CUSTOMER INFORMATION:
1a. TABLE OF AWARDED SPECIAL ITEM NUMBERS (SINs)
SIN Description 334290 Security and Detection Systems - Includes security and detection systems and devices, such as gas detectors, pressure level monitoring, patient/detainee monitoring systems, etc. NOTE:
Excludes vehicular alarms. NOTE: Subject to Cooperative Purchasing
561210FAC Facilities Maintenance and Management. Includes all services related to the complete operations, maintenance and repair of federal real property. Real property could include stand-alone facilities and structures such as hospitals and federal buildings to large, multi-facility complexes such as DoD military installations. Services can be ordered individually or in combination. Typical maintenance services include: elevator, HVAC, electrical, plumbing, septic, fire alarm/fire suppression, energy management control systems (EMCS), water distribution, septic, telephone, water tanks, renewable energy systems, waste management, recycling, etc. This SIN can also be used for facilities management solutions such as to fulfill a requirement for adequate staff/personnel to help manage federal facility operations. In addition, this SIN provides a complete array of facilities consulting and facilities assessment services.
OLM Order Level Materials -OLMs are supplies and/or services acquired in direct support of an individual task or delivery order placed against a Schedule contract or BPA. OLM pricing is not established at the Schedule contract or BPA level, but at the order level. Since OLMs are identified and acquired at the order level, the ordering contracting officer (OCO) is responsible for making a fair and reasonable price determination for all OLMs. OLMs are procured under a special ordering procedure that simplifies the process for acquiring supplies and services necessary to support individual task or delivery orders placed against a Schedule contract or BPA. Using this new procedure, ancillary supplies and services not known at the time of the Schedule award may be included and priced at the order level.
OLM SIN-Level Requirements/Ordering Instructions:
OLMs are:
- Purchased under the authority of the FSS Program as a special ordering procedure
- Identified at the order or BPA level (either at the time the order is placed or as the requirement for OLMs develop during the course of performance)
- Defined and priced at the ordering activity level in accordance with GSAR clause 552.238- 115 Special Ordering Procedures for the Acquisition of Order-Level Materials.
- Only authorized for use in direct support of another awarded SIN.
- Only authorized for inclusion at the order level under a Time-and-Materials (T&M) or Labor- Hour (LH) Contract Line Item Number (CLIN)
- Subject to a Not To Exceed (NTE) ceiling price limited to 33.33% of the total value of the order or BPA
OLMs are not items awarded under ancillary supplies/services or other direct cost (ODC) SINs (these items are defined, priced, and awarded at the FSS contract level)
OLM Pricing:
- Prices for items provided under the Order-Level Materials SIN must be inclusive of the Industrial Funding Fee (IFF).
- The value of OLMs in a task or delivery order, or the cumulative value of OLMs in orders against an FSS BPA awarded under an FSS contract, cannot exceed 33.33%.
NOTE: When used in conjunction with a Cooperative Purchasing eligible SIN, this SIN is Cooperative Purchasing Eligible.

NOTE TO ORDERING ACTIVITIES: *If the best value selection places your order over the Maximum Order identified in this catalog/pricelist, you have an opportunity to obtain a better schedule contract price. Before placing your order, contact the aforementioned contactor for a better price. The contractor may (1) offer a new price for this requirement (2) offer the lowest price available under this contract or (3) decline the order. A delivery order that exceeds the maximum order may be placed under the schedule contract in accordance with FAR 8.404.

