Substitutions/Equivalencies

The table below presents the general substitutions based on the education and experience of the labor categories. Experience should be professional, and job related, however it does not have to be specific to the project to be accomplished. However, if a degree is used in place of experience, the degree should be related to the project or task. These substitutions are applicable:

IT PROFESSIONAL SERVICES

Associate Management Consultant

Core team member who gathers data, performs analysis, synthesizes information; designs and develops deliverables. Works directly with senior ROCIMG staff to achieve objectives in a timely fashion and with the highest quality. Provide research and analytical skills to the consulting staff. In all cases, the individual is expected to exercise significant judgment in the completion of assignments. Independent judgment is particularly expected in area of expertise. This position requires a high degree of flexibility.

Experience: An Associate Management Consultant should have at least 1 year of prior experience in the ROCIMG service areas.

Education: A Bachelor’s degree from an accredited university or college or equivalent experience in a relevant field of study.

Associate Technology Analyst

Core team member who gathers data, performs analysis, conducts tests using scripts, synthesizes information; designs and develops deliverables. Provide research and analytical skills to prepare deliverables. In all cases, the individual is expected to exercise significant judgment in the completion of assignments. Independent judgment is particularly expected in area of information technology projects. This position requires a high degree of flexibility.

Experience: An Associate Technology Consultant should have at least 4 years of prior experience in the ROCIMG service areas.

Executive Management Consultant

Provides strong executive level management and direction. An Executive Management Consultant has served in this position for several years and possesses a broad understanding of the business management operations and services. An Executive Management Consultant not only brings a thorough understanding of technology and business management, but also has an extensive tool set of skills to solve the client’s problems. This position serves in an advisory capacity, providing members of the project team and the client organization a level of quality review to help guide the project to remain on schedule and within funding parameters. An Executive Management Consultant provides management and technical review, industry insight, issue resolution, and employs proven problem-solving techniques, and directs critical decision making.

Experience: An Executive Management Consultant will generally have at least 12 years of experience, 6 of which are project related.

Education: A Master’s degree from an accredited university or college or equivalent experience in a relevant field of study.

Mid-Level Management Consultant

Possesses knowledge, experience, and capabilities in the development of solutions, recommendations, or outcomes across multiple tasks and/or organizations. Supports the development of solutions to address organization’s challenges. Supports project objectives and helps assess the impact of industry trends, policy, or standard methodologies. Conducts activities in support of project team’s objectives.

Experience: A Mid-level Management Consultant will generally have at least 8 years of experience, 4 of which are project related. A Mid-level Management Consultant must have prior experience developing solutions on client engagements related to specific services.

Education: A Bachelor’s degree from an accredited university or college or equivalent experience in a relevant field of study; such as policy, science, engineering, communication, information technology, systems, or management information. Four years of additional project-related experience may be substituted for a graduate degree.

Project Director

Responsible for overall direction, control and reporting of multiple projects and coordinates the efforts of multiple Project Managers. Provides technical and management guidance to ensure all schedule and cost objectives are achieved successfully. Directs and advises multiple project managers. Leads team on large projects or significant segment of large complex projects. Analyzes new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components.

Experience: A Project Director will generally have at least 15 years of experience, 10 of which are project related. A Project Director must have prior extensive experience managing projects of similar size and complexity.

Project Manager

Responsible for overall direction, control and reporting of multiple projects. Provide technical and management guidance to ensure all schedule and cost objectives are achieved successfully. Develop project documentation including budgets, project schedules and various planning and implementation documents. Determine and acquire resources to complete projects. Responsible for the technical content and phases of project execution. direct, advise and manage technical project staff. Provide management for projects involving a mixture of standard and nonstandard hardware and software items, multiple sites and special applications or processes for implementation. Organizes, directs, and coordinates the planning and production of all contract support activities.

Experience: A Project Manager will generally have at least 12 years of experience, 6 of which are project related. A Project Manager must have prior extensive experience managing projects of similar size and complexity.

Education: A Bachelor’s degree from an accredited university or college or equivalent experience in a relevant field of study. Four years of additional project-related experience may be substituted for a graduate degree.

Senior Management Consultant

Typically manages people, projects, and finances with very limited supervision. Responsible for the management of several people comprising a team. Must consistently bring in high quality products on time and on budget. Interpret and apply government and industry specifications, guidelines and regulations to the unique requirements of the project. Provide guidance to ensure all project objectives are achieved. Monitor and analyze concept development, requirements determination, requirements analysis, project development, project implementation, project oversight and customer support.

Experience: A Senior Management Consultant will generally have at least 12 years of experience, 4 of which are project related. A Senior Management Consultant must have extensive prior experience managing client engagements related to the engagement discipline.

Senior Security Technology Advisor

Provides strong information technology expertise and possesses a broad understanding of technology in areas such as networks, infrastructure, architecture, security, business management operations and services. Possesses an extensive tool set of skills to solve the client’s problems. This position develops solutions, provides management and technical review, industry insight, issue resolution, employs proven problem-solving techniques, and directs critical decision making.

Experience: A Senior Technology Advisor will generally have at least 15 years of experience. A

Senior Technical Advisor should have prior experience in client engagements related to specific business and technology disciplines. A graduate degree will be counted as an additional year of experience.

Education: A Bachelor’s degree from an accredited university or college or equivalent experience in a relevant field of study, usually engineering, cyber security, information technology, science. or mathematics.

Senior Technology Manager

Possesses knowledge, experience, and capabilities in the development of solutions, recommendations, or outcomes across multiple tasks and/or organizations. Supports the development of solutions to address business and technology challenges. Supports project objectives and helps assess the impact of industry trends, policy, or standard methodologies. Conducts activities in support of project team’s objectives.

Experience: A Senior Manager will generally have at least 8 years of experience, 4 of which are project related. A Senior Manager must have prior experience managing client engagements related to the problem domain.

Technology Consultant

Provides research and analytical skills to the consulting staff. Must have a demonstrated working knowledge of information technology projects with an understanding of software development lifecycles. Must have a demonstrated willingness to take responsibility for completion of individual tasks and to do these tasks with limited direct support or supervision. Participate in team projects and demonstrate initiative in contributing to such projects. Routinely manage junior staff on projects.

Experience: A Technology Consultant will generally have at least 2 years of experience and should have prior experience in client engagements related to specific business and technology disciplines. A graduate degree will be counted as an additional year of experience.

Cybersecurity SME

Provides strong cybersecurity expertise and possesses a broad understanding of governance, risk and compliance topics in areas such as policies, regulations, controls, architecture, security, business management operations and services. Possesses an extensive tool set of skills to solve the client’s problems. This position performs assessments against frameworks e.g., ISO and NIST develops recommendations, provides management and technical review, industry insight, issue resolution, and employs proven problem-solving techniques, and directs critical decision making to support overall business strategy.

Experience: A Cybersecurity SME will generally have at least 8 years of experience. A

Cybersecurity SME should have prior experience in client engagements related to cybersecurity controls assessments and business and technology disciplines. A graduate degree will be counted as an additional year of experience.

Must have a demonstrated willingness to take responsibility for completion of individual tasks and to do these tasks with limited direct support or supervision. Participate in team projects and demonstrate initiative in contributing to such projects. Routinely manage junior staff on projects.

Experience: A Technology Consultant will generally have at least 2 years of experience and should have prior experience in client engagements related to specific business and technology disciplines. A graduate degree will be counted as an additional year of experience.

Education: A Bachelor’s degree from an accredited university or college or equivalent experience in a relevant field of study.
