LABOR CATEGORY DESCRIPTIONS

01. Program Manager

Minimum/General Experience: Eight (8) to ten (10) years of excellent communication, interpersonal, organizational, and analytical skills are required. General technical experience in one or more of the following is required: systems management, application/ database (DB) design & development, distributed systems, or information engineering. Experience in direct management of hybrid skills across multi-project/multi-task program assignments is required.

Functional Responsibilities: Responsible for the overall integrity and coherence of the program and for ensuring excellent and compliant contract performance. The Program Manager will develop and maintain the program environment to support each individual project within it - often through an effective program management office. The Program Manager will serve as the primary interface to the government

Contracting Officer (CO), the contract level Contracting Officer's Representative (COR), the task order level

COR(s), Government management personnel, customer agency representatives and subcontractors across the contract. The Program Manager will oversee contract performance and deliverables including scope, budget, schedule, quality, communication, and risk management. Other responsibilities include management of subcontractors, financial tracking, monitoring of contract compliance and the communication of contract goals and objectives to the administrative and other supporting staff.

02. Project Manager

Minimum/General Experience: Five (5) to seven (7) years of excellent communication, interpersonal, organizational, and analytical skills are required. IT project management experience leading cross-functional technical teams is required. Working knowledge of integrated software, project management, word processing, spreadsheet, and data management applications such as MS Project is required.

Functional Responsibilities: The Project Manager provides consulting and leadership on projects from inception through completion and assists the Program Manager in working with the government CO, the contract level COR, the task order level COR(s), government management personnel, and customer agency representatives. The Project Manager is responsible for the overall management of specific task order(s), ensuring that technical solutions and schedules are implemented on time and at cost. The Project

Manager provides technical and managerial guidance on all aspects of the project to comply with the business and quality requirements of a given customer contract, identifies and assesses risk, leads a cross-functional team consisting of engineering, IT and other technical personnel in investigating and resolving operational problems; and oversees the development of technical and managerial documentation to fulfill programmatic requirements and ensure continuous process improvement.

03. Senior Business Process Analyst

Minimum/General Experience: Five (5) to seven (7) years of strong communication, interpersonal, organizational, and analytical skills are required. Project management experience within an IT environment is required. Experience utilizing development methodologies such as Agile, Waterfall, or

Rational Unified Process (RUP); and implementing solution delivery framework and methodology are required.

Functional Responsibilities: The Senior Business Process Analyst provides strategic business analysis services to clients by working closely with assigned business units to review, analyze, and evaluate IT systems and user needs. The Senior Business Process Analyst applies process improvement and re-engineering methodologies and principles to executing software application-based process modernization projects for business IT Systems. Responsible for activity and data modeling, developing modern business methods, identifying best practices, and creating and assessing performance measurements to align information technology solutions with business initiatives. The Senior Business

Analyst partners with stakeholders to elicit, analyze, and validate requirements for changes to business processes, information systems, and other technology initiatives; provides group facilitation, requirements gathering, training, and other forms of knowledge transfer as applicable.

04. Senior Data Analyst

Minimum/General Experience: Five (5) to seven (7) years of experience in overall system analysis, design and development are required. Experience in software quality assurance and using a variety of DBMS operating environments and development languages is required. Proficiency with MS Office including

Share Point, Adobe’s Acrobat, Photoshop, & Adobe Illustrator, Corel Draw, HTML and JavaScript

Programming, etc. is required.

Functional Responsibilities: The Senior Data Analyst performs systems analysis, design, programming, documentation, and implementation of applications. Participates in all phases of software development with emphasis on the planning, analysis, testing, and acceptance phases. The Senior Data Analyst applies standard business and data manipulation principles and methods to technical problems to arrive at automated solutions. Develops and designs software/database systems including client/server, multiple hardware platforms, and multiple software systems. Designs and prepares technical reports and related documentation such as charts and graphs to record and present results.

05. Senior Technical Writer

Minimum/General Experience: Five (5) to seven (7) years of communication, interpersonal, organizational, and analytical skills are required. Experience working within a cyber security/information protection environment is required. Expert proficiency with MS Office including SharePoint, Adobe’

Acrobat, Photoshop, & Illustrator, Corel Draw, HTML and JavaScript Programming, etc. is required.

Functional Responsibilities: The Senior Technical Writer drives the creation of and maintains a documentation methodology and framework for the purposes of effective and efficient information sharing for assigned clients. The Senior Technical Writer prepares and/or maintains documentation pertaining to programming, systems operation, and user information. The Senior Technical Writer determines end-user technical documentation needs, partners with project management, SMEs, and stakeholders to translate business specifications into user documentation. The Senior Technical Writer plans, writes and maintains systems and user support documentation efforts, including an online help screen; and establishes and maintains an internal documentation library.

06. Acquisition Specialist

Minimum/General Experience: Five (5) to seven (7) years of experience partaking in the federal acquisition process that includes, but is not limited to: developing solicitation packages, developing requirements documentation, performing contract administration, cost analysis, and evaluating proposals.

Functional Responsibility: The Acquisition Specialist provides acquisition planning, drafts Independent

Government Cost Estimates (IGCEs), audit support, contract administration, contract closeout support, cost/pricing analysis, develops evaluation plans, develops quality assurance surveillance plans, develops solicitation packages, provides Freedom of Information (FOIA) request support, invoice processing support, post-award conference support and preparation of files and correspondence. The Acquisition

Specialist also prepares solicitation documentation such as Statements of Work (SOW), Statements of

Objectives (SOO), and Performance Work Statement (PWS) documents and assists in the evaluation of technical and price quotes/proposals, performs market research, provides acquisition advice as required and additional acquisition management activities as needed.

