GSA DESCRIPTIONS:
Tactical Training Laboratory The Strategic Operations, Inc. (STOPS) training facility, also known as the Tactical Training Lab (TTL), is a training/simulation area unlike any other. STOPS fills the void of realistic training for tactical teams of law enforcement, military, and other professional organizations responsible for public safety. Managed and operated by highly trained tactical operators, STOPS knows and understands the needs of both military and public safety professionals. Utilizing a support staff trained to re-create any tactical scenario in the greatest of detail; the physical and sensory environment is both controlled, manipulated, and influenced – creating a Hyper-Realistic® training experience.
The training areas are designed and constructed specifically for tactical (realistic) training by seasoned designers, with input of public safety professionals. The environments utilize Special Effects Experts who can control lighting, smoke, and sound – producing the most believable scenarios. Professional Role Players and Special Effects Make-up Artists heighten the experience – creating a training environment that is unmatched in the industry.
STOPS personnel are the innovators of real-life tactical training environments and have created world class training venues. Residences, offices, markets, and classrooms are housed within an intricately designed facility, enabling multiple units to train in the various areas simultaneously. Rooms are furnished and floor plans are changeable; resulting in the most accurate, immersible, believable, and beneficial tactical movement training possible.
All facilities are approved to use blanks, Simunitions®, or any type of non-lethal round.
Custom scenarios can be developed and custom sets can be constructed. STOPS can provide the “opposing force” for exercises – men and women who are fully trained, armed, and dressed in appropriate wardrobe to match the mission specific scenario – freeing all personnel in the unit to participate in the training evolution. Role Players can replicate indigenous people and their customs or casualties from any type of traumatic event.
Role Players add a convincing and haunting reality to each training experience, regardless of the venue. They take the training experience to another level – one in which military and law enforcement teams are faced with circumstances/challenges not available in any other training.
Special effects can include smoke, noise, and explosions that add the highest level of realism safely and simulate the “fog of war” or a traumatic event. Special Effects Make-up Artists can simulate combat and/or traumatic wounds, adding a heightened sense of realism to any training.
Bunkhouse – an area fashioned after the military squad bay, as well as an outdoor shower trailer, is available to units remaining at the facility overnight. Bunkroom sleeps up to 42.
Below is a list of the capabilities provided in the TTL:
Military Operations on Urban Terrain (MOUT) Village - is an outdoor training replicating a Third World Village. The MOUT Village contains multiple single- and two-story buildings.
· crashed helo and upright & overturned vehicles
Operational Training Building (ShootHouse) - The ShootHouse has four levels – each with multiple rooms and hallways and “hides” throughout. There are internal stairways and an external stairway. Many possible room clearing scenarios.
· Four levels of situational training spaces replicating multiple domestic areas, a school area, and breachable doors.
Medical Spaces Training Area - The Medical Spaces consist of a reception area, an Emergency Room (ER), an Intensive Care Unit (ICU), and an Operating Room (OR). The reception area can replicate a Navy ship at sea or a medical facility on land.
Medical Spaces feature the highest fidelity possible for training emergency or routing operations in a medical facility; with five (5) modern hospital beds and two (2) trauma resuscitation suites which may also be utilized as ORs or ICUs. A video transmission system allows instructors or interested individuals to log-in remotely to view training operations. The system can record training operations for real-time feedback and/or after-action review. A catwalk above the training area allows for staff and students to observe operations without interference.
* Medical Spaces are only authorized for specific Medical Training Operations.
Simulated Navy Ship Spaces Training Area - The simulated Navy Ship Training Area is connected to the Emergency Room via a “ship’s hatch” and replicates medical spaces, berthing area, a galley, and a control room.
Rappel Tower w/ helicopter platform - 60-foot fast rope/rappelling tower, six-story, multi-level with balconies, access windows; UH-1H “Huey” helicopter body with four fast rope positions, simulating various types of helicopters, which can “hover” from 60 feet down to the deck of the Merchant Marine Ship Trainer.
Each of the six floors can replicate any type of setting required by the scenario - an office, an apartment, etc. - each presenting unique tactical challenge for assaults, hostage rescues, or other scenarios.
Merchant Marine Ship Trainer - provides facilities to train in visit, board, search, and seizure (VBSS) techniques under realistic conditions. The facility replicates the types of ships, conditions, and scenarios encountered in drug interdiction and anti-terrorist operations.
The Site includes: a Ship Simulator with multiple levels, decks, hatches, and ladders (accessible by hatch, ladder, caving ladder, and rappelling); eight separate areas with numerous compartments; a bridge; Captain’s quarters; communications room; galley; crew berthing area; engine room; engineering spaces; cargo holds.
A UH-1H “Huey” helicopter body with four fast rope positions to simulate various types of helicopters, co-located with Ship Simulator to enable ship boarding from a helicopter that can “hover” from 60 feet down to the deck.
Special effects and additional features include: hidden compartments; flooding of engine room; non-toxic “movie” smoke; heat; sparks; lighting effects; an operating diesel engine.
Classrooms - multiple classrooms are available with seating for ten to sixty individuals. Classrooms will contain tables, chairs, and a white board and can be configured with computer and projection system. A use of a classroom is included in a facility rental.
Situational Training Exercise Lanes - multiple training lanes replicate scenarios where casualty care is required – possibly under fire or in a reduced visibility environment.
GETFO
“Get-Forces off-and-on-fast” (GETFO) Rapid Egress System (Marine Corps version Mod 2) for a 7-ton MAS-equipped MTVR truck
STRATEGIC OPERATIONS provides the military with cutting edge, next generation, live-training simulations and facilities unique in the training arena.
