Accord is led by Mr. Milton Tookes. Mr. Tookes is a 25-year US Air Force veteran with an MBA in Finance and Negotiations. He served in the Command and Control field as an Air and Space Control Technician and went on to serve as an Air Weapons Director.

He served as Superintendent of Training for the ANG Training and Education Center his last 3 years. Milton holds many professional certificates including: OSHA 30 Construction, Master Certificate in Supply Chain Management, Multiple Project Management Certificates, TelioMetrics Models for Management, and Navigational Leadership Group’s Temperament Intelligence.

Accord operations are led by Mr. Bruce Watson a certified PMP and 22 year Air Force veteran with a Bachelor in Mechanical Engineering, a Masters in Management and a

Masters in Business Administration. As Operations Manager, Mr. Watson has been responsible for all phases of operations management, from modeling to optimization. In the Air Force, Mr. Watson served as Mayor of Creech AFB, NV, where he supervised 342 personnel and a $479 million, 15-year contract to manage all base facilities and infrastructure. Concurrently, Bruce maintained the 1.5M acre Southern Range Complex used for bombing, firing Depleted Uranium and co-used as a national wildlife refuge.

Accord has a well-developed infrastructure capable of providing internally all financial, accounting, and human resource requirements of our employees. Our administration of these services is led by Ms. Angela Ledford, Chief of Staff. Ms. Ledford has acquired significant professional experience providing executive level support in the areas of contract bid and negotiation, employee recruitment, corporate marketing and overall business development of small business services, primarily focusing on the needs of the Federal government. Ms. Ledford is very familiar with the rules and regulations applicable to contract support among small businesses when dealing with the Federal government, having vast experience in dealing with FAR regulation and Service Contract Act requirements, DCAA rules and regulation, along with providing complete Human Resource oversight and management. Ms. Ledford is responsible to all clients for the fiscal and administrative integrity of all Accord projects.

ANCRA (Ancillary Repair and Alterations) under this Schedule. Ancillary Repair and Alterations projects are those (1) solely associated with the repair, alternation, delivery or installation of products or services also purchased under this Schedule, and which are (2) routine and non-complex in nature, such as routine painting or carpeting, simple hanging of drywall, basic electrical or plumbing work, landscaping, and similar noncomplex services. This SIN EXCLUDES: (1) major or new construction of buildings, roads, parking lots and other facilities; (2) complex R&A of entire facilities or significant portions of facilities, and (3) Architect-Engineering Services subject to Public Law 92-582 (Brooks Act).

ANCILLARY (Ancillary Supplies and Services) - Through this SIN, Accord Federal can provide ancillary support supplies and/or services which are not within the scope of any other SIN on this 03FAC Schedule. These supplies and/or services are necessary to complement Accord Federals offerings to provide a total solution to a customer requirement. The work performed under this SIN shall be associated with existing SIN(s) that are part of this 03FAC Schedule. Ancillary supplies and/or services shall not be the primary purpose of the work ordered, but be an integral part of the total solution offered. Ancillary supplies and/or services may only be ordered in conjunction with or in support of supplies or services purchased under another SIN(s).

OLM (Order-Level Materials) – Through this SIN, Accord Federal can provide supplies and/or services acquired in direct support of an individual task or delivery order placed against a Federal Supply Schedule (FSS) program contract or BPA.