Functional Responsibility: The consultant demonstrates expert knowledge of specialized experience in an individual’s field of study and specialization. Possess demonstrated knowledge, experience, and ability in the development of solutions, recommendations, or outcomes across multiple complex tasks and/or organizations. Evaluates options in the context of project objectives and contributes to the implementation of strategic direction. Supports project objectives through activities such as conducting interviews, gathering data, and developing recommendations in support of project objectives. Directs the activities of consultants or other staff, as necessary.

08. Consultant II

Minimum/General Experience: Eight (8) to ten (10) years of progressive experience in the individual’s field of study and specialization. This experience is expected to include a broad spectrum of expertise in a variety of aspects of the field. Proficient knowledge of relevant industry practices pertaining to engagement.

Functional Responsibility: The consultant demonstrates expert knowledge of specialized experience in an individual’s field of study and specialization. Minimum/General Experience: Ten (10) to twelve (12) years of progressive experience in the individual’s field of study and specialization. This experience is expected to include a broad spectrum of expertise in a variety of aspects of the field. Proficient knowledge of relevant industry practices pertaining to the engagement.

Functional Responsibility: The consultant demonstrates expert knowledge of specialized experience in an individual’s field of study and specialization. Possess demonstrated knowledge, experience, and ability in the development of solutions, recommendations, or outcomes across multiple complex tasks and/or organizations. Evaluates options in the context of project objectives and contributes to the implementation of strategic direction. Supports project objectives through activities such as conducting interviews, gathering data, and developing recommendations in support of project objectives. Direct the activities of Management Consultants or other staff, as necessary.

• Master’s degree is required

10. Functional / Subject Matter Expert

Minimum/General Experience: Eight (8) years within the past twelve (12) years of intensive and progressive experience in the individual’s field of study and specialization. This experience includes a broad spectrum of expertise in a variety of aspects of the field.

Functional Responsibility: As an expert in the subject matter field, Functional Experts may augment or direct project teams. Provides high-level functional and enterprise-wide knowledge and experience in one or more designated functional and/or domain areas. Provides insight and advice concerning strategic direction and applicability of up-to-date, industry-standard solutions. Is responsible for providing high-level vision to program/project manager or senior client leadership to influence objectives of complex efforts. Prepares and delivers senior management presentations and briefings as required by the task order. May serve as a task Leader, responsible for the quality and timeliness of the product or services delivered. The Functional/Subject Matter Expert is typically a former high-ranking government or private industry official and recognized by the industry as an expert in their specific field.

11. Program Manager

Minimum/General Experience: Five (5) to seven (7) years of experience providing management and technical direction to multiple complex projects and project personnel. Must be familiar with the principles of exercising independent judgment, as well as a high level of analytical skill, in solving complex and unusual technical, administrative, and managerial problems. Provide overall direction of program activities.

Functional Responsibility: Under limited supervision, responsible for all aspects of performance (i.e., technical, contractual, administrative, financial). Consults with the customer to ensure conformity to contractual obligations, establishes and maintains technical and financial reports to show progress of projects to management and customers, organizes and assigns responsibilities to subordinates, oversees the successful completion of all assigned tasks, and assumes the initiative and provides support to marketing personnel in identifying and acquiring potential business.

12. Senior Administrator

Minimum/General Experience: Five (5) to seven (7) years of experience leading teams and working with the client and its leadership to execute strategic plans that achieve goals that increase revenue while minimizing risk. The Senior Administrator will work with teams to ensure that tasks are performed correctly and on schedule.

Functional Responsibility: The Senior Administrator is a senior-level administrative professional responsible for managing the overall administrative duties in an organization, including, coordinating with, and supporting client senior leadership to develop and execute strategic plans on the client's behalf that sustain the business by increasing revenue and minimizing risk (examples of work performed include, but are not limited to, conducting risk assessments for the client, performing data analysis as directed by the client, and preparing clear and concise business reports and presentations for the benefit of the client). In addition, the Senior Administrator analyzes business problems, identifies countermeasures and alternative solutions, makes change recommendations and projects the outcome/consequences of the proposed change (examples include: the development and facilitation of client satisfaction surveys, and the analysis, evaluation, and presentation of survey results to the client). The Senior Administrator supports various client business teams to continually improve operational effectiveness through standardizing and streamlining processes on behalf of the client (examples of this include, but are not limited to: conducting needs assessments for the client, developing project tracking tools for use by the client, documenting client business processes, creating standard operating procedures (SOP) for the client, and developing various work-aids on the client’s behalf, such of as process flow maps).

Functional Responsibility (Cont.): The Senior Administrator oversees, directs, and coordinates the work of the client’s lower-level administrative staff (examples of this include, but are not limited to developing and facilitating training for the client's benefit, and developing performance metrics and performance evaluation tools on behalf of the client). Additionally, the Senior Administrator provides full administrative support for and at the direction of the client, including Human Resources responsibilities, clerical, and administrative duties, preparing agendas, meeting minutes and schedules for meetings, distributing meeting minutes or other records, and performing logistical tasks, such as coordinating and scheduling travel, meetings, and appointments.
