Senior Database Analyst

The Senior SQL Database Administrator will also install and configure RDBMS software, periodically patch applications, troubleshoot problems, provide performance tuning, software configuration, capacity planning, architecture recommendations, data migrations, database backup and database recovery. Provide production system support 24X7 on a rotation basis. Proactively monitor and tune databases as needed; define backup, restore, and recovery requirements. Provide recommendations for large database sizing, provide batch scripting support and provide technical documentation. Install and interface with emerging technologies databases to include SAML protocols, SOAP, Net

2.0 technologies.

Project Manager The Department of Employment Services (DOES) is seeking a certified Project Manager to lead the planning and/or implementation of the agency’s projects. The candidate will be responsible for developing, in conjunction with the Project Sponsor, a definition of the project.

1. The Project Manager then ensures that the project is delivered on time, to budget and to the required quality standard (within agreed specifications).

2. He/she ensures the project is effectively resourced and manages relationships with a wide range of groups (including all project contributors).

3. The Project Manager is also responsible for managing the work of consultants, allocating and utilizing resources in an efficient manner and maintaining a co-operative, motivated and successful team.

Senior PeopleSoft Oracle Developer This individual will build and maintain the DC government’s PeopleSoft Human Capital Management (HCM) system including Web/Application Server, Oracle database server, Process Scheduler and Report Repository. Candidate must have 8+ years of experience implementing and supporting HCM Time and labor, ELM, Portal, Payroll, HR, eModules, and performance management modules.

The individual should also have some level experience with Oracle 10g/11g administration. In-depth experience with Oracle10g/11g installation and administration is a plus. This can include experience with configuring RAC, and RMAN/Oracle Data Guard.

Prior knowledge of Government systems is desirable. Excellent interpersonal skills and prior experience with troubleshooting problems; documenting and reporting back after corrective measures have been taken.

Minimum Education: Bachelor’s Degree Minimum Skills: 10 years PeopleSoft Database Administration, 10 years Software Development Life Cycle (SDLC experience), 10 years’ experience with PeopleSoft HCM implementations and installations, 8 years’ experience with PeopleTool Upgrades.

Quickbase Developer Lev. 3 An experienced developer with experience spanning at least 8 years in IT with actual hands-on experience in all the phases of Software Development Life Cycle.

Must be an expertise in QuickBase application development and implementation, specifically in customizing off-the-shelf applications and in building custom applications, as well as developing custom pages using both the Quickbase API as well as regular Quickbase interface.

Specific expertise in building dashboards, with the ability to evaluate business needs and to translate them into technology specifications is a must.

Proven abilities in application development and ability to multi task and manage multiple tasks with changing priorities in a cross-functional and Rapid Application Development environment.

Using QuickBase API and regular QuickBase interfaces, contractor shall develop and implement pages and entire QuickBase applications to their maximum potential, resulting in a functional, fully customized up-to-date end-state.

Utilizing scripting languages like Perl, Python, and PHP, contractor shall develop and configure customized QuickBase Applications which are meaningful and appropriate for different District Agencies and offices.

Contractor shall construct and implement an array of dashboards with meaningful technology specifications, illustrating business needs and changing business conditions with meaningful technology specifications to allow analysis to support decisions and to project outcomes and results of business decisions.

Contractor shall build QuickBase applications, pages and dashboards for financial analysis, quantitative analysis for business decisions; standard securities performance metrics; accounting standards and for portfolio impact of financial statements.

Contractor shall build QuickBase applications, pages and dashboards to allow high-level and in-depth business analysis, control project scope through process mapping, identify audit needs and control points, model current business processes and systems, document requirements specifications, and create data models and data flow diagrams.

Contractor shall develop QuickBase applications as solutions to respond to the business process analysis conducted by the contractor. Completed QuickBase applications shall also facilitate further business process analysis. Contractor shall utilize (and completed applications shall interface with) appropriate technology tools (Crystal Reports, Business Objects, MS Visio, MS Project), software development methodologies (J2EE/Java, ASP.NET), databases (Oracle, MySQL, MS Access) and languages (Perl, Java, C++, C etc.) to facilitate business process analyses.

Section III Terms and Conditions for all IT Contractors

1) Organizational Conflicts Of Interest

a) Definitions.

"Contractor" means the person, firm, unincorporated association, joint venture, partnership, or corporation that is a party to this contract.

"Contractor and its affiliates" and "Contractor or its affiliates" refers to the Contractor, its chief executives, directors, officers, subsidiaries, affiliates, subcontractors at any tier, and consultants and any joint venture involving the Contractor, any entity into or with which the Contractor subsequently merges or affiliates, or any other successor or assignee of the Contractor. An "Organizational conflict of interest" exists when the nature of the work to be performed under a proposed ordering activity contract, without some restriction on ordering activities by the Contractor and its affiliates, may either (i) result in an unfair competitive advantage to the Contractor or its affiliates or (ii) impair the Contractor's or its affiliates' objectivity in performing contract work.

b) To avoid an organizational or financial conflict of interest and to avoid prejudicing the best interests of the ordering activity, ordering activities may place restrictions on the Contractors, its affiliates, chief executives, directors, subsidiaries and subcontractors at any tier when placing orders against schedule contracts. Such restrictions shall be consistent with FAR 9.505 and shall be designed to avoid, neutralize, or mitigate organizational conflicts of interest that might otherwise exist in situations related to individual orders placed against the schedule contract. Examples of situations, which may require restrictions, are provided at FAR 9.508

2) Services Performed

a) All services performed by the Contractor under the terms of this contract shall be as an independent Contractor, and not as an agent or employee of the ordering activity.

b) The Contractor shall commence performance of services on the date agreed to by the Contractor and the ordering activity.

c) The Contractor agrees to render services only during normal working hours, unless otherwise agreed to by the Contractor and the ordering activity.

3) Travel. Any Contractor travel required in the performance of services must comply with the Pub. L.

99-234 and FAR Part 31.205-46, as applicable, in effect on the date(s) the travel is performed.

Established Federal Government per diem rates will apply to all Contractor travel.

4) Warranty

a) Unless otherwise specified in this contract, the Contractor's standard commercial warranty as stated in the contract's commercial pricelist will apply to this contract.

b) The Contractor's commercial guarantee/warranty shall be included in the Commercial Supplier Agreement to include Enterprise User License Agreements or Terms of Service (TOS) agreements, if applicable.

c) Except as otherwise provided by an express or implied warranty, the Contractor will not be liable to the ordering activity for consequential damages resulting from any defect or deficiencies in accepted items.
