Program Manager

Through interaction with the respective technical organization units, assesses the requirements of a program or contract in terms of labor and resources, develops an overall program budget with final approval authority, executes all phases of the federal program under his/her control, and ensures that technical and contractual quality standards are met. Safety Officer - Senior

Responsibilities: Implement the Business Unit Health & Safety Program and Assist the Division Environmental Health Safety Manager in implementing the Corporate Health & Safety Program including the performance of Health & Safety Audits. Conduct monthly office safety inspections and provide quarterly Office Safety Reports. Secretary to Health & Safety Committee. Assist in preparation of Site Safety Plans and arrange for review of all safety plans prior to submittal to Health & Safety. Collect and analyze BCP data to determine program needs, goals, and readiness. Analyze and evaluate safety and security operations corporate wide to identify risks or opportunities for improvement. Communicate safety and security status updates and actual or potential problems, using established protocols or creating new ones. Conduct physical inspections of property to ensure compliance with safety and security policies and regulations. Conduct, support, or assist in governmental reviews, internal corporate evaluations, or other assessments of the overall effectiveness of all plans and processes. Monitor all policies, programs, or procedures to ensure compliance with internal policies or applicable government laws, regulations, and directives. Site Manager
Min Years of Experience: 10 years of job-related experience Min Education: Bachelor’s degree Applicable Training/Certifications: Certified as a SHSO Level C min. First Aid/CPR training. 40-hour OSHA HAZWOPER trained safety officer.
Responsibilities: Within his or her specialty, is responsible for various filed activities including site management, sample collection, data analysis, and report preparation of that area of specialty on projects.
Maintain up-to-date techniques ensuring the credibility of technical assignment, e.g. data collected. Prepare and recommend scientifically valid and appropriate quality assurance program for technical assignment, e.g. data collection activities. Coordinate technical activities with other professionals and field personnel.
Provide technical supervision and assistance to ensure that project activities are technically valid, and results are coordinated for added continuity and control. Prepare the sections of proposals relating to his or her area of specialty with regard to scope, man-hours, and equipment needed. Be familiar with potential hazards (safety and health) associated with project activities and advice manager of construction of procedures to mitigate. Acting as a working leader, serves to coordinate all technical activities in an efficient manner to ensure that the project requirements and deadlines are met. Coordinate the preparation of required interim and final deliverables, e.g. project reports, for projects in his or her charge. Act as liaison with other professionals and field personnel to accomplish the efficient and smooth implementation of project directives. The Team Leader's responsibilities range from being totally responsible for the execution of a job to directing the efforts of 5 to 10 people from his/her own and other departments. At times the Team Leader may function as part of a project managed by another department or division. Past and prospective clients may be contacted for information purposes, usually with the Department Manager's prior knowledge. The Team Leader often serves as leader of a field team. All field operations, data collection techniques, analyses, timetables, field budgets are under his/her control.
Site Supervisor
Min Years of Experience: 5 years of experience performing liquid fuels maintenance on various types of fuel systems to include bulk fuel facilities, hot fueling fuel systems, gas station dispensing systems, cathodic protection systems, and leak detection systems. In addition, 3 years of experience must be supervisory experience Min Education: High School Diploma or equivalent Applicable Training/Certifications: Certified as a SHSO Level C Minimum, First Aid/CPR training, 40-hour OSHA HAZWOPER trained safety officer.
Responsibilities: Coordinate required inspections with local jurisdictions. Identify subcontractor non-compliance with quality, safety, health, and environmental standards. Identify conflicts in construction progress and communicate them to project team for resolution. Maintain daily log (written) of activities on the jobsite. Perform duties at multiple job sites, simultaneously. Ensure subcontractor has corrected all deficiencies identified by project team. Issue notices of non-compliance to subcontractors in regard to quality of work or scheduling. Perform job progress and completion punch list identification and completion.

