Under Accelerated Service Task Orders, service acceptance testing, unless otherwise required by the satellite provider or host nation, shall be deferred until Ordering Activity operations permit.
ii. SIN 517410, TIME-CRITICAL DELIVERY (4 hours or less): the time required for

SUBJECT MATTER EXPERT
Functional Responsibility: This position performs in highly specialized subject areas such as satellite telecommunications, financial systems, BPR, human factors engineering and systems design or engineering. The SME provides technical/and/or specialized guidance concerning complex problems or challenges in the subject matter field. Perform analysis and studies; prepare reports and give presentations. Works independently or as a member of a team.
Education/Experience: Bachelor’s Degree in appropriate subject matter field and fifteen years of relevant experience, or Master’s Degree and ten years relevant experience. Five years Concentrated hands-on experience in the specific discipline of the subject matter field required by a customer task order. Four years’ work experience may be substituted for a Bachelor’s degree. Six year’s work experience may be substituted for a Master’s degree.
Due to the availability or limitation of education, occasionally substitution of experience as referenced below for a professional labor type with additional years of experience will be provided per the approval of the federal agency acquiring the service
PROGRAM MANAGER
Functional Responsibility: Performs day-to-day management of overall contract support operations, possibly involving multiple projects and groups of personnel. Serves as the primary interface and point-of- contact with Government program authorities and representatives on technical and program/project issues. Organizes, directs and coordinates planning and production of all contract support activities.
Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel, and communicating policies, purposes, and goals of the contractor organization to subordinates. Manages acquisition and employment of program/project resources. Manages and controls financial and administrative aspects of the program/project with respect to contract requirements. Demonstrates writing and oral communications skills. Establishes and alters, as necessary, corporate management structure to direct effective contract support activities. Must be capable of negotiating and making binding decisions for the contractor.
Education/Experience: A Bachelor s degree in Computer Science, Information Systems, Telecommunications, Engineering, Business or related discipline. A Master of Science degree in one of the disciplines will be considered equivalent to one year specialized experience and two years general experience. A PhD in one of the disciplines will be considered equivalent to two years specialized experience and three years general education. Fifteen years’ experience, of which eight years must be specialized in program management with four years as a Program Manager on a similar contract in terms of size, complexity, and team composition/depth. Specialized experience includes: project development from inception to deployment, expertise in the management and control of funds and resources using complex reporting mechanisms, and demonstrated capability in managing multitask contracts and/or subcontracts of various types and complexity. General experience includes increasing responsibilities in information technology and/or telecommunications systems engineering or management. Four years’ work experience may be substituted for a Bachelor’s degree. Six year’s work experience may be substituted for a Master’s degree.

PROJECT MANAGER
Functional Responsibility: Serves as the contractor s project manager and shall be the contractor s authorized interface with the government technical personnel, the COR, and customer representatives.
Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work discrepancies, supervising contractor personnel and communicating policies, purposes and goals of the organization to subordinates. Project Manager is responsible for managing small to mid-size projects that may involve multiple task orders and significant numbers of resources (personnel and contract dollars). Shall be responsible for the overall contract performance but may serve in other capacities.
Education/Experience: A Bachelor s degree in Information Systems, Engineering, Business, or other related scientific or technical discipline and eight years’ experience, or a Master’s degree and three years’ experience. Four years’ work experience may be substituted for a Bachelor’s degree. Six year’s work experience may be substituted for a Master’s degree.

Service Contract Labor Standards:
The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
