Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Apply principles, methods and knowledge of the functional area of capability to specific task order requirements, advanced mathematical principles and methods to exceptionally difficult and narrowly defined technical problems in engineering and other scientific applications to arrive at automated solutions. Assist other senior consultants with analysis and evaluation and with the preparation of recommendations for system improvements, optimization, development, and/or maintenance efforts in the following specialties: information systems architecture, networking; telecommunications, automation; communications protocols, risk management/electronic analysis, software; lifecycle management, software development methodologies, and modeling and simulation. Commensurate experience in IT and in new and related older technology that directly relates to the required area of expertise.

Minimum Education: Master’s degree Application Engineer/Programmer Functional Responsibilities: Analyze functional business applications and design specifications for functional areas such as finance, accounting, personnel, manpower, logistics, and contracts. Develop block diagrams and logic flow charts. Translate detailed design into computer software. Test, debug, and refine the computer software to produce the required product. Prepare required documentation, including both program-level and user-level documentation. Enhance software to reduce operating time or improve efficiency. Provide technical direction to programmers to ensure program deadlines are met. Experience in information system design, including application programming on large-scale DBMS and the development of complex software to satisfy design objectives.

Minimum Education: Bachelor’s Degree Computer Systems Analyst Sr Functional Responsibilities: Provide technical and administrative direction for personnel performing software development tasks, including the review of work products for correctness, adherence to the design concept and to user standards, and for progress in accordance with schedules. Coordinate with the Project and/or Program Manager to ensure problem solution and user satisfaction. Make recommendations, if needed, for approval of major systems installations. Prepare milestone status reports and deliveries/presentations on the system concept to colleagues, subordinates, and end user representatives. Minimum Education: Bachelor’s Degree Computer Systems Analyst Mid Functional Responsibilities: Analyze and develop computer software possessing a wide range of capabilities, including numerous engineering, business, and records management functions. Develop plans for automated information systems from project inception to conclusion. Analyze user interfaces, maintain hardware and software performance tuning, analyze workload and computer usage, maintain interfaces with outside systems, analyze downtimes, and analyze proposed system modifications, upgrades and new COTS. Analyze the problem and the information to be processed. Define the problem, and develops system requirements and program specifications, from which programmers prepare detailed flow charts, programs, and tests. Coordinate closely with programmers to ensure proper implementation of program and system specifications. Develop, in conjunction with functional users, system alternative solutions.

Functional Responsibilities: Establish system information requirements using analysis of the information engineer(s) in the development of enterprise-wide or large-scale information systems. Design architecture to include the software, hardware, and communications to support the total requirements as well as provide for present and future cross-functional requirements and interfaces. Ensure these systems are compatible and in compliance with the standards for open systems architectures, the OSI and ISO reference models, and profiles of standards - such as IEEE OSE reference model - as they apply to the implementation and specification of information management solution of the application platform, across the API, and the external environment/software application. Ensure that the common operating environment is compliant with the Agency enterprise architecture and applicable reference models. Evaluate analytically and systematically problems of workflows, organization, and planning and develop appropriate corrective action. Provide daily supervision and direction to staff.

Minimum/General Experience: 5 years

GIS Master Systems Analyst Functional Responsibilities: GIS Master systems analyst shall be proficient in ESRI ArcGIS suite of software, GIS Analysis and GIS workflows. System analyst shall trouble shoot GIS end user issues and be able to identify the cause and assist with resolution. Systems analyst shall closely work with Developers where end user issues require developers’ involvement. Systems analyst shall assist in capturing and documenting technical specifications, design, workflows for development efforts. Minimum of 10 years software analysis experience or a combination of a bachelor’s degree or equivalent degrees in Computer Science, Engineering, Geography, Planning, Natural Resources, Engineering, or related field and professional experience is required.

GIS Master Developer Functional Responsibilities: Master GIS Developer shall be proficient in designing, development, testing, and deployment of both desktop and/or enterprise applications according to established standards; Perform and support database design, user interfaces design, system architecture design, workflow integration, and Information Assurance requirements; Assist in the design and development of data automation, data migration, and data management activities; Troubleshoot and resolve application issues; Support the creation of test plans, deployment plans, system integration plans, and technical support documentation; Perform application development task estimating, planning, and progress tracking; Directly participate in all aspects of the software development lifecycle. Interface with customers, both internal and external, to identify and implement technical solutions. Technologies – ESRI ArcGIS, ArcObjects, JavaScript API, ArcSDE, Dojo/Dijit, Maven, Strong object-oriented programming concepts (OOPS) either Java or C#, SVN, GitHub, Unit testing tools, Python scripting, etc. Minimum of 9 years software development experience or a combination of a bachelor’s degree or equivalent degrees in Computer Science, Engineering, or IT programming related fields and professional experience is required.

