Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Artificial Intelligence Programmer - Level I

Functional Responsibilities: Applies knowledge of IT software and hardware, programming, databases, and related technologies that can be used for robots, Machine Learning (ML), Artificial Intelligence (AI) programs or other AI applications to client challenges. Works closely with team members, manager, and stakeholders in order to produce IT/AI systems and solutions that utilize artificial intelligence. Has the capability to adapt or change IT operating environments based on adding data or new programming code. Works independently and in groups, able to digest and meet objectives and deadlines, and takes direction from manager.

Minimum Education: Bachelor’s Minimum Experience: 2 years

Artificial Intelligence Programmer - Level II

Functional Responsibilities: Applies knowledge of IT software and hardware, programming, databases, and related technologies that can be used for robots, ML, AI programs, or other AI applications to client challenges. Works closely with team members, manager, and stakeholders in order to produce IT/AI systems and solutions that utilize AI. Has an advanced ability to adapt or change IT operating environments based on adding data or new programming code. Able to program systems to look for or seek out specific conditions and respond based on those factors. Works independently and in groups, able to digest and meet objectives and deadlines, and takes direction from senior manager. Manages portions of larger projects, and small groups of more junior programmers and IT team members.

Minimum Education: Bachelor’s Minimum Experience: 4 years

Artificial Intelligence Programmer - Level III

Functional Responsibilities: Applies expert knowledge of IT software and hardware, programming, databases, and related technologies that can be used for robots, ML, AI programs, or other AI applications to client challenges. Leads complex IT programs and projects, with multiple stakeholders, goals/objectives, IT and AI solution, and multiple work streams. Leads/directs team members and managers and engages multiple stakeholders in order to produce IT systems and solutions that utilize AI.

Supervises multiple teams and IT/AI projects simultaneously. Has the authority to make staffing decisions to reallocate resources to maximize benefits. A Master's degree in IT, data science, or related field, or equivalent experience required.

Minimum Education: Master’s Minimum Experience: 8 years

Data Science Coach

Functional Responsibilities: The Data Science Coach is responsible for implementing a variety of machine learning algorithms and teaching students how to implement those algorithms in their own projects. The Data Science Coach is familiar with a variety of data mining and machine learning algorithms and can validate analyses for accuracy. The Data Science Coach knows how to implement production-grade code and can program in R, Python, or another object-oriented programming language, and can teach students how to do it.

Data Scientist

Functional Responsibilities: The Data Scientist is responsible for implementing a variety of machine learning algorithms under the supervision of a Senior Data Scientist. The Data Scientist is familiar with a variety of data mining and machine learning algorithms and can validate analyses for accuracy. The Data Scientist knows how to implement production-grade code and can program in R, Python, or another object-oriented programming language.

Minimum Education: Master’s Minimum Experience: 3 years

Data Scientist - Level II

Functional Responsibilities: Identifies Information Technology (IT) and business trends and problems through complex data analysis. Interprets results from multiple sources using a variety of techniques, ranging from simple data aggregation via statistical analysis to complex data mining independently.

Designs, develops, and implements the most valuable IT and business solutions for the organization.

Prepares datasets via Extract/Transform/Load (ETL) techniques, implements data models, and develops databases to support the IT and business solutions. May require an advanced degree. Typically reports to a senior manager but may also lead small teams of one or two other technical staff. Supports the design of IT and technical plans and projects. Gains exposure to some of the complex tasks within the job function.

Minimum Education: Master’s Minimum Experience: 6 years

Data Scientist - Level III

Functional Responsibilities: Leads the identification of IT and business trends and problems through complex data analysis. Interprets results from multiple sources using a variety of techniques, ranging from simple data aggregation via statistical analysis to complex data mining independently. Leads teams that design, develop, and implement the most valuable IT and business solutions for the organization.

Prepares big data, implements data models, and develops databases to support the IT and business solutions. Reports to a senior organizational lead/Vice President. Works autonomously and has the authority to make staffing decisions to reallocate resources to maximize benefits. Communicates goals and objectives for IT/technical/business solutions or projects, tracks progress, and helps troubleshoot problems. Provides a leadership role for the work group(s) through knowledge in the area of specialization (e.g., IT, business process, field of expertise). Works on advanced, complex technical IT and business projects/issues requiring state of the art technical or industry knowledge

Minimum Education: Master’s Minimum Experience: 10 years Database Architect

Functional Responsibilities: The Database Architect determines database structural requirements by analyzing client operations, applications, and programming environment. The Database Architect reviews objectives with clients and identifies the technologies and architecture design that will best suit the client’s objectives and data structure. The Database Architect also develops security protocols, back-up procedures, and recovery specifications.