12b. ORDERING PROCEDURES: Ordering activities shall use the ordering procedures described in Federal Acquisition Regulation 8.405-3 when placing an order or establishing a BPA for supplies or services. The ordering procedures, information on Blanket Purchase Agreements (BPA’s) and a sample BPA can be found at the GSA/FSS Schedule Homepage (fss.gsa.gov/schedules).
13.PAYMENT ADDRESS: Same as Contractor’s Address
14.WARRANTY PROVISION: At minimum, the Contractor warrants for a period of one year from the date of Substantial Completion of Contractor’s Scope of Work that: (a) the Product performs according to all specific claims that the Contractor made in its response to the solicitation, and (b) the Product is free of defects. These warranties are in lieu of all other warranties, express or implied, including but not limited to those of merchantability and fitness for a specific purpose. All other warranties are expressly disclaimed and waived. Service Warranties. Seller warrants that any Services will be performed in a professional and workmanlike manner. This limited warranty for Services is provided for ninety (90) days from completion of such Services. If Seller fails to conform to this warranty and is promptly notified of such failure in writing during the warranty period, Seller shall, in its sole discretion, either (a) re-perform the Services, or (b) provide Participating Member with a refund of that portion of fees paid by Participating Member to Seller for the defective Services. The foregoing limited remedies are Participating Member’s sole and exclusive remedy, and Seller’s sole and exclusive liability, for breach of the limited warranty set forth in this Section.

Functional Description: Skilled to perform Inspections, testing, cleaning, repair, maintenance, and troubleshooting on addressable fire alarm systems. Fire Alarm Systems are microprocessor-based systems, which operate on a life safety software program. JCFP’s technicians are also factory certified on Simplex Branded fire alarm life safety systems, which run on a proprietary software platform. Simplex is only distributed by JCFP and there are no commercially available education manuals available from which a non-Simplex factory trained technician can qualify to field edit any programs, change labels, or operate the system as required to maintain the system properly. The software is retained in “read only” memory to allow password-protected field editing by factory trained, authorized personnel only.
Minimum Experience and Education: High School Diploma or GED. Minimum of 5 years’ experience. Trained and certified on Simplex branded proprietary equipment.
Education substitution: At least 5 years of documented experience in low voltage electrical systems, including Fire/Life Safety Systems, Access Control, CCTV, and Security Systems. Experience in reading and interpreting blueprints, submittals, and operational/product manuals. Experience with hand tools test equipment, multi-meter usage, digital analyzer, and commissioning devices. NICET trained and familiar with NFPA 72 code. Knowledge of OSHA general safety standards and the proper care and usage of Personal Protective Equipment (PPE). Appropriate licenses to work.
Sprinkler Technician
Functional Description: Skilled to perform technical installation, troubleshooting, maintenance, and repairs of all varieties of water-based fire protection. Fire pumps, deluge, pre-action, AAAF, wet and dry systems. Able to install overhead piping, wet pipe, dry pipe, standpipes, hose equipment, alarm valves, and waterflow devices.
Understand the detail and installation of underground piping, water supply details, tank connections, fire pumps-manual or automatic, fire department connections and care and maintenance of sprinkler systems. Effectively works with a variety of contractors, engineers, and AHJs
Minimum Experience and Education: High School Diploma or GED. Minimum of 2 years’ experience. Trained and certified on all Grinnell/Tyco branded equipment.
Education Substitutions: Two plus years of previous experience with fire sprinkler installation/service. Experienced in reading, interpreting, and identifying field conflicts on Sprinkler installation drawings. Understand NFPA 13 & 25. Knowledge of OSHA general safety standards and the proper care and usage of Personal Protective Equipment (PPE).
Suppression Technician
Functional Description: Skilled to perform service and repairs on Portable Fire Extinguishers, Kitchen Hood Systems & Suppression Gas Systems in addition to other related building system products at customer sites. Service, troubleshoot and install many different manufacturers including proprietary Simplex and ANSUL. Read and interpret blueprints, diagrams, submittals, specifications, software/system programs, schematics, and operational product manuals. Be able to program system products, work with clean agent systems, dry chemical systems, and special hazards systems
Minimum Experience and Education: Highschool diploma or GED. Trained and certified on all Grinnell branded equipment. Manufacturer certifications in; ANSUL, Kiddie PyroChem.
