Minimum Education: Associates Labor Category Description: CAD/Civil Engineering Technician provides development and update to complex drawings using MicroStation and other MicroStation-related tools such as InRoads and Descartes. Work would involve CAD drawing development that includes multiple views, detail drawings, and earthwork-type computations. Drawings may require considerable drafting skill and a high degree of precision to visualize and portray. The CAD/Civil Engineering Technician may work from sketches, computer models, and verbal information supplied by a project lead and/or government-furnished materials. This position must be familiar with CAD standards and be able to apply government SDSFIE standards, utilize model files, and standard drawing border templates.

Cartographic Technician Minimum Years of Experience: 8 Minimum Education: Bachelors Labor Category Description: The Cartographic Technician has practical knowledge of GIS and experience in applying key GIS Tools and software suites (e.g., ESRI ArcMap and ESRI software suite) to cartographic mapping and repetitive mapping tasks using previously defined processes. The role primarily is GIS-based cartographic mapping and to a lesser extent geospatial analysis. Checks all layers of maps to ensure accuracy, identifying and marking errors and making corrections. Monitors mapping work or the updating of maps to ensure accuracy, the inclusion of new or changed information, or compliance with rules and regulations. Identifies and compiles database information to create maps in response to requests. Produces or updates overlay maps to show information boundaries, water locations, or topographic features on various base maps or at different scales. Traces contours or topographic details to generate maps that denote specific land or property locations or geographic attributes. Lays out and matches aerial photographs in sequences in which they were taken and identify any areas missing from photographs. Compares topographical features or contour lines with images from aerial photographs, old maps, or other reference materials to verify the accuracy of their identification. Computes and measures scaled distances between reference points to establish relative positions of adjoining prints and enable the creation of photographic mosaics. Researches resources such as survey maps or legal descriptions to verify property lines or to obtain information needed for mapping. Acquires, creates, and maintains a wide variety of spatial information. The role primarily is GIS-based data development and cartographic mapping, while to a lesser extent basic geospatial analysis. Geo-references required scanned maps, drawings, and aerial imagery. Will work under the guidance of a GIS Specialist or Senior GIS Technician. May not possess a degree or professional certifications. May also support a Photogrammetrist in the repetitive processing of imagery and LiDAR data sets, as well as the organization and packaging of digital data sets.

Computer Technician I Minimum Years of Experience: 12 Minimum Education: Associates Labor Category Description: The Computer Technician I performs tasks utilizing experience with typical office computer systems and computer peripheral equipment, such as scanners and digitizers.

Provides services such as scanning, cataloging, digitization, and data entry services. Works on highly defined and repetitive processes. Experienced working with Windows and MS Office Suite. Knowledge of basic cartographic principles. Scans maps, photos, drawings, and documents.

Computer Technician II Minimum Years of Experience: 13

Minimum Education: Bachelors Labor Category Description: The Computer Technician II performs tasks utilizing experience with typical computer systems and computer peripheral equipment. Establishes procedures and ensures the quality of scanned and digitized products. Provides services such as scanning, cataloging, digitization, and data entry services. GIS Project Manager Minimum Years of Experience: 4 Minimum Education: Bachelors Labor Category Description: The GIS Project Manager is responsible for geospatial and cartographic projects, as well as leading in the application of acquired or supplied photogrammetric and LiDAR data.

Leads the contractor team on technical issues, logistical, and scheduling issues. Translates geospatial and cartographic scope requirements into detailed assignments for team members. Monitors the status of assignments and reviews work for completion and quality. Leads or supervises technicians or related staff in the conduct of Geographic Information Systems (GIS) analytical procedures and product development. Defines and ensures Quality Control reviews and products and products pass government and industry standards. This role typically requires more than five years of related technical and leadership experience.

