Provide overall site management and controls in compliance with the Construction Security Plan (CSP) and all surveillance of personnel requirements as identified by the project Site Security Manager (SSM).

Perform access control functions at all vehicle and pedestrian entrances to the secure project site during hours of operations. These activities include but are not limited to: The surveillance of personnel, surveillance of the secure project site through video camera systems, and surveillance of areas through Intrusion Detection Systems (IDS). Screening all workers, vehicles, and equipment entering or exiting the site. Denying introduction of prohibited materials such as explosives, weapons, electronic devices, or other items as specified by the SSM and CSP. Construction Surveillance Technician

Provide surveillance and monitor the activities of all personnel on the secure project site at all times. Document the construction activities of all persons on the secure project site. Document all security incidents that occur on the secure project site. In Accordance With (IAW) the Construction Security Plan (CSP), perform in-depth inspections of construction materials, tools, and equipment prior to and after their use/installation ensuing all items are free of tampering and identifying all anomalies. Material inspections will include use of specialized equipment including the Non-Linear Junction Detector, Spectrum Analyzer, and Portable X-Ray machine. All materials inspections will be done at the direction of the Site Security Manger (SSM) Site Security Coordinator

(SSC), CST-Lead (CST-L). Identify anomalies and variances in finished construction work against the official project construction plans. Perform close-in/seal-in inspections in accordance with the CSP, SSM, and SSC direction. Perform access control functions, including personnel and bag searches, preventing the entry of unauthorized persons, materials, and equipment. Carry out opening and closing procedures of the secure project site each day as directed by the SSC/SSM.

Construction Surveillance Technician

Lead

Ensure the Construction Surveillance Technician (CST) team performs in compliance with the Construction Security Plan (CSP) and Intelligence Community Directive 705 (ICD-705) (current version). Oversee and manage the CST staff on the project in all areas of CST responsibility.

Report CST issues, incidents, and performance deficiencies to the Site

Security Manager (SSM) within one (1) calendar day. Provide personnel & material inspection recommended best practice methods to the SSM.

Perform quality control checks of CST documentation and overall surveillance requirements on the project.

Site Security Coordinator

Developing surveillance plans for security oversight and reporting of all personnel on the secure project site. Assisting the Site Security Manager (SSM) in creating and implementing a Construction Security Plan (CSP) prior to the start of secure construction outlining threat and risk mitigation strategies to be carried out on this project. Ensuring the requirements contained within the Intelligence Community Directive 705 (ICD-705) (current version) are implemented and advising the SSM of compliance or variances. Compiling security team surveillance documentation records for submission to the project SSM on a minimum monthly basis. Directly supervising the security team performance, surveillance, and compliance with project CSP and Standard Operating

Procedures (SOPs). Initiating SOPs for the security staff to perform their surveillance duties in accordance with the CSP, SSM Direction, and ICD-

705. Assisting the SSM in developing inspection methods and procedures.

Providing corrective action to all security staff performance and surveillance issues.

Provide surveillance oversight of all security personnel on the construction project and perform surveillance verification functions of construction workers while on the project site. Provide expert guidance, advice, and input to the government security representative during all phases of the project, to include: Planning, Design, Construction Contract Bidding, Site Setup, and Accreditation. Perform design reviews of project plans throughout each phase of the design process. & Installation Methods, Intrusion Detection System (IDS) Design & Installation, Access Control System (ACS) Design & Installation, Conduct no-less-than quarterly performance inspections of security staff surveillance functions to ensure compliance with the project Construction

Security Plan (CSP) by all project personnel. Conduct Vulnerability Assessments (VA) throughout all project phases and providing recommended countermeasures/mitigations to reduce risk using a cost-effective methodology. Assisting the Site Security Manager (SSM) with the completion of the Fixed Facility Checklist (FFC) and TEMPEST Checklist. Site Security Manager

Provide surveillance oversight of all security personnel on the construction project and perform surveillance verification functions of construction workers while on the project site. Developing & implementing a Construction Security Plan (CSP). Participate in meetings, in-progress reviews, integrated concept and product teams, working groups, and design meetings. Support the government at conferences and meetings, in the capacity of a SSM by providing input to ensure project security from start to finish of the project. Perform design reviews of the project plans throughout each phase of the design process. Design reviews shall be done from a security perspective to confirm designs and plans are all inclusive of secure accreditation requirements, both in their identification and within the details. Conduct an initial Risk Assessment of the project, with subsequent risk assessments completed as directed by the government security office. Routinely reviewing with the government security office and project General Contractor (GC) on the security requirements for the project. Ensuring the requirements contained within the Intelligence Community Directive 705 (ICD-705) (current version) are implemented and advising the government security office of compliance or variances. Conducting periodic security inspections to ensure compliance with the CSP. Documenting security violations or deviations from the CSP and notifying the government security office within 3 business days. Ensuring that procedures to control site access are implemented. Maintaining a list of all workers used on the project and including this list in the final security accreditation files. Implementing procedures to deny unauthorized site access. Maintaining security documentation records for the duration of the project to include into the final accreditation package. Coordinating appropriate levels of the security staff on-site resources in conjunction with the GC schedule to ensure security and surveillance at all times. Developing Standard Operating

Includes overview of ICD-705 and related documents along, Risk Assessments, and CSP development and implementation.

Intelligence Community Directive (ICD) 705 Planning, Design, and Construction Training

A step by step review of the SCIF/SAPF construction process. Students learn the process of ICD-705 construction projects, from concept approval up to accreditation. Significant focus is placed on the cost drivers during planning and accreditation requirements during design and construction.

Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly the Service Contract Act (SCA), apply to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories/services have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
