OLM SIN-Level Requirements/Ordering Instructions:

OLMs are:

- Purchased under the authority of the FSS Program as a special ordering procedure

- Identified at the order or BPA level (either at the time the order is placed or as the requirement for OLMs develop during the course of performance)

- Defined and priced at the ordering activity level in accordance with GSAR clause 552.238-115 Special Ordering Procedures for the Acquisition of Order-Level Materials.

- Only authorized for use in direct support of another awarded SIN.

- Only authorized for inclusion at the order level under a Time-and-Materials (T&M) or Labor-Hour (LH) Contract Line Item Number (CLIN)

- Subject to a Not To Exceed (NTE) ceiling price limited to 33.33% of the total value of the order or BPA

OLMs are not items awarded under ancillary supplies/services or other direct cost (ODC) SINs (these items are defined, priced, and awarded at the FSS contract level)

OLM Pricing:

• Prices for items provided under the Order-Level Materials SIN must be inclusive of the Industrial Funding Fee (IFF).

• The value of OLMs in a task or delivery order, or the cumulative value of OLMs in orders against an FSS BPA awarded under an FSS contract, cannot exceed 33.33%.

NOTE: When used in conjunction with a Cooperative Purchasing eligible SIN, this SIN is Cooperative Purchasing Eligible.

The contractor may (1) offer a new price for this requirement (2) offer the lowest price available under this contract or (3) decline the order. A delivery order that exceeds the maximum order may be placed under the schedule contract in accordance with FAR 8.404.

LABOR DESCRIPTIONS

Security Technician Level 1 SINs: 541330L and 541330SEC (requires CSEIP certification) Minimum Years’ Experience: 1 year Minimum Education: High School

All qualifications of Security Tech Apprentice have been met. Able to install and bend conduit, boxes, and pipe fittings. Able to install and test devices. Able to communicate effectively with the customer.

Security Technician Level 2 SINs: 541330L and 541330SEC (requires CSEIP certification) Minimum Years’ Experience: 2 years

All Qualifications of Security Technician Level 1 have been met. Able to install and program basic DMP systems. Able to understand blueprints and lay out / execute a plan for a successful installation. Able to delegate work and teach security technician apprentices. Able to perform basic troubleshooting on service calls. Able to drive and maintain company vehicles. Able to be on call after hours. Has basic computer knowledge and can install most networking equipment. Able to program basic Mobotix systems and NAS devices. Able to communicate effectively with the customer. Can troubleshoot and repair all devices that Force Security Solutions installs. Able to communicate with tech support for assistance.

Master Technician Level 3

Minimum Years’ Experience: 4 years

All qualifications of technician level 2 have been met. Has spent a minimum of 2 year as a service technician. Able to transition seamlessly between service and installation. Able to troubleshoot most things without tech support. Competent to install and deploy systems on their own. Able to communicate effectively with the customer.

Project Manager

Minimum Years’ Experience: 5 years Minimum Education: Bachelor’s degree

Minimum 5 years Project Management experience with commercial and Federal Government projects. 3 years’ experience on projects requiring US Government regulations (acquisition, FAR 45, FAR 49, FAR52).

Minimum Project Management accredited course completion. Meets qualifications for a lead technician.

Able to deploy multiple projects and multiple teams of technicians. Able to scope out projects with the install manager. Able to work with and communicate with customer teams (Management, operational and technical). Provides updates on open projects with customer and Force Security Solutions teams.

Installation Manager

Minimum Education: Associate’s degree

Minimum 5 years of related installation and service experience in commercial and Federal Government projects. Works with Force and customer project managers. Oversees all Force installation technicians.

Scopes out jobs and puts together parts lists for ordering. Handles permits and blueprints for installations. Works with customers and their various departments to implement a successful installation.

Works with purchasing department to research correct parts and order them. Works with customers throughout an installation to resolve any issues that may arise at any time.

Support Manager

Minimum 5 years of installation and service experience commercial and Federal Government projects.

Oversees all service technicians. Develops minimum parts requirements for service vehicles. Works with customers and their various departments to implement a successful installation. Works with customers throughout service call to resolve any issues that may arise at any time.

Systems Engineer

Minimum 5 years’ experience in: Systems Design, Networking Infrastructure, Device Plan Layouts, Design and Management of complex systems. Testing and evaluation, system design and implementation. Ability to develop instillation diagrams utilizing various software packages. Working knowledge of local, State and Federal code and safety requirements. Working knowledge of UL 2050.Working knowledge of requirements for Sensitive Compartmentalized Information Facility. Ability to work with Implementation Manager, Project Manager and Service Manager. Advanced troubleshooting skills up to level 2.

Support Specialist

Minimum Years’ Experience: 4 years

Minimum 4 years of experience providing technical and training support for commercial and Federal Government projects. Able to develop documentation for and provide product training to customers.

Able to develop and maintain internal documentation systems. Able to develop and implements system and software training and certification programs. Able to provide Tier one technical troubleshooting support (either remotely or onsite).
