25. Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple

Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101,

22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for

SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

IT Professional Services

Database Administrator

Functional Responsibility: Administer database system, software and data. Perform backups, recoveries, and system checks. Troubleshoot user problems and report database problems to technical personnel. Update database hardware, software, and data as necessary.

Education: BA in Computer Science, Information Systems Management, Mathematics, Engineering, or related scientific field.

Experience: 2 years of experience.

Database Analyst I

Functional Responsibility: Work with experienced database analyst/programmers in the design, development, troubleshooting, and deployment of database systems. Work with functional people in the determination of database specifications. Maintain the database and its system. Develop the interfaces to connect the database to users and other resources.

Education: BA in Computer Science, Information Systems Management, Mathematics, Engineering, or related scientific field.

Experience: 2 years of experience.

IT Financial Systems Analyst I

Functional Responsibility: Planning, analysis and assessments of Client Financial Systems in accordance with requirements, based on both user needs and a thorough understanding of business systems and industry requirements. Devises or modifies procedures to solve complex problems considering financial applications, computer equipment capacity and limitations, operation time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications. Devises or modifies procedures to solve complex problems considering financial applications, computer equipment capacity and limitations, operation time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirements specifications. Understands time value analysis, cash flow analysis, and cost/benefit analysis, and provides cost estimating and financial management support, including all activities during the life cycle of a program. Conducts analytical studies involving complex technical parameters, logistics requirements, schedule constraints, and similar cost- influencing parameters. Classifies, monitors, and summarizes financial data for the preparation and submission of reports on a recurring basis. Provides financial management planning and execution support, and possess knowledge of financial theories, principles, practices, and management systems.

IT Principal

Functional Responsibility: Executive responsible for analyzing, planning, directing, and coordinating activities of designated projects and organizations within the business. Ensures that goals and objectives of those projects and organizations are accomplished within prescribed time frames and budgets. Provides management, organizational, and energy improvement services that include energy planning and strategies, energy choice analysis, risk management, metering services, billing and management oversight, and providing primary client interface on strategic issues.

Program Manager

Functional Responsibility: Responsible for the day-to-day management of contract performance, may include multiple projects, groups of personnel and multiple locations. Organizes, directs, and coordinates the planning and coordination of all contract support activities. Maintains and manages the client interface at the senior levels of the client organization. Meets with customer and contractor personnel to formulate and review task plans and deliverable items. Ensures conformance with program task schedules and costs.

Has overall responsibility for the work performed. Possesses experience in leading and providing technical direction to projects. May manage multiple projects of high complexity. Directs the completion of projects and applies experience in systems management, operations improvement, program management, security, internal controls, budget, cost and performance management, or other related fields. Provides primary client interface on strategic issues. Bachelor's Degree. Ten years of experience.

Jr. Consultant

Analyses and develops client solutions with team. Prepares documentation, reports and other deliverables for client approval. Participates in planning of engagement and is responsible for all tasks delegated by Managers. Supports team in implementation and acceptance process. Ensures that deliverables are in compliance. Bachelor's Degree. Two years of experience.

Manager II

Independently manages an entire financial engagement, develops and implements project plans, directs and instructs senior and staff as necessary, reviews and approves all assignments, ensures all deliverables are accurate and submitted within budget and time constraints, monitors the progress of the overall engagement, addresses problems and helps resolve accounting, auditing, and reporting issues as they arise. Acts in the capacity of the project manager. Bachelor’s degree. Six years of experience.

Senior Consultant

Directs and manages day-to-day activities, assist in identifying problems, develops solutions and implements corrective actions. Analyzes and makes decisions on specific tasks requirements. Develops project plans and establishes deliverables. Monitors and tracks specific project milestones. Directs and manages client engagement subordinates. Bachelor's Degree. Four years of experience.

Senior Analyst I

Independently performs a major segment of a financial engagement, directs and instructs the work of staff, reviews completed assignments, provides feedback and comments as necessary and drafts and submits status reports to management or as directed. Assesses and makes decisions on general and routine accounting, auditing and other reporting matters with the assistance of the supervising senior or other upper-level management. Bachelor’s degree. Two years of experience.

Senior Analyst II

Independently performs a major segment of a financial engagement, directs and instructs the work of staff, reviews completed assignments, provides feedback and comments as necessary and drafts and submits status reports to management or as directed. Senior IT Principal

Has overall responsibility for the work performed. May review the work of other Engagement

Senior Principal

Has overall responsibility for the work performed. Possesses experience in both leading and providing technical direction to consulting engagements.
