SIN OLM Order-Level Materials (OLM)

OLMs are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Schedule contract or BPA. OLM pricing is not established at the Schedule contract or BPA level, but at the order level. Since OLMs are identified and acquired at the order level, the ordering contracting officer (OCO) is responsible for making a fair and reasonable price determination for all OLMs.

OLMs are procured under a special ordering procedure that simplifies the process for acquiring supplies and services necessary to support individual task or delivery orders placed against a Schedule contract or BPA.

Using this new procedure, ancillary supplies and services not known at the time of the Schedule award may be included and priced at the order level.

OLM SIN-Level Requirements/Ordering Instructions:

OLMs are:

• Purchased under the authority of the FSS Program

• Unknown until an order is placed

• Defined and priced at the ordering activity level in accordance with GSAR clause 552.238-115

Procedures for the Acquisition of Order-Level Materials. (Price analysis for OLMs is not conducted when awarding the FSS contract or FSS BPA; therefore, GSAR 538.270 and 538.271 do not apply to OLMs)

Ordering activities shall use the ordering procedures of Federal Acquisition Regulation (FAR) 8.405 when placing an order or establishing a BPA for supplies or services. These procedures apply to all schedules.

APPLICATION ARCHITECT 1

Minimum/General Experience: 5 years

Functional Responsibility: The Application Architect 1 may plan, design, develop, redesign or enhance, install, or implement various technology products, or enhance computer programs. This individual applies knowledge of software and programming to develop and test computer systems and produce the necessary outcome for clients. The Application Architect may draft technical white papers to better understand the technology behind them, and to provide instructions that help the client better understand the nature and applications of a specific product. Application Architect 1 performs more routine aspects of the position and is supervised by higher levels.

Minimum Education: Bachelor’s Degree in Computer Science, Information Systems, or related field

APPLICATION ARCHITECT 3

Minimum/General Experience: 10 years

Functional Responsibility: The Application Architect 3 may plan, design, develop, redesign or enhance, install, or implement various technology products, or enhance computer programs. This individual applies knowledge of software and programming to develop and test computer systems and produce the necessary outcome for clients. The Application Architect may draft technical white papers to better understand the technology behind them, and to provide instructions that help the client better understand the nature and applications of a specific product. Application Architect 3 is competent in subject matter and may lead individuals assisting in the work.

BUSINESS ANALYST 1

Uses available computer systems resources and personnel to carry out analysis to support management’s quest for performance improvement to determine the most useful business solution. May implement a comprehensive management plan for each project and hold regular stakeholder meetings to keep all interested parties updated in project progress. Determine and document user requirements for business processes and abide by those requirements for future projects. Reviews and analyzes information, forecasts, methods, schedules, systems, processes, and procedures. Provides expertise in, but not limited to, Configuration Management, Strategic Planning, Knowledge Management, Business Analysis, and Technical Analysis. Minimum/General Experience: 2 years

Functional Responsibility: Designs, implements, and maintains moderately complex databases, access methods, access time, device allocation, validation checks, organization, protection and security, and statistical methods. Maintains database dictionaries, monitors standards and procedures and integration of systems through database design.

DATABASE SPECIALIST 2

Functional Responsibility: Database Specialist 2 administers organization's databases using database management systems to organize and store data. The Database Specialist 2 ascertains user requirements, creates computer databases, and tests and coordinates changes. This individual interacts with development and end-user personnel to determine application data access requirements, transaction rates, volume analysis, and other pertinent data required to develop and maintain integrated databases. Level 2 performs more varied and

DATABASE SPECIALIST 3

Minimum/General Experience: 7 years

Functional Responsibility: Database Specialist 3 administers organization's databases using database management systems to organize and store data. The Database Specialist 3 ascertains user requirements, creates computer databases, and tests and coordinates changes. ENTERPRISE ARCHITECT 3

Minimum/General Experience: 8 years

Functional Responsibility: The Enterprise Architect works with stakeholders, both leadership and subject matter experts, to build a holistic view of the organization's strategy, processes, information, and information technology assets to keep the business and IT in alignment. The Enterprise Architect links the business mission, strategy, and processes of an organization to its IT strategy and documents this using multiple architectural models or views that show how the current and future needs of an organization will be met in an efficient, sustainable, agile, and adaptable manner.

FRONT END/UI DEVELOPER

Minimum/General Experience: 4 years

Functional Responsibility: Front end web development using modern techniques and frameworks (e.g., HTML5, CSS3, CSS frameworks like LESS and SASS, Responsive Design, Bourbon, Twitter Bootstrap).

JavaScript development using modern standards, including strict mode compliance, modularization techniques and tools, and frameworks and libraries (e.g., jQuery, MV* frameworks such as Backbone.js and Ember.js, D3).

Consuming RESTful APIs. Using and working in team environments that use agile methodologies (e.g., Scrum, Lean). Use of version control systems, specifically Git and GitHub. Functional Responsibility: This is an entry level position. Assists in functional and IT analysis, design, development, integration, documentation, and implementation assistance on problems which require a thorough knowledge of the related technical subject matter for effective system deployment. Participates in all phases of systems development. Assists in applying principals and methods of the functional area to difficult problems in technical areas to arrive at automated solutions. Designs and prepares technical reports and related documentation, and makes charts and graphs to record results. Must be able to perform with limited supervision.

Prepares and delivers presentations and briefings as required by the task order. Performs as a member of a team.

Minimum Education: Associate’s Degree

IT SPECIALIST 2

Functional Responsibility: This is a mid-level position. NETWORK SPECIALIST 2

Functional Responsibility: Designs, implements, maintains, troubleshoots, and supports local and wide- area network systems. Consults with clients and analyzes and reviews their network requirements. Estimates cost and prepares schedules that outline the timetable for design and implementation of the network solution.

