Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Graphics Designer Functional Responsibilities: Designs graphics and inserts into presentation materials. Meets with client to define requirements. Plans concepts according to client needs. Creates a wide range of graphics including illustrations, layouts, and photos using various design software tools. Proficient in Adobe’s Creative Suite, including Photoshop and Illustrator. Ensures all designs reflect the theme and tone desired by the client. Produces drafts for stakeholder review. Communicates with client and revises all graphics and layouts as needed.
Minimum Education: Associates Minimum Experience: 3 years
Instructional Systems and Assessment SME Functional Responsibilities: Conducts the research necessary to develop and revise training courses and prepares appropriate training catalogs. Develops all instructor materials (course outline, background material, and training aids). Develops all student materials (course manuals, workbooks, handouts, completion certificates, and course critique forms). Trains personnel by conducting formal classroom courses, workshops, seminars and/or computer based/computer aided training and provides daily supervision and direction to staff. Develops and revises training courses and prepares appropriate training catalogs. Prepares instructor materials (course outline, background material, and training aids). Prepares all material (course manuals, workbooks, handouts, completion certificates, and course critique forms). Trains personnel by conducting formal classroom courses, workshops, and seminars. Coordinates standardized group and/or individual test administration; administers and/or coordinates academic, credentials/certification, entrance, psychological, and vocational interest testing. Plans, develops, and coordinates testing program policies, procedures, and schedules. Ensures adequate staffing for the administration of examinations. Supervises and monitors administration of tests by proctors; ensures that test instructions are accurate and that appropriate testing environments are maintained. Certifies that test results are fairly and accurately scored utilizing automated or manual processes; configures and operates test scoring scanners and sets up and maintains computerized test score tracking systems and data bases. Provides routine direction, information, and advisement to students and prospective students regarding testing policies, procedures, and outcomes. Verifies that all test administration is carried out in compliance with relevant university and higher education policies, regulations, guidelines, and standards. Secures confidentiality of test results and recommendations; maintains security of testing materials. Knowledge of educational development test administration and interpretation. Skills in the management of computerized testing systems, processes, and facilities, to include hardware, software, and peripherals. Ability to develop and implement policies and procedures for the administration of standardized tests.
Minimum Education: Bachelors Minimum Experience: 15 years
Instructional Systems Designer/Curriculum Developer Functional Responsibilities: Designs and develops curricula for new programs. Provides expert advice on scope and sequencing of highly technical training for staff at various levels of technical expertise. Determines the level of knowledge required to function successfully in broad job categories. Designs and develops course materials, including script, exercises, and classroom or self-guided manuals and other teaching aids. Directs needs assessments of present and anticipated training needs.
Minimum Experience: 5 years
Project Manager Functional Responsibilities: Provides oversight to the program and ensures delivery of project. Responsible for managing the life cycle of the project, from initiation, planning, execution, monitoring, and completion. Communicates with client to keep the project aligned with their goals. Collaborates with teams to ensure goals are being met and are within time, budget, and scope standards. Monitors project status for quality control and solves any issues that may arise. After project completion, evaluates the effectiveness of the project using feedback from all stakeholders.

Functional Responsibilities: Provides expert services and leadership in specialized technical areas. Provides expertise on an as-needed basis to all assigned tasks. Provides expert advice and assistance in state-of-the-art hardware, software, and telecommunications. Coordinates with management and technical personnel to ensure that problems are properly defined, and that the solution developed will satisfy the customer’s requirements. Confers with client management to understand the client’s strategic information technology business goals and information technology strategy. Analyzes client requirements and recommends development or acquisition strategies. Assists in developing strategic plans and concepts. Demonstrates exceptional oral and written communication skills. Possesses requisite knowledge and expertise in the professional community so that the individual is considered "expert" in the technical/specialty area being addressed.
Sr. Instructional Systems Designer Functional Responsibilities: Conducts end-user needs assessment and performance assessment, analyzes results to determine learning needs and performance gaps. Consults with clients to identify new learning requirements and strategies. Works with the instructional design team (instructional designers, graphic artists, programmers) and project managers to design responsive training and/or performance support solutions and schedules. Demonstrates advanced knowledge of the Instructional System Design (ISD) process, the Analyze, Design, Develop, Implement, Evaluate (ADDIE) instructional design model, the Systematic Approach to Training (SAT), and fosters design innovation. Reviews products throughout analysis, design, and development for style guidelines, writing standards, and sound instructional design. Possesses excellent writing skills and demonstrates the ability to coordinate and work effectively with subject matter experts. Technical and Core Competencies include demonstrated ability with word-processing, spreadsheet and presentation tools (e.g. Microsoft Word, Excel, and PowerPoint); fundamental understanding of development tools (e.g. Dreamweaver, Director, Authorware); broad knowledge of the field of human-computer interaction and performance centered design; demonstrated ability to present complex information clearly; strong oral and written communication skills; strong skills presentation, facilitation, interpersonal and client interaction skills; attention to detail; demonstrated ability to act a technical editor; proven experience as a team player.
