LABOR CATEGORY DESCRIPTIONS

Business Analyst

Support of program management, process documentation, business process and IT modeling, exposure to information technologies, and development deliverables. Implement consulting and technology tools to satisfy project requirements by performing benchmark analyses, financial, and statistical modeling, and interviewing clients. Apply change in management initiatives, reengineering business processes to support technology, and identifying strategic synergies within project scope. Serves as a key analytical and technical resource on engagement team by helping to formulate and define systems scope and objectives through research and fact-finding combined with a basic understanding of business systems, industry requirements and technology implications.

Assumes responsibility for analyzing and documenting data, conducting extensive research, and integrating technical solutions. Performs financial and data modeling, evaluates current processes, and prepares appropriate documentation for client. Maintains accountability for process deliverables and business presentations to client.

Minimum Education: High School

Document Specialist

Working under general direction prepares and/or maintains systems, programming, and operations documentation, procedures, and methods (e.g. user and reference manuals). Gathers, analyzes, and composes technical information. Conducts research and ensures the use of proper technical terminology. Translates technical information into clear, readable documents to be used by technical and non-technical personnel. Maintains an up-to-date internal documentation library. Provides or coordinates special documentation services, as required. May act as project leader for large documentation jobs. Writes a variety of technical articles, reports, brochures, and/or manuals for documentation for a wide range of uses. Reviews content of technical documentation for quality.

Ensures that documents follow the style laid out in the company's style guide. Produces technical and scientific illustrations and graphics for documents, presentations and/or publication, as appropriate to the requirements. Ensures content is of high quality and conforms to standards.

Experience in preparing technical documentation, which includes conducting research for applicable

Government and industry documentation standards; technical writing and documentation experience pertaining to all aspects of ADP. Must have a minimum of 1 year experience working with

Microsoft Office products, e.g., Word, Excel, PowerPoint etc. Have experience following processes and procedures.

Hardware Engineer

Provides technical/management leadership on major tasks or technology assignments. Establishes goals and plans that meet project objectives. Has domain and expert technical knowledge. Directs and controls activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met. Interactions involve client negotiations and interfacing with senior management. Decision making and domain knowledge may have a critical impact on overall project implementation. Provides analysis related to the design, development, and implementation of hardware for products. Develops test strategies, devices, and systems. Performs stress and performance tests on a variety of computer hardware including circuit boards, processors and wiring. Reviews computer systems in terms of machine capabilities and man-machine interface. Prepares reports and studies concerning hardware. Prepares functional requirements and specifications for hardware acquisitions. Ensures that problems have been properly identified and that the solutions will satisfy the user’s requirements. Specialized experience includes:

system analysis and evaluation of hardware capabilities and configurations. General experience includes: increasing responsibilities with ADP systems, including systems analysis and programming. Must demonstrate the ability to work independently or under only general direction.

IT Systems Engineer

Work in partnership with clients, advising them how to use information technology to meet their business objectives or overcome problems. Improve the structure and efficiency and of an organization's IT systems. Document issues with project execution and brief senior management on issues, risks, and options for remediating identified issues. Assist the client in a variety of activities, including: marketing, project management, client relationship management, and systems development. Support the development of software or services implementation by assisting the developers/business managers with version control, compilation, and deployment. Monitor and participate in development tasks associated with promoting software/services from development to

QA to production. Experience in the information systems (IS) field, including: planning, managing, and executing IS projects. Possess the demonstrated ability to lead teams, communicate effectively, and use interpersonal skills. Documented experience in completing feasibility studies, analyzing business needs, and providing technical recommendations. Should possess AV technical certification.

Network Engineer

Evaluates communication hardware and software, troubleshoots LAN/MAN/WAN and other network related problems, provides technical expertise for performance and configuration of networks. Performs general LAN/MAN/WAN administration, provides technical leadership in the integration and test of complex large scale computer integrated networks. Schedules conversions and cutovers. Oversees network control center. Supervises maintenance of systems. Coordinates with all responsible users and sites. Supervises staff. Specialized experience includes protocol analysis, knowledge of OSI protocols particularly TCP/IP, X.25. X.400, X.500. Modifies command language programs, network start up files, assigns/re-assigns network device logicals, participates in load balancing efforts throughout the network to achieve optimum device utilization and performance.

Establishes new user accounts on the network granting access to required network files and programs. Manages network E-mail functions. Establishes mailboxes and monitors mail performance on the network. Troubleshoots network/user problems, presents resolutions for implementation. Prepares a variety of network resource reports. Experience with ATM, frame relay, other knowledge with bridges, routers, gateways, FDDI, detailed knowledge of UNIX operating systems. Experience as a CNE or ECNE desirable. Specialized experience also includes: supervising the operation and maintenance of communication network systems which may be mainframe, mini, or client/server based. General experience includes all aspects of communication networks planning, installation, and support.

Program Manager

Organizes, directs, and manages contract operation support functions, involving multiple, and complex and inter-related project tasks. Manages teams of contract support personnel at multiple locations. Maintains and manages the client interface at the senior levels of the client organization.

Meets with customer and contractor personnel to formulate and review task plans and deliverable items. Ensures conformance with program task schedules and costs.

Minimum Years of Experience: 7

Project Manager

Leads team on large projects or significant segment of large complex projects. Analyzes new and complex project related problems and creates innovative solutions involving finance, scheduling, technology, methodology, tools, and solution components. Provides applications systems analysis and programming activities for a Government site, facility or multiple locations. Prepares long and short-range plans for application selection, systems development, systems maintenance, and production activities and for necessary support resources. Oversees all aspects of projects.