GIS Senior Software Tester Functional Responsibilities: Tester shall be proficient in testing both desktop and web-based GIS ESRI applications and workflows. The Tester shall work closely with various team members and interact with the end customer and the business representatives. Shall have significant experience working on performance testing concepts including any 508 related testing requirements. Participate and execute functional test cases and support integrated/certification and UAT testing cycles independently and while working with stakeholders. Minimum of 8 years software testing experience or a combination of a bachelor’s degree or equivalent degrees in Computer Science, Engineering, Geography, Planning, Natural Resources, Engineering, or related field and professional experience is required.

GIS Solutions Architect Functional Responsibilities: GIS Systems/Solution Architect shall be very proficient in designing and development procedures and best practices in GIS application development. Architect shall provide guidance on both desktop and web-based GIS development efforts. Expertise is required in ESRI Suite (ArcGIS Desktop, ArcGIS Server, Portal for ArcGIS, ArcGIS Data Store, ArcGIS Online and ArcGIS Enterprise), SQL Server or Oracle and Geodatabase Administration tasks and python scripting. Shall have expertise in Data Migration, Geodatabase Upgrades, Installations, Centralization, Database designing, Data modeling, Data loading, Data Conversions, and Data Analysis, GIS Analytics, Reports using Portal for ArcGIS, Web Map, Web Maps Applications using Java and Java Script. Shall generate high-level to technical detail analysis and design documentation on development efforts. A minimum of bachelor's degree in Computer Science, Engineering or IT related fields is required. GISP certification is preferable.

Business Analyst (Senior) Functional Responsibilities: Possesses demonstrated knowledge and experience applying analytic methodologies and principles to address client needs. Applies analytic techniques in the evaluation of project objectives and contributes to the implementation of strategic direction. Performs analyst functions including data collection, interviewing, data modeling, project testing, and creation of performance measurements to support project objectives. Conducts activities in support of project team’s objectives. Works with supervision on team of analysts using systems, queuing, and internal document handling procedures; works with customer counterparts on analysis requirements and reporting.

Data Architect (Senior) Functional Responsibilities: Develops strategies for data acquisitions, archive recovery, and implementation of a database. Can work in a data warehouse environment, which includes data design, database architecture, metadata and repository creation. Translates business needs into long-term architecture solutions. Defines, designs, and builds dimensional databases. Develops data warehousing blueprints, evaluating hardware and software platforms, and integrating systems. Evaluates reusability of current data for additional analyses. Reviews object and data models and the metadata repository to structure the data for better management and quicker access. Monitors use of specified information technology based upon experience in the data environment. Develops an overall data infrastructure to address both identified and potential organizational needs. Works to deliver a robust scalable architecture that meets the business goals of the organization. Requires creativity and nontechnical communication skills. Also requires excellent problem-solving skills. Works independently. Typically reports to senior management.

Quality Assurance (QA) Analyst (Senior) Functional Responsibilities: Ability to determine and apply the latest commercial products and procedures for identifying software errors and evaluating software quality and efficiency. Ability to determine the resources required for quality control. Ability to maintain the level of quality throughout the software and system life cycle. Duties include assistance with development and implementation of a complex program of reporting, tracking, and analyzing key performance-based system metrics; and monitoring quality procedures, evaluating system quality and efficiency.

Software Architect Functional Responsibilities: Designs and codes software components, units, and modules that meet product specification and development schedules. Tests and debugs assigned components and units. Participates in large systems and subsystem planning. Adheres to product build and release schedules and strategies. Acts as a technical resource for lower-level developers. Acts as technical expert, addressing problems of systems integration, compatibility, and multiple platforms. Requires comprehensive knowledge of one or more platforms and operating systems, and of programming languages. Requires knowledge of one or more systems architectures such as client/server, distributed processing. Additionally will have knowledge of modern platforms and technologies such as cloud deployments.

Software Developer (Senior) Functional Responsibilities: Design and code application software and systems to meet documented requirements. They support requirements definition. They design and develop application code in a variety of languages to meet user needs. They test application software and systems to verify that they work individually and can integrate with other systems. They identify and fix bugs in software code, then retest software to verify that it meets requirements and quality standards.

Software Developer (Test Automation) Functional Responsibilities: Evaluate, recommend, and implement automated test tools using modern technologies. Write, implement, and report status for system test cases for testing.

UI / UX Designer (Senior) Functional Responsibilities: Definitive source of knowledge, technique, or expertise in a specific subject area, such as Information technology, information management, software development, process engineering, etc. Represents the organization to key clients on critical issues. Understands, articulates and implements best practices related to area of expertise. Leads or be an active participant of a workgroup with the need for specialized knowledge. Provides guidance on how areas of capability can resolve an organizational need. Generally called upon, based on specific expertise supporting large projects.
