URGENT REQUIREMENTS: When the Federal Supply Schedule contract delivery period does not meet the bona fide urgent delivery requirements of an ordering activity, ordering activities are encouraged, if time permits, to contact the Contractor for the purpose of obtaining accelerated delivery. The Contractor shall reply to the inquiry within 3 workdays after receipt.

(Telephonic replies shall be confirmed by the Contractor in writing.) If the Contractor offers an accelerated delivery time acceptable to the ordering activity, any order(s) placed pursuant to the agreed upon accelerated delivery time frame shall be delivered within this shorter delivery time and in accordance with all other terms and conditions of the contract.

Description:

Provides support to plan, coordinate, and implement the organization’s information security. Provides support for facilitating and helping agencies identify their current security infrastructure and define future programs, design and implementation of security related to IT systems. Oversees the efforts of security staff to design, develop, engineer and implement solutions to security requirements. Responsible for the implementation and development of the DHS IT security.

Gathers and organizes technical information about an organization's mission goals and needs, existing security products, and ongoing programs in the MLS arena. Performs risk analyses which also includes risk assessment. Provides support to plan, coordinate, and implement the organization’s information security. Provides support for facilitating and helping agencies identify their current security infrastructure and define future programs, design and implementation of security related to IT systems. Labor Category: Project Manager III

Responsible for all aspects of the development and implementation of assigned cyber security projects and provides a single point of contact for those projects. Serves as the project manager for a large, complex task order (or a group of task orders affecting the same common/standard/migration system) and shall assist the Program Manager in working with the Government Contracting Officer (CO), the task order-level Task Managers (TM), Government management personnel and customer agency representatives. Under the guidance of the Program Manager, responsible for the overall management of the specific task order(s) and ensuring that the technical solutions and schedules in the task order are implemented in a timely manner. Interfaces with all areas affected by the project including end users, computer services, and client services.

Defines project scope and objectives. Develops detailed work plans, schedules, project estimates, resource plans, and status reports. Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to project team. Recommends and takes action to direct the analysis and solutions of problems. Operational experience using applicable automated assessment tools. Experience in creating/reviewing documentation such as System Security Plans, Contingency Plans, Test Plans, Finding Matrices, and Network Diagrams. Strong oral/written communications and client facing skills.

Conducts automated and manual penetration tests of networks, applications, web applications, servers, endpoints, wireless, and mobile technologies. Experience in developing and implementing custom exploits. Broad experience in configuring and utilizing a wide range of automated tools to conduct penetration testing. Experience in analyzing results to mitigate the risk of false positives. Prepares findings reports depicting the cyber security posture of technologies along with recommendations to improve security measures.

Gathers, analyzes, translates and composes technical information into clear, readable documents to be used by technical and non-technical personnel for cyber security projects. Composes technical documents related to cyber security projects. Conducts research and ensures the use of proper technical terminology in cyber security reports related to penetration testing, RVA, cyber hunt, and incident response.

Must have at least three (5) years of experience as a technical writer. Must have exceptional ability to write clearly, concisely, and precisely. Experienced accepting information from a variety of formats and generating clear and concise documentation from that information. Strong ability to write documents to satisfy a variety of audiences from "worker level" to upper management, and to those individuals with or without technical knowledge. Expert with MS Office, MS Excel, MS PowerPoint, Adobe Acrobat, and other document-creating software as identified by client. Understanding of cyber security activities related to penetration testing, RVA, cyber hunt, and incident response. Ability to work independently as well as with moderate oversight.

Labor Category: Test Engineer III

Performs formal system testing activities for a particular project or subset of a larger project under supervision of more experienced test personnel. Performs analysis of documented user requirements and directs or assists in the design of test plans in support of user requirements for moderately complex to complex software or IT systems. May participate in all phases of risk management assessment and software/hardware development. Responsible for ensuring that the test design and documentation support all applicable clients, agency or industry standards time lines and budgets.

Responsible for ensuring that testing conclusions and recommendations are fully supported by test results, and project managers are fully informed of testing status and application deviations from documented user requirements.

Must have five (5) years of experience performing security testing of IT systems. Must be capable of providing specific evidence to support security findings presented to IT system stakeholders. This includes being able to support such evidence if refuted by system stakeholders, as well as being able to identify valid points of contention and alternate mitigation/remediation implementations. Operational experience using applicable automated assessment tools. Must be capable of performing security assessments and penetration testing with minimal use of automated tools, in order to supplement and validate findings from automated security tools. Ability to develop custom scripts or tools for assessing or exploiting vulnerabilities. With this knowledge, develops or modifies moderately complex information systems. Includes analysis of business and user needs, documenting requirements, and revising existing system logic difficulties as necessary. Guides and advises less-experienced Business Systems Analysts. Competent to work in some phases of systems analysis and considers the business implications of the application of technology to the current business environment.

Computer Systems Analyst - Analyze science, engineering, business, and other data processing problems to implement and improve computer systems. Analyze user requirements, procedures, and problems to automate or improve existing systems and review computer system capabilities, workflow, and scheduling limitations. May analyze or recommend commercially available software. Analyzes information requirements; Evaluates analytically and systematically problems of workflows, organization, planning, and develops appropriate corrective action. Helps develop plans for automated information systems from project inception to conclusion. Defines the problem and develops system requirements and program specifications. Under supervision, coordinates closely with programmers or engineers to ensure proper implementation of program and system specifications;

Develops system alternative solutions in conjunction with functional users.

Configuration Management Specialist II

Analyzes proposed changes of product design to determine effect on overall product and system. Coordinates modification records for management control. Engineering Support Analyst I

Analysis of either chemical, civil, electrical or mechanical engineering systems or data. Project and analytical support, database development and content, graphics and web page design, document development and content, outreach administration, IT support, procedures development, data analysis, technology research, project management, etc.

Requires a Bachelors degree and 10 years of experience of which a minimum of 5 years of experience must involve analysis of either chemical, civil, electrical or mechanical engineering systems or data. Must have detailed experience with one or more phases of the systems engineering life cycle and thorough knowledge of all phases of the systems engineering life cycle.

Functional Analyst

Requires a Bachelors degree with 10 years experience of which a minimum of 4 years must be specialized in systems design and analysis, functional requirements analysis, or modeling.
