This is the core of our business and has been for over 24 years. We have a long heritage of successful cost, schedule, and technical performance management for our customers. We have maintained a reputation for delivering quality IT solutions on time, defect-free, through a work ethic founded on satisfying our customers’ needs. We take great pride in making complex IT challenges understandable and actionable by visualizing how IT impacts the enterprise by providing insight to the integration of process, information systems, software applications, data, organizational structure, software development, testing and accountability (typically only viewed as silos, not an end-to-end whole).

IT Cadre leverages its trademarked Visualization Engineering® methodology and disciplined leadership expertise to execute Enterprise Agile Transformation in a way that ensures the development of meaningful enterprise software that satisfies business objectives and is adaptable to change on an ongoing basis.

Our skilled teams mitigate risks involved in leading a development project in three phases: Strategic, Operational and Tactical.

First, our engineers work with the business stakeholders to thoroughly understand and document the current state. Next, the mission, goal, and vision are defined, and the transformation begins. We work closely with the system architects to communicate the business strategy and to define an architectural framework. The framework needs to place a premium on speed and adaptability to quickly deliver business value. Desired capabilities are evaluated via cost benefit analysis. Priorities are established and we transition to defining a clear and actionable roadmap.

Next, IT Cadre works with product owners to decompose roadmap outcomes and milestones into specific features and supporting stories.

Finally, our engineers establish an efficient sprint and release cycle to transition working code into acceptance, followed by testing and production. We use various metrics to constantly measure and evaluate current progress versus planned progress, and adjust to keep the program on track.

Enterprise software development must satisfy business objectives, and this must include adaptability to change. Enterprise agile development is more than just self-directed teams. It can be the solution if it has the proper rigor in terms of leadership, discipline, and governance, and manages change as a daily event. Achieve your overall goals by harnessing the power of IT Cadre’s tailored Enterprise Agile Transformation approach.

IT Cadre will help you tackle objectives such as:

· Improve communication and coordination among the stakeholder groups

· Build a framework to quickly evaluate and deliver important capabilities to the business

· Measure progress frequently and to an observable standard

· Manage changing priorities in an efficient and transparent manner

· Establish effective cost benefit analysis in the prioritization process

· Manage the velocity of development, not tasks IT Cadre’s approach using Visualization Engineering® provides:

Service Contract Labor Standards:

Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formally known as the Service Contract Act (SCA) is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) contract and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and / or when the contractor adds SCLA/SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLA/SCA matrix identifying the GSA labor category titles, the occupational code, SCLA/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
