25. Company Introduction:

a. Badlands Security Group is a Montana based company which is licensed and bonded in several states. We provide armed, and unarmed, security service to government, corporate and private clients. Our staff has a well-deserved reputation as being one of the most experienced and professional in the industry. This acclaim is due in large part to the leadership of the company. Our leadership is comprised of former military and law enforcement personnel who know firsthand that quality services begin with quality people. Therefore, special attention is given to hiring only qualified former military, law enforcement or security specialists who undergo a rigorous vetting process.

b. The combination of our leadership, qualified staff, and resources allows us to offer security services that are best-in-class. These services include:

i. Armed and unarmed guard services

ii. Access control

iii. Vehicle patrols

iv. CCTV monitoring

v. Unmanned aerial vehicle surveillance

vi. Security assessments and consulting

26. Company Resources:

a. Badlands Security Group is a turnkey security provider. Our turnkey capability has been built from the lessons learned supporting numerous security projects. What allows us to call ourselves a turnkey provider and what separate us from our competition are our company-owned recourses. These resources give us the capability to respond to emergencies—in some cases in less than 24 hours—with a complete security package that is self-sustaining in remote areas and able to function in the harsh weather conditions of the Northern Great Plains.

b. Some of our resources include:

i. Mobile Operations Centers: Heated and air-conditioned trailers that can be easily towed to locations throughout the United States. They are designed to coordinate security operations and are complete with internet service, cell

5 | P a g e phone boosters, communication equipment, CCTV surveillance monitors, coordination boards and first aid supplies.

ii. Light trees: Portable, self-generated lighting systems that can be towed to remote locations and supply high-intensity illumination to security perimeters, access control points and controlled areas.

iii. Vehicles: We have a fleet of rugged, four-wheel drive vehicles that are outfitted to operate in extreme sub-zero temperatures. They are fully equipped with emergency equipment, tow straps, tools and external battery packs. Other items include cell phone boosters, dash-cams, and AC converters. Our fleet also includes side-by-side vehicles used to patrol remote, hard-to-reach locations.

iv. Generators: We own a variety of generators that can be easily transported by our vehicles to remote areas. These assist us in providing security services in austere environments with no power.

v. Unmanned aerial vehicles: Our unmanned aerial vehicle system gives us an aerial surveillance platform complete with a night vision and thermal imagery capability. Our unmanned aerial vehicle operators are fully licensed and meet all

Federal Aviation Administration requirements.

vi. CCTV surveillance systems: Our portable CCTV surveillance packages allow us to quickly setup a surveillance system to monitor access control points, gates and work areas.

27. Company Management:

a. Our management staff has years of experience managing complex security programs related to protecting our country’s critical infrastructure. We have developed management processes that coordinate our personnel, resources and logistics to support multiple operations simultaneously. We rely on our web-based Badlands Operation

Security and Safety (BOSS) software program to manage each security operation. Our

BOSS software allows us to function much like a military operations center whose responsibility is to track multiple operations. Our BOSS system can track every worksite and each employee's location on the worksite using a real-time GPS tracking system. This information is then depicted on a map of the country giving real-time information on multiple locations and movements. Because it is web-based it allows us to monitor operations from one designated operation center hundreds of miles from each site. This gives us the capability to manage operations at several sites simultaneously.

b. Administratively, this system allows us to post instructions, policies and procedures, and other management documents to include a time clock feature with the GPS location capability. As comprehensive as this software is, it is only a tool that is used by our supervisors. Supervisors are still responsible for personnel management, staffing and training in their designated areas. Our supervisors are divided into geographical areas and answer to a program manager who manages the supervisors. Our corporate office manages personnel records, pay and benefits.

28. Company Experience:

6 | P a g e

a. Badlands Security Group is an experienced security provider known for its discreet approach to security operations. We understand the political and sensitive nature of construction projects supporting the energy infrastructure. We have refined our discreet approach from the lessons learned during large protest, news media coverage and other high-profile events involving aggressive groups of people. Our clients have come to rely on this approach, allowing us to secure service agreements with several energy companies, multiple construction companies as well as BNSF Railways, the largest freight railway network in North America. As of June 2020, we have multiple active security projects scattered throughout several states.

b. Some of our experience includes:

i. Current (2022), CHS Refinery Laurel Montana. Badlands Security Group provides

24/7 security operations at a 330-acre facility processing 56,000 barrels of oil per-day. These security services comply with Department of Homeland Security regulations. These regulations require an elevated level of security and specialized training for working in a petrochemical environment. Our security guards provide camera monitoring for over 60 cameras, multiple access control points with random vehicle searches being conducted, static guards, roving patrols, escorts and emergency call outs.

ii. Current (2022), BNSF Railway. Badlands Security Group has a Master Service

Agreement for security services with BNSF. These services include responding to emergencies, guarding repair equipment, sensitive cargo and executive staff. This agreement often has Badlands Security Group utilizing their resources to respond to situations within 24 hours to some of the most remote areas within the

Northern Plains.

iii. Current (2022), TC Energy Tank Farm Facility Steel City Nebraska. Badlands

Security Group provides 24/7 security services at a 20 acre facility which stores thousands of gallons of petroleum products. These services include personnel management, access control and roving patrols.

iv. 2022, FEMA Disaster Recovery Operations Montana. Badlands Security Group responded to a flooding disaster in five different sites with armed security services within 72 hours. These security services met the strict requirements required by Department of Homeland security. These services included personnel management, access control and personnel protection.

v. August 2020 – June 2021, Michels Construction and Minnesota Limited, TC

Energy pump station construction projects. Badlands Security Group provided mobile command posts, light trees, surveillance cameras, off-road vehicles, and personnel in support of security operations at several pump station construction sites throughout Montana and South Dakota. These construction sites were often the target of protestor surveillance and actual protest.
