Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Associate DevOps Engineer

Functional Responsibilities: Responsible for developing scripts and automation tools used to build, integrate, and deploy software releases. Designs and implements enterprise-wide systems and applications monitoring scripts and tools to increase the resiliency of the production and critical non-production systems. Automates all aspects of service delivery and system/infrastructure management.

Hands on troubleshooting and resolution of issues discovered in the build/deployment environment.

Minimum Education: Bachelor’s Degree in Science or Business Minimum Experience: 2 years

Associate Software Engineer

Functional Responsibilities: Responsible for performing analysis, software design using formal specifications, block diagrams and logic flow charts, and other design techniques and computer aided software engineering tools. Reviews the existing programs and assists in enhancing software to reduce operating time and/or improve efficiency.

Minimum Education: Bachelor’s Degree in Science or Business Minimum Experience: 2 years

Business Analyst

Functional Responsibilities: Responsible for providing support in assisting clients with the development of business systems. Analyzes functional and technical requirements, prepares system designs and specifications, and performs system development. Develops required systems and operation documentation. Familiar with the range of digital and web services and solutions and applies cloud technologies and agile development techniques.

Business Analyst II

Functional Responsibilities: Responsible for providing support in assisting clients with the development of business systems. Database Architect I

Functional Responsibilities: A Database Architect I is able to clearly identify goals for data management.

Can effectively translate user needs to database design. Has experience in creating database management processes and detailed documentation. Determines database structural requirements by analyzing client operations, applications, and programming; reviewing objectives with clients; evaluating current systems; Develops database solutions by designing proposed system; defining database physical structure and functional capabilities, security, back-up, and recovery specifications.

Database Architect II

Functional Responsibilities: A Database Architect II has vast experience in assessing various alternative products, tools, and approaches for data management. Is able to clearly define risks and benefits of various approaches for a given need. Is able to create overarching strategies for design. Determines database structural requirements by analyzing client operations, applications, and programming;

reviewing objectives with clients; evaluating current systems. Develops database solutions by designing proposed system, defining database physical structure and functional capabilities, security, back-up, and recovery specifications. Maintains database performance by identifying and resolving production and application development problems; calculating optimum values for parameters; evaluating, integrating, and installing new releases; completing maintenance; answering user questions. Provides database support by coding utilities, responding to user questions, and resolving problems. Can also lead or manage other database professionals, a data management and data intelligence program or project.

DevOps Engineer

Functional Responsibilities: Responsible for developing scripts and automation tools used to build, integrate, and deploy software releases. Functional Responsibilities: Responsible for the overall supervision of the implementation for all of the specific aspects of architecture planning. Supervises a team of Engineers or technical personnel working on highly complex IT architecture initiatives. Works closely with product designers, users, and other stakeholders to satisfy requirements and meet operational needs. Directs the overall delivery of the technical aspects of the software. Directs many, if not all aspects of the technical delivery, including design, development, testing, tools, and deployment.

Minimum Education: Bachelor’s Degree in Science or Business Minimum Experience: 4 years

Product Owner I

Functional Responsibilities: Responsible for operating as the agile product manager. Creates, maintains, and orders product backlog. Provides advice and decisions, regarding the order, business value and functionality for all work done by the development team. Analyzes industry and competition owning overall product strategy. Skillfully represents, interfaces with, and engages the stakeholders. Interfaces with development team and uses clear goals to communicate project vision at the beginning of every release and sprint.

Product Owner II

Functional Responsibilities: Responsible for operating as the agile product manager. Creates, maintains, and orders product backlog. Turns data insights into products with actionable outcomes to the ultimate customer. Works in an Agile environment and continuously reviews the business needs, refines priorities, outlines milestones and deliverables, and identifies opportunities and risks. Partners with stakeholders and customers across the organization to inform the product vision, strategy, features, and prioritization. Develops, owns, and executes product roadmap.

Project Manager I

Functional Responsibilities: Coordinates efforts between different projects and project teams. Develops and controls deadlines, budgets, and activities. Applies change, risk and resource management.

Responsible for managing the requirements of a project through all phases from proposal to implementation and delivery. Ensures that all resources such as engineering, manpower, tools, and facilities are available to support the project. Interfaces with Government Project Managers and COTR to determine requirements and allocate resources. Must be capable of leading projects that involve the successful management of a team composed of data processing and other information management professionals who have been involved in analysis, design, coding, integration, testing, documenting, converting, extending, and implementing automated information and/or telecommunications systems.

Ensures that project goals and objectives are met within contract terms and conditions. Maintains awareness of emerging technologies and project/program management techniques.

Minimum Education: Bachelor’s Degree in Science or Business or Arts Minimum Experience: 2 years

Project Manager II

Functional Responsibilities: Responsible for overseeing the achievement of larger organizational goals.

They coordinate efforts between different projects and project teams. Leads overall program with strong attention to strategy, implementation, and delegation. Leads and evaluates project managers and other staff. Develops and controls deadlines, budgets, and activities. Applies change, risk, and resource management. Assumes responsibility for the program’s people and vendors. Assess program performance and aim to maximize ROI. Resolves projects’ higher scope issues. Prepares reports for program directors. Responsible for managing the requirements of a project through all phases from proposal to implementation and delivery. Ensures that all resources such as engineering, manpower, tools, and facilities are available to support the project. Interfaces with Government Project Managers and COTR to determine requirements and allocate resources. Automates as much of the testing effort as possible and performs test automation related quality assurance procedures.