GIS Specialist Minimum Years of Experience: 5 Minimum Education: Bachelors Labor Category Description: GIS Specialist is responsible for assisting in the evaluation, design, installation, maintenance, and enhancement of GIS applications, specifically to integrate the GIS with existing data sources to improve accuracy and availability; and to provide expanded accessibility to existing and newly created data. The position will perform hands-on GIS application design, programming, implementation, and support for GIS applications with emphasis on Internet mapping applications and tools. Also, the position may perform complex hands-on integrated programming, data analysis, and application development including maintenance and future enhancements of existing systems. Assist in the development of project proposals, recommend optimal approaches, and develop GIS application designs. Must have the ability to lead and direct junior-level GIS developers. Provides advanced knowledge of GIS theory, systems, geodatabases, and their application to complex geospatial analytical solutions. Broad specialized experience in applying common GIS Tools and software suites (e.g., ESRI ArcGIS and ESRI software suite) to business problems. The specialist's role is to focus on geospatial analyses and to a lesser extent GIS-based cartographic mapping. Coordinates the development or administration of Geographic Information Systems (GIS) projects, including the development of technical priorities, client reporting and interface, or coordination and review of schedules and budgets. Provides technical expertise in Geographic Information Systems (GIS) technology to clients or users. Creates, analyzes, reports, converts, or transfers data, using specialized applications program software. Designs, programs, or models Geographic Information Systems (GIS) applications or procedures. Provides technical support for computer-based Geographic Information Systems (GIS) mapping software. Performs computer programming, data analysis, or software development for Geographic Information Systems (GIS) applications, including the maintenance of existing systems or research and development for future enhancements. Knowledge of development methodologies and toolsets (e.g., .NET, VB, Python, C#, PL/SQL), database platforms (e.g., Oracle/SOL Server), web platforms (IIS, Apache, .NET, JavaScript, HTML). Experienced with geospatial data analysis methodologies. Possesses good working knowledge of Google Earth/Maps, ESRI ArcGIS Server, ArcGIS Desktop, ArcSDE, and ArcObjects. Demonstrated ability to lead/direct junior-level GIS developers. Experience in managing milestones and deliverables. Leads or supervises technicians and related staff in conducting Geographic Information Systems (GIS) analytical procedures and product development.

GIS Technician Minimum Years of Experience: 6 Minimum Education: Associates Labor Category Description: GIS Technician provides practical knowledge of GIS and experience in applying key GIS Tools and software suites (e.g., ESRI ArcMap and ESRI software suite) to geospatial analysis and cartographic mapping. The role primarily is GIS-based cartographic mapping and to a lesser extent geospatial analysis. May work independently on cartographic projects and data analysis/development projects. Supervises GIS data collection and coordinates with internal and external data providers, provides leadership to the technical staff performing GIS and CAD functions, and manages projects involving GIS. Additional responsibilities may include training and providing technical expertise in GIS and CAD software and applications. Knowledge and use of CAD and related software (e.g., MicroStation). Knowledge of geocoding, address matching, and topology interpolation of linear and non-linear data relational data sets. Knowledge of GIS-related software, including remote sensing, GPS, desktop mapping, web and database applications, and GIS/CADD interoperability.

Maintain operational standards for data conversion, data maintenance, and upgrades. Conduct continuous efforts to improve the work process, review calculations, test, and report for accuracy and completeness of projects. Execute detailed GIS data operations. Bachelor's Degree in GIS Systems or Computer Science is preferred. At least 4 years of experience in GIS systems and implementation.

Instrument Person Minimum Years of Experience: 21 Minimum Education: Associates Labor Category Description: The Instrument Person is a work unit comprised of an Instrument man.

No additional costs for other field crew members, office support, vehicle, other transportation, and associated field equipment are needed to perform DGPS surveys. This individual would be used to supplement a survey party on a complex job.

Party Chief Minimum Years of Experience: 20 Minimum Education: Bachelors Labor Category Description: The Party Chief is a work unit comprised of a Party Chief. No additional costs for other field crew members, office support, vehicle, other transportation, and associated field equipment are needed to perform DGPS surveys. This individual would be used to supplement a survey party on a complex job or used for field reconnaissance in planning pending survey work.

Photogrammetrist Minimum Years of Experience: 7 Minimum Education: Bachelors Labor Category Description: The Photogrammetrist plans ground control, optimizes flight plans/layouts, and sensor configurations to produce aerial imagery or LiDAR surveys to create specified products. The role includes understanding and developing image and data processing specifications to provide technicians in processing imagery and LiDAR data sets. They will also supervise the production of these products and validate interpretations. Delineates aerial photographic detail such as control points, hydrography, topography, and cultural features using precision stereo plotting apparatus or drafting instruments. Builds and updates digital databases. Examines and analyzes data from ground surveys, reports, aerial photographs, and satellite images to prepare topographic maps, aerial-photograph mosaics, and related charts. Photogrammetrist certification is required.

