25. Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Engineer II Functional Responsibilities: Technical professional with background in engineering, capable of independent work. Provides support and analysis for their specific field to the Senior Engineer and/or the Project Manager. Designs and implements project plans and reports. Conducts field activities, supervises subcontractors, and may function as a field team leader. Performs technical tasks such as calculations, layouts, evaluation of data, and preparation of portions of a design or report under the direction of a senior professional. Staff personnel may supervise the work of Junior or Entry personnel.
Minimum Education: Bachelors Degree
Minimum Experience: Five (5) years of experience or equivalent combination of education.
Engineer III Functional Responsibilities: Leads project team in establishing project plans, monitors performance according to plan, and provides technical review/oversight specific to discipline. Responsible for performing complex or non-routine technical tasks or for supervision and oversight of a group working on technical issues or specific elements of a project. Utilizes functional and/or subject matter area expertise gained through direct industry experience to solve complex problems. Works with senior government officials and executives to provide engineering expertise and strategic direction. Typically, a licensed Professional Engineer.
Minimum Education: Bachelors degree in engineering or other relevant disciplines
Minimum Experience: Ten (10) years of experience or equivalent combination of education.

Analyst Functional Responsibility: The Analyst performs research, writing tasks, data input, and data review with guidance and supervision by senior staff. Responsible for gathering information, identifying issues, and writing first drafts of outlines, memos, reports, and other short documents.
Minimum Education: Bachelors degree in Environmental Science, Energy, Policy, Economics, Engineering, Statistics, or other relevant discipline.
Minimum Experience: Two (2) years of relevant experience, or equivalent combination of education.
Associate Functional Responsibility: The Associate performs research, writing tasks, data input, and data analysis with minimal supervision by more senior staff. Responsible for first drafts of chapters, memos, reports, and medium-length documents.
Minimum Education: Bachelors degree in Environmental Science, Energy, Policy, Economics, Engineering, Statistics, or other relevant discipline.
Minimum Experience: Four (4) years of experience or equivalent combination of education.
Consultant Functional Responsibility: The Consultant reports to Project Managers (PMs) for work delivery and performance. Leads research, writing tasks, and performs high level analysis. Provides guidance including day-to-day supervision of junior staff. Responsible for first drafts of deliverables.
Minimum Education Bachelors degree in Environmental Science, Energy, Policy, Economics, Engineering, Statistics, Business, Management, or other relevant discipline.
Minimum Experience: Six (6) years of experience or equivalent combination of education.

Director/SME III Functional Responsibilities: The Director/SME III develops and implements the planning, organizing, controlling, integrating, and reporting of recommendations for operational, engineering, and/or technical or functional programs processes. Ensures proper organizational and or systems alignment for task planning and completion to meet organizational goals/objectives. Develops and implements performance measures and processes and establishes and conducts training programs. Serves as the expert within the functional tasks assigned. Advises and directs the Program Manager(s) in the development of the task implementation plan which includes the organizational assessment and process improvement recommendations. Participates in the review and acceptance of the plan by the Program Manager and the client. Responsible for the quality of the technical products produced by the technical staff, reviews the work plan, draft products and provides technical direction to the project managers.
Supports project managers from other programs for multi-discipline tasks.
Minimum Experience: Fifteen (15) years of experience or equivalent combination of education.
Manager/SME I Functional Responsibilities: Performs as a consultant in a highly specialized functional or technical area.
Provides specific guidance reflecting detailed, expert knowledge of a specific area or function. Develops benchmarks, performs analyses and studies. Develops reports and makes presentations to management.
Minimum Experience: Five (5) years of experience or equivalent combination of education.
Project Manager Functional Responsibilities: The Project Manager serves as program manager for smaller concurrent consulting and facilitation assignments. Assigns responsibilities to program/project team members and establishes priorities. Actively plans, directs, and monitors team’s performance in achieving program/project objectives. Ensures program/project deliverables are provided in accordance with contract requirements. Subject matter expert in one or more functional areas.
Minimum Experience: Eight (8) years of experience or equivalent combination of education.

Senior Consultant Functional Responsibility: The Senior Consultant manages and directs a work team in developing and providing deliverables identified under the Task Orders (TOs) of the Contract. Directs projects, providing advice in support of customer priorities.
Minimum Education: Bachelors degree in Environmental Science, Energy, Policy, Economics, Engineering, Statistics, Business, Management, or other relevant disciplines.
Minimum Experience: Ten (10) years of experience, or equivalent combination of education and experience.
Senior Project Manager Functional Responsibility: The Senior PM directs one (1) or more large, complex, or critically important projects. Manages all project elements and resources. Provides oversight of subcontractors. Advises client and offers solutions to complex challenges.
Minimum Education: Bachelors degree in Environmental Science, Energy, Policy, Economics, Engineering, Statistics, Business, Management, or other relevant disciplines.
Minimum Experience: Twenty (20) years of experience, or equivalent combination of education and exceeding the minimum shown may be substituted for experience.

Energy Engineer I Functional Responsibility: The Energy Engineer I is an entry-level worker in the development, installation, operation, maintenance, and end-of-life management of energy generation projects.
Possesses experience with one (1) or more generation types. Possesses experience in at least one (1) of the following: project siting analysis, project financial analysis, permitting, and interconnection studies.
Minimum Education: Bachelors degree in Engineering or technology related discipline.
Minimum Experience: Two (2) years of experience or advanced technical training plus one (1) year of

Minimum Education: Bachelors degree in Engineering or technology related discipline.

Outreach Specialist III Functional Responsibilities: Leads the research, development, planning and coordinating of community outreach program activities. Serves as a liaison between various community-based organizations, neighborhood groups, civic groups, service clubs, schools, youth organizations, local businesses, state and regional programs and other groups to maintain open lines of communication with the department.
Develops and maintains positive public and community relations. Plans, develops, and implements county wide, regional, and statewide conferences when appropriate. Assists with development of program goals and policies consistent with overall project objectives. Participates and/or conducts needs assessment analysis to identify community outreach needs. Prepares written progress and evaluation reports and statistics for granting/funding agencies and department as needed. Provides information on program events and activities to local news media.