Thousands of Marines have trained at Strategic Operations prior to deployment to OEF and OIF during which many lessons learned have been incorporated into the design of facilities and equipment.
This fertile ground has also contributed to innovative research and development and rapid prototyping. One product of this effort - the GETFO – resulted from watching the difficulties Marines sometimes have in rapidly mounting and dismounting from 7-ton trucks.
The small ladder attached to the tailgate of a 7-ton truck is the only way to safely get in and out of the back of the vehicle. When troops carrying 80-100 pounds of combat gear need to dismount in a firefight they either have to use the ladder or jump almost six feet to the ground, all too often injuring an ankle or leg. *
Strategic Operations designed a solution to innovatively allow troops quick injury-free egress from the back of a 7-ton truck and to re-enter the bed of the truck quicker and safer than standard methods, all the while maintaining their situational awareness.
Using a technique similar to “fast-roping,” the GETFO system allows troops to slide down a pole – decelerating – and controlling their rate of descent until safely on the ground.
The GETFO is a simple system easily retrofitted in the field with two hand tools within 20 minutes.
The GETFO is adaptable – other versions can be retrofitted to various models of military and commercial vehicles.
Marine Corps MTVR with MAS
The Marine Corps requires the ability to rapidly ingress/egress fully loaded infantry combat Marines from the cargo bed of a Medium Tactical Vehicle Replacement (MTVR) retrofitted with Marine Armor System (MAS). MTVRs, which are in direct support of infantry operations, require a rapid, safe, and efficient manner to load/unload Marines carrying a full combat load. This system will be provided to MTVRs deployed in Iraq and specifically being utilized with motorized infantry.
To reduce operational risk and unnecessary injury risk to infantry Marines, the Marines need a kit that will allow a rapid exit and entrance to the MAS MTVR during combat operations and training. Constraints of the current MAS on the MTVR have made it difficult for rapid egress from the rear troop compartment. Strategic Operations developed a kit that aids in rapid egress deployment from the bed of the MAS MTVR. This kit attaches to MAS MTVRs without interfering, weakening, damaging, or decreasing armor protection. This system is be able to withstand repeated ingress/egress activity of combat loaded Marines simultaneously while allowing the occupants to exit the MTVR within three minutes. The Rapid Egress System is a bolt on/removable system weighing approximately 311 pounds.
SECURITY (COMPOUND) WALLS
Strategic Operations manufactures a variety of appurtenances including walls, gates, and tunnels systems. Security (compound) wall components are made of composite materials over steel frames and can replicate the look of brick, masonry, adobe, or any material or construction technique.
Components are portable, scalable, easily assembled, and rugged. The walls can be scaled, the gates can be breached, and the surfaces can withstand weather, and training wear and tear.
The walls of the compound depicted in the photo above is comprised of corner pieces, 6 foot high wall sections, gate columns, and vehicle gate. This compound incorporates RHUs as part of the wall system.
The following picture depicts a compound comprised of 10 foot high walls, vehicle and pedestrian gates. It also shows the RHU completely inside the walls.
These wall systems can be made with “spider holes,” sections of walls that can be explosively breached in simulations using pyrotechnic special effects. The wall systems can be made into tunnel complexes, and connected to bunkers, structures, or could contain hidden caches. The wall system components are very cost effective alternatives to permanently constructed walls, and they can be moved, re-configured, and easily re-decorated to achieve a look that can replicate any geographical area of the world.
Each wall section is approximately 8 feet long. The base of the section is approximatley 30 inches wide and about 12 inches at the top. This angular section provides stability without the need for concrete footers. The tops of the walls are reinforced to allow the use of tools or other climbing gear commonly used to scale the walls. The interior frames are made of steel. In the above picture the compound wall is tailored to contain a mult-story RHU.
We are also able to provide 8 or 12 foot high walls.
Walls are available in the same textures used for the RHUs.

ALASKA BARRIERS
The barriers are constructed of composite foam material and come as two pieces. The pieces are the angular base and the upright portion. When assembled the barriers are 10 ft high, 4 ft wide and 6 inches thick. Utilizing a tongue and groove interlocking system the barriers are designed to replicate a typical concrete barrier. The angular base is 3 ft high and 3 ft wide. At least 2 ft of the upright portion will slide into the angular base. The barriers weigh less than 100 pounds and can be moved/carried by two people.

Re-Locatable Habitat Units (RHU)
The RHU has several advantages over other types of structures (such as ISO shipping containers or wooden structures) that might be used. The major advantages include:
· Our RHUs are able to be configured to any size, shape or façade to match the surroundings or area where they will be assembled. Our RHUs can be textured to blend in with the geographical area.
· Built to last over time and withstand the harshest of conditions and environments. Materials and construction provide all-weather, long-lasting structures suitable for year-round training.
· Modular, scalable, and easily transportable. RHUs are placed in the most remote locations and not dependent upon delivery with a semi-truck or lifting equipment.
· Our RHU is assembled and disassembled with one tool. We are adept at training personnel to assemble and disassemble and will provided hands-on training. We will also provide an assembly manual and a video.
· All of the four foot x eight foot panels are easily stacked on a pallet for transportation to other sites and/or locations.
· The panels weigh less than 100 pounds and are easily carried by two people.
· The training aids come with adjustable legs to accommodate uneven ground.
· Various sized RHU options, as well as custom sized options, are available. Contact STOPS for more detailed information. All RHUs are provided with interior set dressing