Minimum Education: Bachelor’s Degree Minimum Experience: 1 year

Graphical User Interface Designer - Level I

Functional Responsibilities: Designs IT interface mockups and wireframes and translates them into code for websites and web-based IT applications. Creates new and improves existing User Interfaces (UI) by suggesting and implementing new technologies. Also supports back-end IT integration. Maintains graphic standards and branding. Has knowledge of commonly used coding languages and frameworks, including Information Theoretic Metric Learning (ITML), JavaScript, Ajax, and Bootstrap. Conduct studies, testing, and evaluation of screen prototypes for functionality, ease of use, efficiency, and accuracy. Works on projects and code of limited complexity in a supportive role.

Minimum Education: Bachelor’s Minimum Experience: 2 years

Graphical User Interface Designer - Level II

Functional Responsibilities: Uses more advanced knowledge and understanding of user interface tools to design IT interface mockups and wireframes and translate them into code for websites and web-based IT applications. Creates new and improves existing UI by suggesting and implementing new technologies.

Also supports back-end IT integration. Maintains graphic standards and branding. Has more advanced knowledge of coding languages and frameworks, including ITML, JavaScript, Ajax, and Bootstrap.

Conduct studies, testing, and evaluation of screen prototypes for functionality, ease of use, efficiency, and accuracy. Reports to a senior manager and often leads groups and directs projects. Oversees the work of others and assists with troubleshooting team challenges.

IT Application Programmer – Level II

Functional Responsibilities: Uses intermediate programming skills to analyze IT requirements and writes code to support IT application development. Supports senior team members in the development of code. Evaluates workflows and requirements and plans and develops appropriate corrective action. May lead targeted teams, projects or groups, and can be responsible for the work of others.

Minimum Education: Bachelor’s Minimum Experience: 4 years

IT Application Programmer – Level III

Functional Responsibilities: Leads large teams that analyze IT requirements and write code to support IT application development. Guides teams and mentors more junior technical staff in solving problems with IT workflow, organization, and planning, and leads the development of appropriate corrective action plans. Project leads and other team members report to the IT Application Programmer - Level III who interfaces with internal and external stakeholders and is responsible for program level leadership. Has the authority to make staffing decisions to reallocate resources to maximize benefits.

Minimum Education: Master’s Minimum Experience: 6 years

IT Data Security Specialist - Level I

Functional Responsibilities: Assists with providing support to plan, coordinate, and implement the organization's IT security plans and processes. Provides support for facilitating and ensuring clients identify their current security infrastructure and define future programs, design, and implement security profiles (e.g., firewall and other related security issues on Local Area Networks (LANs)/Wide Area Networks (WANs), mobile computer, web interfaces, device security, etc.). Has a working knowledge of several of the following areas is required: understanding of business security practices and procedures;

knowledge of current IT security tools available; IT hardware/software, firewalls and their implementation; different IT communication protocols; encryption techniques/tools; and familiarity with commercial IT products (ex. - Splunk, Fireye, Domain Name Systems, public key encryption technology, Smartcard, Cyberguard, TimeStep) and current Internet and electronic commerce technology. Works independently and as part of a team, taking direction from manager.

Minimum Education: Bachelor’s Minimum Experience: 2 years

IT Data Security Specialist - Level II

Functional Responsibilities: Leads small, focused teams to identify risks and develop IT and data security solutions. Provides support to plan, coordinate, and implement the organization's IT security. Facilitates and ensures clients identify their current security infrastructure and define future programs, design, and implement security profiles (e.g., firewall and other related security issues on LANs/WANs, mobile computer, web interfaces, device security, etc.). Interfaces with senior client POCs, internal and external stakeholders, and managers and IT professionals, acting as a resource and decision maker. Oversees team managers to provide guidance and ensure they have the resources and direction to develop client IT solutions on time and on budget. Has the authority to make staffing decisions to reallocate resources to maximize benefits. Oversees the managers that plan, coordinate, and implement the organization's IT security and offers solutions and provides direction, when needed.

Interfaces with senior leadership, other senior IT leaders, client POCs and internal and external stakeholders.

IT Database Management Specialist – Level I

Functional Responsibilities: Assists with development and evolution of IT databases and projects.