Evaluates network hardware and software and assists in their acquisition. Research’s the market for the most cost-effective software and hardware. Troubleshoots and resolves software/hardware problems, configures network systems to user environments. Convert designs and specification working networks.

PROGRAMMER 1

Minimum/General Experience: 1 year

Functional Responsibility: The Programmer 1 is responsible for activities such as program design, coding, testing, debugging or documentation. Has technical knowledge and responsibility of all phases of applications systems analysis and programming and understands the business or function for which application is designed.

May write programs according to specifications, which may be provided by Engineers, technical architects, or other computer scientists. Update, repair, modify and expand existing computer programs. Programmer 1 performs routine aspects of the position and is supervised by higher levels.

PROGRAMMER 2

Functional Responsibility: The Programmer 2 is responsible for activities such as program design, coding, testing, debugging or documentation. Has technical knowledge and responsibility of all phases of applications systems analysis and programming and understands the business or function for which application is designed.

May write programs according to specifications, which may be provided by Engineers, technical architects, or other computer scientists. Update, repair, modify and expand existing computer programs. Programmer 2 performs more varied and difficult tasks compared to Programmer 1 yet has less autonomy than Programmers 3-5.

PROGRAMMER 3

Functional Responsibility: The Programmer 3 is responsible for activities such as program design, coding, testing, debugging or documentation. Has technical knowledge and responsibility of all phases of applications systems analysis and programming and understands the business or function for which application is designed.

May write programs according to specifications, which may be provided by Engineers, technical architects, or other computer scientists. Update, repair, modify and expand existing computer programs. Programmer 3 performs more varied and difficult tasks compared to Programmer 2 yet has less autonomy than Programmers 4-5.

Conducts project meetings and is responsible for project tracking and analysis. Ensures adherence to quality standards and reviews project deliverables. Manages the integration of vendor tasks and tracks and reviews vendor deliverables. Provides technical and analytical guidance to project team.

Recommends and takes action to direct the analysis and solutions of problems.

Minimum Education: Bachelor’s Degree in Business/Management/IT or related field

PROJECT MANAGER 3

Functional Responsibility: The Project Manager has a broad range of information technology experience

The Project Manager understands the business benefits of the IT projects for which he/she is responsible and views IT as an enabler of the overarching program. The Project Manager is comfortable overseeing projects, while both driving both their daily operations and their overall place in IT Strategy. He/she will have Senior Managers responsible for day-to-day project activities. Additional experience includes communication with client and Managers, as well as potentially managing multiple projects. The Project Manager is used to addressing unstructured management problems in an efficient and effective manner. The Project Manager manages overall program activities and is an advisor to client executives. Assumes responsibility for overall project delivery. The Project Manager communicates regularly with the Government Contracting Office (CO) and delegated government representatives.

CLOUD QUALITY ASSURANCE 2

Functional Responsibility: Assists in the development of project Cloud Software Quality Assurance Plan and the implementation of procedures that conform to the requirements of the contract. Provides an independent assessment of how the project's software development process is being implemented relative to the defined process and recommends methods to optimize the organization's process.

CLOUD QUALITY ASSURANCE 3

Functional Responsibility: Carries out cloud procedures to ensure that all information systems, products, and services meet organization standards and end-user requirements. Performs and leads tests of software to ensure proper operation and freedom from defects. May create test data for applications. Documents and works to resolve all complex problems. Reports progress on problem resolution to management. Devises improvements to current procedures and develops models of possible future configurations. Acts as information resource about assigned areas to other Quality Assurance Analysts. Performs complex workflow analysis and recommends quality improvements.

SYSTEMS ANALYST 1

Includes analysis of business and user needs, documenting requirements, and revising existing system logic difficulties, as necessary. Guides and advises less experienced Business Systems Analysts. Competent to work in some phases of systems analysis and considers the business implications of the application of technology to the current business environment.

Minimum Education: Bachelor’s/Associate’s Degree in Computer Science/Information Systems or related field

SYSTEMS ANALYST 2

Functional Responsibility: Formulates and defines systems scope and objectives based on user needs and a good understanding of applicable business systems and industry requirements. Devises or modifies procedures to solve complex problems considering computer equipment capacity and limitations, operating time, and form of desired results. Includes analysis of business and user needs, documentation of requirements, and translation into proper system requirement specifications. Guides and advises less experienced Business Systems Analysts. Competent to work at the highest technical level of most phases of systems analysis while considering the business implications of the application of technology to the current and future business environment.

Minimum Education: Bachelor’s Degree in Computer Science/Information Systems/Engineering or related field

SYSTEMS ENGINEER 2

Functional Responsibility: Performs a variety of systems engineering tasks and activities that are broad in nature and are concerned with major systems design, integration, and implementation, including personnel, hardware, software, budgetary, and support facilities and/or equipment. Provides quality assurance review and the evaluation of new and existing software products.

TECHNICAL ARCHITECT 1

Functional Responsibility: The Technical Architect 1 provides thought leadership related to current and future customer plans with regard to the stated information technology. Possesses knowledge of the future direction and

CLOUD TECH RISK ANALYST 1

Functional Responsibility: Provides cloud guidance and oversight on current and emerging legal, regulatory, and operational technology risk issues. Performs regular monitoring of reports, trigger events, emerging technologies, industry trends, and other items to identify emerging risks. Evaluates major projects, strategic initiatives, and new products for technology and information security risks. Evaluates the technology portfolio of projects, improvement efforts, and strategic initiatives to ensure adequate investment in risk mitigation efforts in alignment with risk tolerance and appetite. Responds to internal and external audits, regulatory exams, and requests for information.