Software Engineer

Economical standard computer operating systems and environments and applications. Packaging and distributing operating systems; and supporting operating systems and applications. Write, debug, compile, test, and integrate computer programs. Evaluate computer program requirements and develop options. Install, configure, test, maintain, and debug computer hardware, software, systems, peripherals, and associated capabilities. Knowledge of commercial-off-the-shelf products and methods, which provide interoperable, portable, and scalable information technology options.

Experience in defining economical standard computer operating systems and environments and 20 applications; acquiring, tailoring, and testing computer operating systems, environments, and applications. May include a working knowledge and/or familiarity with Defense Information

Infrastructure Common Operating Environment (DII-COE), DoD acquisition practices and policies and the higher order programming language specified in the task order to develop the required software. Assure design compliance with DII-COE where appropriate.

IT Support Specialist

An individual very knowledgeable in all aspects of IT; evaluates and assesses information technology systems and provides information technology solutions/recommendations. Provides analytical and technical support in the assessment of employed or proposed systems. Provides highly technical and specialized guidance, and leads the actual development of technology solutions.

Performs elaborate analyses and studies. Works independently or as a member of a team. Performs technical and administrative direction for personnel performing software development tasks.

Demonstrates very good oral and written communications skills.

Software Developer

Designs, develops, and implements software packages for web sites. Troubleshoots, debugs and implements software code. Participates in all phases of systems life cycle, e.g., requirements, design, code, test, implement. Prepares work products for all phases of life cycle. Peer review of other team members work products. Reviews, analyzes, and modifies programming systems including encoding, testing, debugging and documenting programs. Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Experience with full life cycle life development; requirements gathering, analysis, design, coding unit testing and acceptance testing.

Strong working knowledge with Object-Oriented Analysis, Design, and Implementation. Experience with iterative design and development methodologies Development of J2EE applications.

Experience applying Design Patterns. Knowledge and experience of (Java, J2EE, WebServices, XML and SOAP) Design and Development on Microsoft .Net Framework 2.0. Experience leveraging .NET Framework Services, custom attributes. Prior work experience in a start-up or similar fact-paced, demanding environment. Performance testing, analysis and tuning experience.

Systems Programmer

Performs design, programming, documentation, and implementation of applications that require knowledge of information systems and related systems concepts for effective development and deployment of software modules. Participates in all phases of software development with emphasis on the design, coding, testing, documentation, and acceptance phases. Designs and prepares technical reports and related documentation. Provides technical skill, knowledge, and experience in a variety of support functions such as safety, security, logistics and training. May oversee as well as perform design, programming, performance monitoring and tuning, documentation, and implementation of applications and systems that require knowledge of information systems and related systems concepts with the objective of effective development and deployment of software modules and complete systems, and/or the performance monitoring and tuning of existing systems and applications. Participates in all phases of software development and maintenance with emphasis on the design, coding, testing, documentation, acceptance and lifecycle performance phases. Designs and prepares technical reports and related documentation. Provides daily direction to task/delivery order personnel. Responsible for the completion of all task/delivery order requirements.

Training Specialist

Provides technical/management leadership on major tasks or technology assignments. Establishes goals and plans that meet project objectives. Has domain and expert technical knowledge. Directs and controls activities for a client, having overall responsibility for financial management, methods, and staffing to ensure that technical requirements are met. Interactions involve client negotiations and interfacing with senior management. Decision making and domain knowledge may have a critical impact on overall project implementation. Assesses, designs, and conceptualizes training scenarios, approaches, objectives, plans, tools, aids, curriculums, and other state of the art technologies related to training and behavioral studies. Identifies the best approach training requirements to include, but not limited to hardware, software, simulations, course assessment and refreshment, assessment centers, oral examinations, interviews, computer assisted and adaptive testing, behavior-based assessment and performance, and team and unit assessment and measurement. Develops and revises training courses. Prepares training catalogs and course materials.

Trains personnel by conducting formal classroom courses, workshops, and seminars.

Voice/Data Communications Engineer (Senior)

Responsible for moderately complex/complex engineering and/or analytical tasks and activities associated with one or more technical areas within the telecom and data communications functions such as, but not limited to, network design, engineering, implementation, or operations/user support.

Monitors and responds to complex technical control facility hardware and software problems.

Interfaces with vendor support service groups to ensure proper escalation during outages or periods of degraded system performance. Maintains telephone systems and associated hardware. Provides technical direction and engineering knowledge for communications activities including planning, designing, developing, testing, installing and maintaining large communications networks. Provides technical direction and engineering knowledge for communications activities including planning, designing, developing, testing, installing and maintaining large communications networks. Ensures that adequate and appropriate planning is provided to direct building architects and planners in building communications spaces and media pathways meet industry standards. Develops, operates, and maintains voice, wireless, video, and data communications systems. Provides complex engineering or analytical tasks and activities associated with one or more technical areas within the communications function.

Voice/Data Communications Engineer

CAD Drafter

The Senior Drafter position operates Computer Aided Design (CAD) computer to create, update, and modify drawings and layouts. This position may lead, direct, or supervise the work of other Drafters.

Prepares detailed drawing packages in support of various AV projects. Updates modified drawing packages. Maintains a library of equipment blocks and customer specific borders. Converts hand sketches or Visio flow diagrams into a complete drawing package. Tracks and updates the status of various projects. Prepares final closeout projects and other deliverables. Performs all other duties as assigned.

Minimum Education: Associates

Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple

Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101,

22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for

SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
