Labor Category: BROADCAST ENGINEERING SUPERVISOR
MINIMUM/GENERAL EXPERIENCE:
Not less than ten years experience in studio facility operations and management and the technical direction of studio and remote network level broadcast productions, including: operations protocol and maintenance of cameras, recorders, editors, switchers, audio consoles, transmission systems and other systems used in broadcast production, standards for international broadcasting, protocols for file sharing, upload, and disseminating web broadcasting.
FUNCTIONAL RESPONSIBILITY:
This individual will be responsible for the smooth operation and working capacity of the technical equipment. Duties include: maintaining the operational capacity of both the studio and remote production facilities, supervising the operation of a technical facility during recording or production to insure proper operation of equipment and compliance with applicable technical standards, balancing cameras, timing system, maintaining current software releases. Interfacing with manufacturers to insure proper equipment operations, supervising uploads, file transfers, file storage and retrieval, instructing operators in proper equipment operation, monitoring ongoing production materials for proper recording and transmission.
MINIMUM EDUCATION:
Bachelors degree or equivalent experience in the trade

Five or more years working as a producer responsible for delivering final productions, including some or all of the following: producing short-form programming using mixed media, including interactive elements and animation, producing or creating long-form program formats, directing shoots and live programming, hands-on editing and graphics work, translating creative brief to treatment to final product; ability to develop story arc for complex, conceptual issues for international audiences, working with graphics editors to develop illustrative representations of complex data and conceptual issues, proven track record executing program concepts and delivering work product on-time.
FUNCTIONAL RESPONSIBILITY:
This individual will implement a package of content that may use mixed-media, such as video, audio, interactive graphics, interactive chat and other web-based communications tools. Work product may be long or short-form and may be live production or produced for later distribution. Most subject matter is factual. Duties include: developing creative concept to implement creative brief (strategy and messaging) as identified by supervisor or EP, developing script, storyboard, outline or treatment for approval, coordinating production elements including acquisition of content elements, which may include multi-media and interactive elements, as well as the typical gamut of interviews, location shots, b-roll, graphics, etc, designing and implementing the feel and style of the video work product, coordinating with stakeholders to ensure production is on schedule and consistent with the initial brief, working closely with talent/participants, attending meetings with high-level officials, teaching/training others on mixed media use and production techniques.

Two or more years working in a production environment including: performing elementary production activities, hands-on production experience in video or mixed media formats, hands-on production experience in camera, audio and lighting set-up and operations, hands-on experience with edit systems, graphics packages, computer programs. Learning new software and systems, coordinating complex schedules and multiple content elements, functioning as floor director desired but not required, working with difficult or high-level talent.
FUNCTIONAL RESPONSIBILITY:
This individual works along side an internal or out-of-house producer to provide support and also performs hands-on production functions. May fully produce simple work product. Duties include: coordinating production schedule to ensure all elements for a shoot or show are in place at the appointed time, researching and securing material and other content for the production, scouting locations and secures necessary permits/permissions, collaborating on creative treatment/show flow, operating camera, computer programs, audio, lighting and other production elements ensuring all elements are operational as required by the production schedules, working at the direction of the customer ensuring that sets, props and technical equipment are ready to use and in the right position, responsible for all communications with the audience and talent, cues talent and ensures timings are met, hauling and setting up equipment as necessary, may serve at the direction of the government to shoot live programming, editing, working with production team to formulate graphics or directly produces graphics, attending planning meetings with officials, producers and stake holders, performing promotional and marketing activities internally and externally, teaching/training others on elementary production principles.
Bachelors degree or equivalent experience in the trade.

Two or more years of performing production suite or media operations technical work, including: field and studio technical operations, superior computer, software and networking knowledge and troubleshooting, knowledge of a variety of production systems: graphics, edit, switching, sound and lighting, troubleshooting computer and telecommunications networks, working with a variety of television formats. Configuring and operating digital media archival/retrieval centers.
FUNCTIONAL RESPONSIBILITY:
This individual provides technical expertise and troubleshooting in a variety of areas including format conversions, integration of equipment, telecommunications networks and systems integration and use. Duties include: setting up needed equipment for digital media production and distribution, troubleshooting equipment issues, often during live production, configuring equipment for maximum performance, operating equipment, monitoring industry developments and recommends purchases, performing routine equipment maintenance, performing hands-on production work, such as converting formats, moving files, working with software and systems, web and third-party social media platform, working on pilot projects providing computer systems expertise. Provides technical assistance and support to production staff.

FUNCTIONAL RESPONSIBILITY:
This individual works at the direction of producers to implement specific graphic elements that include developing look-and-feel concepts and style guides to producing individual graphics for digital media use including video and web-based formats. Duties include: developing a range of graphics in a variety of media formats including video, html, PowerPoint or equivalents, developing style elements for shows, segments, presentations, online pages, print presentations and publications, may also be required to develop style guidelines, implementing concept to completion, troubleshooting graphics systems and packages resolving issues between systems, consulting on set design.

This individual supports the producer of the team in a variety of areas including the scheduling and tracking of a large volume of work product, including: developing and maintaining tracking systems to ensure projects are delivered on-time and on-budget, developing and producing production, productivity and expense tracking reports, developing scheduling and monitoring mechanisms and associated reports to effectively schedule use of production assets, conducting analysis of resource utilization, output and usage metrics, developing and operating the team’s inventory tracking system, interfacing with project stakeholders to develop schedules, budgets, project goals, monitoring project status to ensure on-time and on-budget delivery, coordinating grant programs, partnerships and other special projects designed to produce or acquire content or execute public diplomacy programs, coordinating outreach or promotional programs, developing calendars and materials to inform stakeholders of upcoming programming, assisting team in developing presentations and reports to stakeholders and outside parties.

Duties include: developing and implementing program plan to deliver on program concept, coordinating needed internal and external program elements and stakeholders, conducting needs assessments and analyses, developing plans, schedules, calendars to tracks activities, convening and conducting meetings driving toward solutions, researching and identifying program elements, coordinating events, meetings, conferences as required by the project, conducting promotion, notification, dissemination of notes, status reports to stakeholders and interested parties, writing reports, plans, presentations, notes and any other type of document required to execute program, handling logistics and making arrangements to ensure logistical requirements are met.
