Professional Labor Category Descriptions Subject Matter Expert Education and Experience Requirements Requires a Bachelor’s degree plus 17 years of relevant experience, a Master’s degree plus 15 years of relevant experience, or a Ph.D. plus 12 years of relevant experience.

Labor Category Description and Main Duties Individuals in the Subject Matter Expert (SME) category typically hold an advanced degree in economics or a related field and boast over 12 years of experience in the utility industry. SMEs manage numerous large-scale, complex projects and ensure their successful completion. SMEs offer guidance, supervision, and support to team members across all levels of the organization. They hold deep knowledge in one or more areas of expertise, including business plan development, industry restructuring, rate design, both marginal and embedded class cost of service studies, utility revenue requirements, load forecasting, resource planning, electric transmission system evaluations, and natural gas pipeline analysis. Their expertise extends to federal utility acquisition and procurement, utility benchmarking, distributed generation, and contract negotiations.

SMEs are also proficient in organized and bilateral wholesale and retail electricity markets, energy procurement, policy review and design, state and federal utility regulation, demand-side management, demand response, and state and federal renewable energy, storage, and nuclear policies. Additionally, SMEs analyze electricity supply and price risks, analyze market prices for electricity and natural gas, and design electric supply acquisition strategies and rate designs while evaluating electric utility tariffs.

SMEs play a crucial role in conducting high-level reviews and providing support for utility regulatory and rate filings, often acting as expert witnesses in state or federal regulatory commission proceedings. They address a range of issues related to utility service in regulatory proceedings, including revenue requirement, class cost of service, rate design analysis, supply acquisition, public utility mergers and acquisitions, consumer protection, and investigations into the natural gas supply and procurement practices of local distribution companies.

Lead Economist/Analyst Education and Experience Requirements Requires a Bachelor’s degree plus 12 years of relevant experience, a Master’s degree plus 10 years of relevant experience, or a Ph.D. plus seven years of relevant experience.

Senior Economists/Analysts also conduct detailed utility studies like class cost of service studies, revenue requirement analyses, and life-cycle cost analyses; lead negotiations for utility service contracts; engage in the planning process and manage both internal and external timelines; and prepare utility contracts for executive approval.
