Labor Category: Program Manager Level 3 Minimum General Experience: 15 years of progressive experience in managing, directing, and implementing information technology (IT) projects is required. Experience leading large project teams to accomplish IT project objectives is required.
Functional Responsibility: Provides overall management of complex, multi-task IT projects/programs that often include multiple staff members in dispersed locations. Manages all technical operations, including but not limited to requirements analysis, resource management, problem-solving, and continual process improvement. Is responsible for the assurance of quality deliverables and reporting. Fulfills financial and contractual requirements, as needed. Oversees cost controls, schedules, and deliverables. Manages technical and administrative personnel, including subcontractors, as required. Usually serves as the primary interface with the client. Keeps both the client and corporate management abreast of all aspects of project/program status. Works without immediate supervision.
Minimum Education/Training: A Master’s degree in computer science, information science, engineering, or a related field is required. An industry-recognized process, quality, and/or management certification (e.g., Agile, Project Management Institute’s [PMI’s] Project Management Professional [PMP], Lean Six Sigma) is required. Formal training in basic supervision, conflict resolution, and other management related subject matter is required.
Labor Category: Project Manager Level 1 Minimum General Experience: 6 years of information systems-related experience, including at least 2 years in the role of project/program manager of an IT initiative, is required.

Functional Responsibility: Oversees efficient execution of assigned IT-related projects.
Acts as the client’s single point-of-contact for project(s). Has overall project responsibility from project planning through final implementation, documentation, and closeout. Labor Category: Subject Matter Specialist Level 1 Minimum General Experience: 9 years of professional experience in an IT/computer science- related field or an area related to the functional requirements, including at least 1 year of experience in leading teams of individual contributors on a project, is required.
Functional Responsibility: Utilizes functional and/or subject matter area expertise gained through direct industry experience to assess the organizational, operational, and functional baseline for clients. Works with senior government officials and executives to provide industry vision and strategic direction with regard to their enterprise. Guides the determination of systems, mission engineering, and business process inadequacies and deficiencies that affect the functional area’s ability to support/meet organizational needs. Participates in strategy sessions, strategic assessments, and design reviews to validate enterprise approach and associated work products. Provides expert consulting and advisory expertise in specialized areas (e.g. organizational and vulnerability assessments, intelligence and threat analysis, and resolution of highly complex projects and problems).

Labor Category: IT Training Specialist/Instructor Minimum General Experience: 4 years of professional experience in an IT/computer science- related field is required including 2 years of specialized experience in developing and delivering technical and end-user training on computer hardware, software, applications, and/or systems. Demonstrated ability to communicate effectively orally and in writing is required.
Functional Responsibility: Develops and delivers IT-related instruction for end-users, administrators, as well as other trainers. Training encompasses a broad range of IT-related topics to include, but not limited to software/applications (e.g., Excel, Outlook, Microsoft Word), development (e.g., Java, Oracle), cyber security, various methodologies (e.g., AGILE), etc. Engages IT professionals and subject matter experts, and conducts research, as necessary for the development and enhancement of curriculum for IT training. Conducts assessments, as needed to gauge training participants’ level of knowledge and competency in targeted IT subject matter. Tailors training content, as needed to accommodate the specific needs of training participants. Prepares instructor materials (e.g., course outline, background material, and training aids). In meeting client requirements, exhibits an exceptional degree of technical competency, ingenuity, and resourcefulness. Applies and/or develops highly advanced technologies, scientific principles, theories, and concepts. Stays abreast of the technological advancement and trends in the industry, and makes recommendations for application. Leads the analysis, development, enhancements, and sustainment of a broad range of IT systems and applications (e.g., Oracle, SAP, Microsoft) that enhance productivity, improve efficiency, facilitate communication, and ensure the integrity and security of information. Develops and applies organization-wide information models for use in designing and building integrated and shared software and database management systems. May lead and perform information system development; functional and data requirement analysis; communications analysis and specifications; systems design and analysis; program design and reviews; programming;
testing; and documentation preparation services and support. Leads IT staff and subordinate engineers in defining requirements; developing technical solutions; and meeting the client’s technical requirements and long-range organizational objectives. Is responsible for overseeing the use, maintenance, and expansion of data storage solutions for client projects and organizations. Plans and manages the installation, configuration, and tuning of SAN and storage hardware and software. Maintains partnerships and leverages market technologies associated with SAN vendors, product enhancements, and product roadmaps; develops, implements, and oversees policies and procedures to ensure consistent storage provisioning, uptime, regulatory compliance, and data protection; and manages and provides current disk/tape storage usage statistics and future projected growth estimates. May also work with middle-tier developers to integrate back-end database code with business applications;
design, write, test, and debug database stored procedures and complex queries to extract, calculate or manipulate information; and design, implement, and test database schemas. May function in project leadership role. Often represents the organization as prime client contact on technical matters.

Functional Responsibility: Evaluates, designs, documents, installs, implements, tests, performs problem isolation and resolution, monitors, and sets standards. Maintains a complex range of computer network components and systems. Performs these functions across a wide range of network facilities, including physical media, protocol stacks, hubs, routers, bridges, gateways, digital servers, line drivers, telecommunications transport facilities, and network management components. Provides user support, consulting, and training on the interface, administration, and use of the network and network facilities. Plans and coordinates major computer network initiatives. Researches, evaluates, and recommends new network technologies. Uses monitoring, performance analysis, network management, software, and hardware equipment to troubleshoot and isolate problems; gauge network performance; and trace data and protocol activity. Devises solutions to complex operational problems within the capacity and operational limitations of installed equipment.

Functional Responsibility: Designs, installs, maintains, and coordinates the use of the network system. Evaluates hardware and software and peripheral equipment for networks.
Monitors network performance. Troubleshoots and resolves problems to ensure quality transmission service on the network. Maintains, creates/deletes user accounts, maintains and updates system security plans. Administers network policies, procedures, and standards.
