Service Contract Act: The Service Contract Act (SCA) is applicable to this contract as it applies to the entire Professional Services Schedule (PSS) Schedule and all services provided. While no specific labor categories have been identified as being subject to SCA due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCA eligible labor categories. If and /or when the contractor adds SCA labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCA matrix identifying the GSA labor category titles, the occupational code, SCA labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Labor Category Descriptions
Marketing and Outreach Specialist Years of Experience: Bachelor’s degree with a background in Journalism, PR, or Communications to develop creative messages and content for marketing materials and employee profiles. 3 years’ experience.
Duties: Recommends recruitment strategies by leveraging social media and targeted in-person engagement to build and maintain national brand awareness. Plans and executes project-based and ongoing marketing and recruiting campaigns for hard-to-fill and specialized high-volume hiring needs. Leverages social media accounts to source and develop potential candidates, promotes vacancies, and generates interest for recruitment efforts. Actively supports the management and execution of career fair event logistics including researching targeted events to attend, event marketing, and registration. Launches pre-event communications to generate interest and maximize participation. Develops creative content for social media posts, web- based articles, and marketing campaign brochures. Provides ongoing operations and maintenance support for HR careers webpages. Executes media buys to post vacancies to targeted college/university job boards and career sites. Prepares talking points for senior leaders and recruiters regarding outreach and career paths. Analyzes marketing activities to examine click-through rates and other measures to analyze Return On Investment. Designs and analyzes surveys or focus group feedback to continuously improve outreach program impact.
Human Resources Assistant Years of Experience: Bachelor’s Degree with skills in Federal staffing and hiring practices by applying internal agency policies and the Code of Federal Regulations during staffing assistant work. At least 3 years of experience.
Duties: Uses Treasury’s HR Connect system to code and process personnel actions. Coordinates routing and approval of actions with senior staffing specialists and Branch Chiefs. Updates position information. Coordinates employment request. Coordinates new employee onboarding processing such as initiating background investigation processes, creating tentative offer letters, and gathering documents for orientation. Checks applicant statuses and sends correspondence at key points in the hiring process. Assists senior staffing specialists with electronic vacancy case file management such as by gathering and uploading required documents in preparation for external audits.
Human Resources Support Specialist Team Lead Years of Experience: Bachelor’s Degree with at least 10 years of experience in management and team management.
Duties: Identifies, distributes and balances contractor team’s workloads and tasks. Serves as centralized point of contact for customer management. Cross-trains contractor team to allow for assignment rotation in cases of absences, and for back up support, in cases of work surges. Keeps in touch with the team’s status and progress of team’s work and makes assignment adjustments in accordance with established priorities and deadlines. Estimates and reports on expected times of work completion, communicating early and in writing, when/if any delays or anticipated issues. Instructs contractor team on specific task and job techniques, in accordance with government guidance and SOPs, ensuring team has necessary up-to-date desk guides, job aids, policies, SOPs, etc., Maintains current knowledge on relevant regulations, policies, and directives. Checks on team’s work in progress and spot checks work to ensure quality and timeliness. Reviews completed team’s work to verify that instructions on work sequence, procedures, method and deadlines have been met. Amends or rejects team’s work not meeting established standards. Manages and acts upon any contractor team performance and/or conduct issues (develop performance improvement plans/training plans when necessary). Submits monthly contract activity reports and leads monthly status meetings. Leads Biweekly check in meetings. Leads monthly status meetings. Advises early, and in writing, when significant problems are identified; and makes recommendations on process improvements (part of monthly report deliverable). Advises HR management immediately when significant system problems are identified and makes recommendations for processing of actions.
Staffing Specialist Years of Experience: Delegated Examining Unit (DEU) certified by OPM and 4 years of experience
Duties: Reviews and evaluates job applications to determine applicant's qualifications. Screens applicants to ensure minimum qualifications are met in accordance with OPM Qualification Handbook and vacancy announcement requirements. Performs work in line with Federal HR laws, rules, regulations and guidance. Audits merit promotion and delegated examining case files for compliance with appropriate regulations. Performs job analysis to develop job requirements, rating and evaluation criteria for the development of vacancy announcements. Prepares draft merit promotion and delegated examining certificates. Interprets and applies various staffing methodologies used to recruit and/or fill positions in the competitive and excepted service. Researches cases and prepares and provides detailed documentation or responses for resolution of applicant complaints or a request for reconsideration of final rating. Provides expert advice, guidance and assistance to Federal staffers on the proper use of human resources laws and regulations. Maintains up to date knowledge of current and/or changing Federal hiring rules related to recruitment and applies as required. Assists in performing other staffing and recruitment assignments as needed. Provides advice and training on various human resources rules and regulations.
General Clerk I Years of Experience: High School Diploma or equivalent with 1 years’ general experience.
Duties: Performs one or more routine clerical operations, such as filing documents and operation of office equipment.
General Clerk II Years of Experience: High School Diploma or equivalent with 2 years’ general experience.
Duties: Performs routine clerical operations, such as filing documents, operation of office equipment, and data entry into customer databases. Adjusts clerical steps depending on the task and identifies problems as they arise.
General Clerk III Years of Experience: High School Diploma or equivalent with 3 years’ general experience.
Duties: Assess and re-adjusts as needed to complete assignments consisting of multiple steps that may vary depending on the situation. Selects from alternative methods and refers problems not solvable by adapting or interpreting substantive guides, manuals, or procedures. Maintains financial records and statistical reports. Directs lower-level clerks.
Project Supervisor Years of Experience: Bachelor’s degree with at least 3 years of experience directing and consulting projects.
Duties: Works under the direction of the Project Manager. Oversees completion of tasks within estimated time frames and budget constraints. Schedules and assigns duties to subordinates and subcontractors and ensures assignments are completed as directed. Troubleshoots task issues. Performs quality control spot-checking as necessary to ensure that work is of high quality and meets contract requirements.
Task Supervisor Years of Experience: Associate’s degree with at least 2 years of experience directing and consulting projects
Duties: Supervises and directs Document Management Analysts, Document Management Technicians, and other clerical support staff to accomplish tasks. Troubleshoots task issues. Performs quality control spot-checking as necessary to ensure that work is of high quality and meets contract requirements. Coordinates with other Contractor support staff, including data processing support staff; and documents the work performed.
PMO Support Specialist I Years of Experience: Bachelor’s degree with 3 years of PMO experience and 1 year experience with a complex multi-project or development program.
Duties: Develops schedules, tracks resource utilization, prepares management reports, tracks program status, and identifies program constraints. Updates senior level of status reports and modifications/improvements.
PMO Support Specialist II, Sr Years of Experience: Bachelor’s degree with 3 years of PMO experience and 1 year experience with a complex multi-project software implementation or development program.
Duties: Develops schedules, tracks resource utilization, prepares management reports, tracks program status, and identifies program constraints. Leads lower levels and provides constructive observations in regards to improving and providing support.
Project Coordinator Years of Experience: Bachelor’s Degree with 4 years’ of marketing or research project experience
Duties: Works with project team to maintain coordination of projects. Maintains document control, manages database, tracks project activities and facilitates team communication. Assists project team and team lead in strategic meetings and follows up with meeting notes. Supports the PMO team in tracking and reporting project performance and metrics.
