Senior Information Technology Manager

Functional Responsibilities: Manages an IT program that is a primary, main mission program or a program of major importance and complexity. Provides architecture analyses, systems engineering, and business process re-engineering. Performs planning and implementation of IT policy in specialty areas. Provides professional leadership and guidance in extending, improving, and monitoring existing programs and devising, developing, and implementing innovative changes and long-term improvements. Performs IT strategic planning, program assessments, and studies. Provides supervisory leadership and technical direction in the analysis and implementation of IT projects to improve services to programs through acquisition, integration, implementation, guidance, and support of users of information systems and data processing resources. Designs conversion guidelines for content, as appropriate, based on access requirements, operational priorities, and budget. Performs Project Management responsibilities including assigning, scheduling, and reviewing work of IT personnel during project design, development, training, and implementation.

Minimum Education: Masters’ degree in computer science, library or information science. Equivalent work experience in place of degree is acceptable. Appropriate certifications from nationally recognized industry associations required.

Network Administration Specialist

Functional Responsibilities: Provides support in all phases of analysis, design, testing and implementation of networks and telecommunications infrastructure to support Electronic Commerce (EC) and Electronic Data Interchange (EDI) functions. Analyzes network characteristics (e.g. traffic, connect time, transmission speeds, packet sizes and throughput) and recommends modifications to network components. Designs and optimizes network topologies and site configurations. Plans installations, transitions and cutovers of network components and capabilities. Ensures maintenance of systems. Functional Responsibilities: Serves as the senior-level contractor counterpart to the Government’s Contracting Officer. Interfaces with the Contracting Officer and Program/Technical Representative.

Manages substantial program/technical support operations involving multiple contracts/task orders and personnel at diverse locations. Organizes, directs and coordinates planning and execution of all program/technical support activities. Provides information technology expertise and communications skills to be able to interface with all levels of management. Simultaneously plans and manages the transition of several highly technical projects. Responds to and resolves all issues, concerns, and problems with support activities. Functional Responsibilities: Provides competent leadership and direction through successful performance of a variety of detailed, diverse elements of projects within estimated timeframes and budget constraints.

Schedules and assigns duties to subordinates and subcontractors and ensures assignments are completed as directed. Enforces work standards and reviews/resolves work discrepancies to ensure compliance with contract/task order requirements. Interfaces with the Government’s Program/Technical Representative.

Senior Records Manager

Functional Responsibilities: Develops and implements records and information management policies and procedures, conducts records program assessments, audits, and inventories, provides records management training. Often leads teams of Records Analysts, File Analysts, and different levels of Records Clerks in Agency inventories, files segregation, records schedules reviews and development, and records disposition and retirement. Task Manager/Project Control Specialist

Functional Responsibilities: Ensures performance under the contract/task order. Has full authority to act for the contractor on all contract matters relating to daily operation of the contract/task order. Works through the Governments’ Program/Technical Manager to resolve issues, receive technical instructions, and ensure adequate performance of services. Ensures that contractor employees do not perform any services outside the scope of the contract/task order without an official modification issued by the Government. Ensures contractor employees understand that services performed outside the scope of the contract are performed wholly at the expense of the contractor.

Minimum Education: Bachelor’s degree in an information, business, or closely related discipline.

Equivalent work experience in place of degree is acceptable.

Minimum Experience: Five years’ experience in the business, or the technology directly related to the project. Three years of supervisory experience leading technically oriented projects and personnel.

Knowledgeable of the federal contract and procurement regulations. Experience in preparation of project documentation and financial reports. Establishes and monitors budgets and schedules.

Records Manager II

Functional Responsibilities: Performs all phases of life cycle records and information management.

Advanced experience working with National Archives and Records Administration (NARA) records retention policies and schedules. Senior Database Analyst

Functional Responsibilities: Performs database management system design and system analysis using operating system software internals, and data manipulation techniques and languages. Performs development and maintenance of database systems.

Computer Systems Analyst

Functional Responsibilities: Analyzes, develops and/or reviews computer software possessing engineering, business, and records management functions. Defines and analyzes problems and develops system requirements and program specifications. Coordinates with programmers to ensure proper implementation of program and system specifications. Provides support for the installation, testing, implementation and ongoing maintenance of hardware/software.

Minimum Education: Bachelor’s degree in computer or information science or other related discipline.

SharePoint Administrator

Functional Responsibilities: Provides technical guidance to the team in the technologies related to the development and support of an Enterprise SharePoint environment (understand relationships with Active Directory, SQL, IIS, and others). Creates custom web parts, custom lists, custom content types, master pages and page layouts, event handlers, and SharePoint features. Participates in planning and execution of tasks related to the evaluation of new SharePoint based initiatives (Upgraded Versions, Third-Party Solutions, Integration with additional Enterprise Systems). Provides direct support for all SharePoint applications and sites; troubleshoots user access problems. Develops, configures and maintains document libraries, enterprise lists and site collections. Develops solutions to integrate with other business applications and creates Business Process Management solutions using both Visual Studio and SharePoint designer workflows. Performs typical system administrative activities such as site creation, user training, backup, restore and issue resolution. Develops and maintains application documentation on an ongoing basis. Functional Responsibilities: Specialized experience with administration of open systems-compliant multi-user systems, and current database management system technologies. Performs system installation and integration of computer operating system software, network software, application software, computer hardware, and supporting network or telecommunications systems. General experience includes administration of multi-user computer systems and databases.

Librarian

Functional Responsibilities: Maintains library's collection of books, serial publications, documents, audiovisual, and other materials, and assists groups and individuals in locating, obtaining and using materials. Furnishes information on library activities, facilities, rules, and services. Explains and assists in use of reference resources, such as book and periodical indexes, to locate information. Describes or demonstrates procedures for navigating the public access catalog or electronic resources such as CD-ROM databases. Functional Responsibilities: Operates, monitors, and adjusts various peripheral devices and systems in support of digitization/scanning projects. Ability to lift and handle 40-pound boxes.

Minimum Experience: One year experience in computer equipment and database systems, operation of scanning and OCR equipment. Knowledge of file organization, indexing methods, and security procedures.

Quality Assurance Specialist

Functional Responsibilities: Develops and implements quality control methodologies to ensure compliance with quality assurance standards, guidelines, and procedures. Develops and defines major and minor characteristics of quality including quality metrics. Health Project Analyst

Functional Responsibilities: Access, search, enter and maintain data in health records, databases, and other electronic systems. Conduct activities in accordance with applicable health policy, procedures and guidelines for both electronic and hard copy records. Make and provide copies, scan, file and attach hard copies and electronic copies of documents to paper or electronic records. Conduct quality control for accuracy and completeness of data in databases. Assist with resolution of data-entry issues in databases.

Train health staff on data entry, quality control of data in databases utilized by health personnel, and other data management responsibilities.