Professional Land Surveyor Minimum Years of Experience: 14 Minimum Education: Bachelors Labor Category Description: The Professional Land Surveyor measures large areas of the Earth's surface using satellite observations, global navigation satellite systems (GNSS), light detection and ranging (LiDAR), or other remote sensing or traditional survey methods. Analyzes control or survey data to ensure adherence to project specifications and MVN-ED-SS land survey standards. Calculates the horizontal and vertical position of points on the earth's surface per specified level of precision.

Verifies the mathematical correctness of newly collected survey data. Plans or directs the work of surveying staff, providing technical consultation as needed. Assesses the quality of control data to determine the need for additional survey data for engineering, construction, or other projects. Computes horizontal and vertical coordinates of control networks using direct leveling or other geodetic survey techniques such as triangulation, trilateration, and traversing to establish features of the earth's surface.

Requests additional survey data when field collection errors occur or engineering surveying specifications are not maintained. Certifies that all survey data meets the relevant state professional standards via a professional surveyor stamp.

Project Manager Minimum Years of Experience: 3 Minimum Education: Bachelors Labor Category Description: The Project Manager is responsible for leading complex geospatial, photogrammatic, and LiDAR projects, working with the contractor team on technical issues, logistical, and scheduling issues. Translates high-level work plans and converts them into detailed assignments for team members. Maintains broad knowledge of all technologies utilized, offered, and available to the government under this contract. Monitors the status of assignments and reviews work for completion and quality. Typically, primary liaison with the government on issued task orders. This role typically requires more than five years of related technical and leadership experience.

Rodperson Minimum Years of Experience: 22 Minimum Education: High School Equivalent Labor Category Description: The Rodperson is a work unit comprised of a rod person. No additional costs for other field crew members, office support, vehicle, other transportation, and associated field equipment are needed to perform DGPS surveys. This individual would be used to supplement a survey party on a complex job.

Stereoplotter Operator Minimum Years of Experience: 10 Minimum Education: Associates Labor Category Description: The Stereoplotter Operator operates soft copy stereo plotter equipment.

Utilizes given stereo compilation guidelines to extract and feature code topographic and cultural features from imagery. Utilizes established encoding standards and check sheets. Examines and analyzes data from ground surveys, reports, aerial photographs, and satellite images to prepare input data for topographic maps, aerial-photograph mosaics, and related charts. Works under the supervision of the Photogrammetrists.

Survey Technician Minimum Years of Experience: 16 Minimum Education: Associates Labor Category Description: Survey Technician reviews field data collection for completeness and accuracy. Performs calculations to determine earth curvature corrections, atmospheric impacts on measurements, traverse closures and adjustments, azimuths, level runs, and placement of markers.

Compares survey computations with applicable standards to determine the adequacy of data. Merges disparate survey data sets and data types (e.g., topographic and hydrographic) into single data sets.

Performs data adjustments with respect to datums, epochs, and bar checks. Utilizes computers and appropriate software to process survey data into appropriate formats.

Computer Specialist Minimum Years of Experience: 11 Minimum Education: Bachelors Labor Category Description: The Computer Specialist researches, studies, and prepares maps and other spatial data in digital or graphic form for legal, social, political, educational, and design purposes.

Maintains knowledge and ability to program tools that interact with Geographic Information Systems (GIS). May design and evaluate algorithms, data structures, and user interfaces for GIS and mapping systems. Will provide services requiring knowledge of 3GL/4GL languages, PYTHON, and ESRI geodatabases. Updates and builds geospatial databases. Knowledge of development methodologies and tool sets (e.g. .NET, VB, PYTHON, C#, PL/SQL), database platforms (e.g. Oracle/SQL Server), web platforms (e.g., IIS, Apache, JavaScript, HTML). Experienced with geospatial data analysis methodologies. Possesses good working Knowledge of Google Earth/Maps, ESRI ArcGIS Server, ArcGIS Desktop, ArcSDE, and ArcObjects. Demonstrated ability to lead/direct junior level GIS developers. Experience in managing milestone deliverables.

Abstractor Minimum Years of Experience: 15 Minimum Education: Bachelors Labor Category Description: Abstractor works with a local surveyor and a tax assessor to verify that the land is described correctly on the legal documents and that there is not a lien against the property that must first be satisfied before allowing it to change owners
