Service Contract Labor Standards

The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided.

While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in the cancellation of the contract.

Manages Cybersecurity projects. Maintains familiarity with the cybersecurity project scope and objectives, as well as the role and function of each team member in order to effectively coordinate the activities of the team.

Develops forecasts, projects financial and progress reports, coordinates with clients and project teams, assigns tasks and identifies risks related to the program and, working with the client to mitigate them.

Gathers and organizes technical information about an organization’s mission goals and needs, IT infrastructure, and existing security/IA products. Assists in developing security/IA policies, procedures, and standards. Responsibilities include working with the customer to minimize risks and assess and secure networks. Evaluates and recommends security products for various platforms and initiatives.

Provides supports in any of the five subcategories under the Highly Adaptive Cybersecurity Services (HACS) SIN, including High Value Asset Assessments, Risk and Vulnerability Assessment, Cyber Hunt, Incident Response, Penetration Testing, and other cybersecurity requirements.

Support also includes proactive and reactive cybersecurity services. Assessment services needed for systems categorized as High Value Assets (HVA), Risk and Vulnerability Assessments (RVA), Security Architecture Review (SAR), and Systems Security Engineering (SSE), the seven step Risk Management Framework (RMF), and Security Operations Center (SOC) services.

The seven-step RMF includes preparation, information security categorization;

control selection, implementation, and assessment; system and common control authorizations; and continuous monitoring. RMF activities may also include Information Security Continuous Monitoring Assessment (ISCMA) which evaluate organization-wide ISCM implementations, and also Federal Incident Response Evaluations (FIREs), which assess an organization’s incident management functions.

SOC services are services such as: 24x7x365 monitoring and analysis, traffic analysis, incident response and coordination, penetration testing, anti-virus management, intrusion detection and prevention, and information sharing.

Supports penetration testing, risk and vulnerability assessments, and other cybersecurity requirements.

Monitors computing resources for evidence of compromise and report security incidents. Responds to, and reports on, IT security incidents, providing initial assessment of impact severity and types of incidents being addressed. Analyzes compromised computing resources of routine to moderate complexity, to assist in improving security design and policy compliance, and to understand and document new threat profiles.
