System Security Policies and Procedures, NIST Risk Management Framework (RMF), FISMA, FIPs, and FedRAMP security controls.

32 - HACS IT Policy/Legislative Specialist
