Service Contract Labor Standards: The Service Contract Labor Standards (SCLS), formerly known as the Service Contract Act (SCA), is applicable to this contract as it applies to the entire Multiple Award Schedule (MAS) and all services provided. While no specific labor categories have been identified as being subject to SCLS/SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS/SCA eligible labor categories. If and / or when the contractor adds SCLS/SCA labor categories to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS/SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
ADMINISTRATIVE SPECIALIST
Performs administrative duties and responsibilities in support of a program, project, department, or facility, to include answering phone calls and taking messages. May perform word processing and general secretarial functions. Responsible for administration and adherence to standard policies and procedures.
Under general supervision may collect and analyze data for assigned projects.
Minimum Qualifications: One (1) year of experience in support of Information Technology projects.
High School Diploma or a GED and two (2) years of experience may be substituted for the High school requirement.

CLASSIFICATION SPECIALIST
Performs the full range of internal staffing activities including strategic recruitment, placement, and merit promotion. Prepares a job analysis and resulting knowledge, skills, and abilities and evaluation criteria to be included in the crediting plan and the vacancy announcements. Plans and manages organizational recruitment, branding and marketing strategies. Develops strategic sourcing plan that facilitates diversity of applicants and selected employee retention. Conducts qualification determinations. Rates and ranks candidates and convenes panels. Supports delegated examining unit (DEU) functions according to prescribed OPM procedures. In an automated staffing system environment, prepares question library.
Conducts project tracking methodologies to ensure the success and efficiency of the staffing process and to improve timeliness based on established metrics.

Provides senior level federal staffing, human resources, personnel processing, recruitment services, including job classification, benefit and employee relations services to various government agencies and departments working in the federal human resources arena.

EMPLOYEE BENEFITS SPECIALIST
Experience in Federal Human Resources (HR) business processes with knowledge and skill in employee benefits. Applies advanced skills and experience in processing personnel transactions, detailed knowledge of Federal HR business processes and supervisory skills to administer HR processes in employee benefits.
Provides HR process services and interacts with clients at the supervisory level.
Minimum Qualifications: Bachelor’s degree in a field of expertise related to the HR/management duties to be carried out, and four (4) years’ experience working with policies, surveys, or programs like those to be undertaken.
Senior level Qualifications: Bachelor’s degree in a field of expertise related to the HR/management duties to be carried out, and nine (9) years’ experience working with policies, surveys, or programs similar to those to be undertaken.

EMPLOYEE RELATIONS SPECIALIST
Provides expert assistance in carrying out client authority to suspend, demote, furlough, or remove employees for “such cause as will promote the efficiency of the service.” Provides guidance on how to address and resolve poor performance and in carrying out performance-based actions. Provides recommendations based on a review of decisions of the Merit Systems Review Board and arbitrators to ensure that the laws and regulations are properly applied. Provides expert advice in applying alternative methods to traditional, formal dispute resolution including mediation, fact-finding, interest-based negotiation, and arbitration in order to resolve employee employer disputes in a way that is more efficient and more effective than traditional, adversarial methods of dispute resolution. Provides expert guidance regarding reasonable accommodation issues advises on the application of reasonable accommodation as it relates to the employment process, for applicants or current Federal employees. Counsels’ employees and managers on benefit programs and options. Counsels’ employees on retirement issues and uses agency approved software systems to calculate retirement benefits and to advise on FEGLI, Thrift and Social Security. Qualifications: Bachelor’s degree from an accredited college or university and four (4) years of

Provides support in functional areas of a human resources department, which may include recruitment and employment, personnel records, employee and/or labor relations, job evaluation, compensation management, benefits administration, organization development and training. Has knowledge of commonly used concepts, practices, and procedures within a particular field. Relies on instructions and pre-established guidelines to perform the functions of the job. Works under immediate supervision.
Primary job functions do not typically require exercising independent judgment. Typically reports to a supervisor or manager.

Supports recruiting process, coordinates hiring interviews, references & documentation, and generates offers. Distributes, completes & processes new hire paperwork. Answers benefit questions, processes life events & open enrollment elections. Conducts benefits orientations to build a strong foundation for employees and increase employee engagement. Coordinates exit process. Coaches’ management/teams, promotes & facilitates career growth & talent development. Monitors employee progress through observation/performance records, motivates, and encourages for talent development. Conducts workforce analyses, reviews & analyzes HR data/trends & provides analytical input and strategic workforce planning advice. Develops HR policies/procedures.
Senior Level: Reviews draft regulations, OPM directives, decisions/rulings, or other guidance for impact on organization. Improves HR activities, performs strategic planning & workforce analysis to align/integrate human capital systems and business practices for seamless integration of services for entire employee lifecycle. Supports specialty area duties. Employee Relations: develops/maintains positive working relationship between organization and employees; counsels employees regarding work, family, or personal problems; provides information to management and employees on rights/obligations;

Senior Level: Uses Office of Personnel Management (OPM) and agency regulations to independently determine optimal methods for advertising and filling positions in the Federal, civilian military, intelligence, and quasi-governmental sectors; Uses OPM and agency regulations to correctly determine minimum qualifications, develop and apply crediting plans, rate and rank candidates, and provide certificates of eligible candidates; Advises management on human resource flexibilities that can be used to creatively and timely fill vacancies, consistent with Equal Opportunity and Merit System principles;