Minimum Education: Bachelor’s Degree in Science or Business Minimum Experience: 1 year

QA/Automation Tester II

Site Reliability Engineer/Release Engineer

Functional Responsibilities: Works in a team that manages, deploys, and improves our IT infrastructure and installations. Responsible for keeping infrastructure humming as new releases and maintenance updates are rolled out. Helps organize, secure, and automate existing infrastructure and deployments.

Works closely with developers to provide feedback and drive operational improvements within the operations infrastructure. Responsible for ensuring that the IT infrastructure/platform is stable and balanced. Maintains high site uptime, while embracing rapid change and growth. Scales infrastructure to meet increasing demand and evolving technology. Helps the development/delivery teams realize zero downtime deployments. Develops and improves operational practices and procedures. Implements, monitors, and maintains CI/CD frameworks. Coordinates and participates in on-call rotations. Provides guidance and supervision to support staff.

Minimum Experience: 6 years

Sr Solution Architect

Functional Responsibilities: Responsible for managing the overall architecture of a technical solution, as defined by the client or contract. Leads the solution architecture for medium to large complex projects and major phases of very large projects. Manages fact-finding, analysis and development of hypothesis/conclusions, production of final reports and delivery of presentations. Responsible for ensuring sound architectural design and solution integration, and that the project delivers to client expectations on time and budget.

Minimum Education: Bachelor’s Degree in Science or Arts Minimum Experience: 7 years

Sr Team Agile Coach

Functional Responsibilities: Responsible for working directly with information technology or network project teams leading the development process and coaching the team on agile concepts. Responsible for ensuring that the agile development practices are followed and adjusted as required. Responsible for facilitation of planning meetings, reviews, and retrospectives. Applies technical understanding of agile principles and the ability to communicate with stakeholders and management. Coordinates the success of Information Technology project team, educates the team and their stakeholders, and leads the communication for them. Provides Agile training support. Provides guidance and supervision to Team Agile Coaches. Aids in design and development of Agile training content and materials. Delivers team level Agile trainings.

Minimum Education: Bachelor’s Degree in Science or Business or Arts Minimum Experience: 6 years

Sr Test Automation Engineer

Functional Responsibilities: Responsible for providing implementation and maintenance in the automation frameworks as a part of a continuous integration environment. Performs thorough automation test strategies to ensure comprehensive code coverage. Develops high-quality automated tests to support high-quality software. Investigates failures, performs root cause analysis, and utilizes the internal defect tracking tool to create detailed, high-quality defect reports. Produces status reports related to testing process; that include test results and defect tracking and prioritization. Develops standard set of testing tools and libraries to support test automation. Provides guidance and supervision to daily support staff.

Functional Responsibilities: Responsible for working directly with information technology or network project teams leading the development process and coaching the team on agile concepts. Technical Writer I

Functional Responsibilities: Responsible for demonstrating expertise in successfully creating content that conveys techniques, framework and methodologies for IT projects and activities. Ability to organize information into an easy-to-understand logical hierarchy. Writes and edits system and other technical documentation that incorporate information provided by users, specialists, analysts, and programmer personnel. Writes, edits, and prepares reports, studies, and presentation of technical information for both technical and non-technical audiences.

Technical Writer II

UX/UI Designer

Functional Responsibilities: Responsible for how a product or website feels. The UX designer’s job is to zero in on users’ underlying emotional and functional needs then help execute on those discoveries to create an enjoyable experience. The UX designer creates satisfying or compelling experiences for users of a product, often drawing on results from user research and workflow analysis. Possesses strong creative, technical, and problem-solving skills. Responsible for creating detailed front-end design wireframes, mockups, templates and/or any additional design elements that may be required in the development of a software project. Works with the solution architect/system architect to understand the requirements and comes up with the most suitable front-end designs that are both aesthetically pleasing and user friendly. The designer also must keep researching the latest design trends in the market. Identifies special emphasis on the user-point of view and create user-centric designs, coherent with the latest design trends. Creates the front-end designs of web pages as well as complete theme designs for websites and portals.

Experience & Degree Substitution Equivalencies

The Vendor offers only the personnel who meet or exceed the minimum qualification requirements stated in the Commercial Labor Category Descriptions provided herein. Vendor allows experience to substitute for minimum education requirements and education to substitute for minimum years of experience. Vendor criteria for substitution are as follows:

Education: An associate degree will equal 2 years of experience. A relevant bachelor’s degree will equal 4 years of experience. A relevant master’s degree will equal 6 years of experience. A Doctorate will equal 8 years of experience.

Experience: For every year of full-time specific field experience, the person shall be credited with one-half year of degree qualifications toward the values stated in the labor category descriptions.

GSA and/or the ordering activities may have access to any employee resume (by request) before, during, or after assignment of any GSA order. If for some extenuating reason a person assigned to an order must be replaced or substituted, the ordering activity will be notified in advance, in writing, and the substituted personnel will meet or exceed the required qualifications for the departing employee’s labor category.