Quality Control Inspector
Min Years of Experience: 5 years Min Education: High School Diploma or equivalent Applicable Training/Certifications: CQMC Responsibilities: (FGE is one grade above the class that performs the work being inspected.) This inspector implements quality control and safety plans to ensure compliance with contract specifications and applicable regulations, inspects all phases of a variety of goods, services or operation for conformity to established quality, health and safety, and other operational standards by perform on-going work for compliance with contractual provisions; ensures all services listed on the performance requirement summary are performed in a satisfactory manner, specifies areas to be inspected (scheduled and unscheduled) and how often inspections will be accomplished, communicates deficiencies to proper persons, maintains Quality Control files, and document results of all inspections.
Certified Coatings Inspector (SSPC-PCI 2 or NACE CIP Level 2)
Min Years of Experience: 10 years of related inspection experience. Must have painting and corrosion experience for fuel tanks, piping, and other petroleum systems.
Min Education: High School Diploma or equivalent Applicable Training/Certifications: SSPC-PCI 2 or NACE CIP Level 2 Responsibilities: Certified coating inspector who is listed as either SSPC-PCI Level 2, or NACE CIP Level 2 for all surface preparation and painting activities. Inspection and observation of on-site coatings activities, supervising PCI Level 1 Inspectors, implementing and monitoring the Quality Control Program, experience monitoring surface preparation, environmental conditions, and application methods, must have 10+ years of related inspection experience. Must have painting and corrosion experience for fuel tanks, piping, and other petroleum systems.
Fuel Technician
Min Years of Experience: 3 years Min Education: High School Diploma or equivalent or technical trade-school training Applicable Training/Certifications: API 653 specification Responsibilities: The Fuels Technician performs various onsite duties to ensure tanks are properly maintained and functioning. The Fuels Technician repairs and cleans tanks, and performs other related labor assigned by the Site Superintendent. Repair and maintain fuel tanks per API653 specification. Perform technical work in accordance with standards and specifications including welding; cable and conduit work;
flat/concrete work; and small mechanical tool operation. Clean and perform preventative maintenance of equipment. Perform related labor. Experience maintaining welding machines, generators, and compressors.
Able to meet time sensitive deadlines and carry out multiple priorities simultaneously.
Concrete Finisher
Min Years of Experience: 2 years of job-related experience Min Education: High School Diploma or equivalent or technical trade-school training Applicable Training/Certifications: None Responsibilities: Performs work required for the installation of forms that hold the concrete to see that they are properly constructed. Set the forms that hold concrete to the desired pitch and depth and align them.

Min Years of Experience: 3 years of job-related experience Min Education: High School Diploma or equivalent or technical trade-school training Applicable Training/Certifications: Electrician License Responsibilities: Performs work required for the installation, maintenance, repair, and improvement of electrical or electric wiring, equipment, appliances, apparatus, and fixtures. Space and fasten together rods in forms according to blueprints, using wire and pliers. Cut rods to required length, using metal shears, hacksaws, bar cutters, or acetylene torches. Place blocks under rebar to hold the bars off the deck when reinforcing floors.

Assemble and secure pipes, tubes, fittings, and related equipment, according to specifications, by welding, brazing, cementing, soldering, and threading joints. Attach pipes to walls, structures, and fixtures, such as radiators or tanks, using brackets, clamps, tools, or welding equipment. Inspect, examine, and test installed systems and pipelines, using pressure gauge, hydrostatic testing, observation, or other methods. Measure and mark pipes for cutting and threading.

Certified Welder

Mechanic

Pipe Fitter Journeyman
Min Years of Experience: 5 years Min Education: High School Diploma or equivalent or technical trade-school training Applicable Training/Certifications: Technical trade-school training Responsibilities: Basic understanding of rigging to safely move piping in and around project area Preps material for welding by utilizing application appropriate cutting implements Pipefitters must be able to follow blueprints (is) to construct and install related piping and fuel systems Able to follow detailed work instructions, verbal or written. Experience commensurable to qualify as a journeyman Plumber/Pipefitter, with experience commonly obtained after five (5) years of actual field work in the trade, which may have included apprenticeship and/or applicable vocational training. The trade for this purpose shall include work normally performed by Pipefitters, Pipefitter Welders, Plumbers, and Millwrights.
Rigger
Min Years of Experience: 2 years of job-related experience Min Education: High School Diploma or equivalent or technical trade-school training Applicable Training/Certifications: Certification as required by trade to perform duties Responsibilities: A Rigger assembles rigging to lift and move equipment or material in manufacturing plant or shipyard, selects cables, ropes, pulleys, winches, blocks, and sheaves, according to weight and size of load to be moved, attaches pulley and blocks to fixed overhead structures, such as beams, ceilings, and gin pole booms, with bolts and clamps, attaches load with grappling devices, such as loops, wires, ropes and chains, to crane hook, gives directions to Bridge-or-Gantry-Crane Operator or Hoisting Engineer engaged in hoisting and moving loads to insure safety of workers and material handled, using hand signals, loudspeaker, or telephone. The Rigger also sets up, braces, and rigs hoisting equipment, using hand tools and power wrenches, splices rope and wire cables to make or repair slings and tackle, and may direct workers engaged in hoisting machinery and equipment into ships. The Foreman will estimate manpower requirements and materials for various projects and work assignments. They will prepare progress and other reports concerning the type of repairs made, materials used, and cost of completed work assignments, and perform related work as required.
