Service Contract Labor Standards (SCLS)

Program Manager Duties: Performs day-to-day management of projects and service delivery for complex technology or service projects that involve teams, information systems professionals, and managers who have expertise in analyzing, designing, integrating, testing, documenting, converting, deploying and implementing automated information and telecommunications systems. Demonstrates proven skills in those technical areas addressed by the task order/service delivery to be managed, or in leading individuals and teams in the successful completion of tasks associated with these technical skills.

Business Process Subject Matter Specialist Duties: Provides technical knowledge and analysis of highly specialized applications and operational environments, high-level functional systems analysis, design, integration, documentation and implementation advice on exceptionally complex problems that need extensive knowledge of the subject matter for effective implementation. Participates as needed in all phases of software development with emphasis on the planning, analysis, testing, integration, documentation, and presentation phases.

Software Systems Engineer Formulates/defines specifications for complex operating software programming applications or modifies/maintains complex existing applications using engineering releases and utilities from the manufacturer.
Designs, codes, tests, debugs, and documents those programs. Provides overall operating system maintenance, such as sophisticated file maintenance routines, large telecommunications networks, computer accounting, and advanced mathematical/scientific software packages. Assists in all phases of software systems programming applications. Evaluates new and existing software products.
Configuration Management Specialist Establishes and/or maintains a system to record modifications to hardware, software or documentation. Ability to maintain allocated, functional and physical baseline control and ability to perform audit support. Assists with the review of engineering change requests to assess impact upon configuration baseline and logistics support elements. Maintains configuration control records and technical documents. Works closely with quality assurance and management representatives to ensure accurate and well-documented product baseline.

Configuration Management Specialist – Sr.
Provides configuration management planning. Describes provisions for configuration identification, change control, configuration status accounting, and configuration audits. Regulates the change process so that only approved and validated changes are incorporated into product documents and related software. Leads initiatives and provides guidance to junior staff. Provide daily supervision and direction to support staff.
Functional Specialist Analyzes user needs to determine functional and cross-functional requirements. Performs functional allocation to identify required tasks and their interrelationships. Identifies resources required for each task. Provides task-unique functional expertise necessary to interpret requirements, ensure responsiveness and achieve successful performance. Advises IT consultants with the analysis, evaluation and implementation of systems and other IT tasks.
Database Administrator Functions as Applications Administrator for financial management applications. Monitors database performance and implements SQL tuning; Performs system and database backups. Monitors application configurations and security checklists. Develops disaster recovery plan. Researches performance issues and monitors system for vulnerabilities.
Computer Systems Specialist - Basic
Performs software development tasks, including peer reviews of work products for correctness, adherence to the design concept and to user standards, and progress in accordance with schedules. Make recommendations, if needed, for approval of major systems installations. Prepare milestone status reports and deliveries/presentations on the system concept to colleagues, subordinates, and end user representatives.

Business Process Re-Engineering Specialist - Sr Provides facilitation, training, methodology development and evaluation, process reengineering across all phases, identifying best practices, change management, business management techniques, organizational development, activity and data modeling, or information system development methods and practices, and supervision of business process reengineering. Applies process improvement and reengineering methodologies and principles to conduct process modernization projects. Duties include activity and data modeling, developing modern business methods, identifying best practices, and creating and assessing performance measurements.
Creates process change by integrating new processes with existing ones and communicating these changes to impacted Business Systems teams. Recommends and facilitates quality improvement efforts.

Accessibility Engineer Follows Universal design principles to develop accessible information and communications technology (ICT) tools and products. Web Project Coordinator Provides Administrative Support to the CDC Accessibility Program, including meeting and conference logistics, notetaking services, MS Excel spreadsheet development, style guide and formatting, policy comment and disposition tracking, resource material development, facilitating working meetings and subcommittees, compiling edits, and presenting drafts. Assists team lead with developing monthly reporting, reviewing deliverables before submission, notetaking for meetings, and monitoring remediation projects progress.
Web/UI Designer Provides accessibility testing support in upgrading, maintaining and creating content for websites. Performs terminology and labeling analysis to ensure Accessibility Program web pages are using logical and intuitive terminology based on users’ knowledge levels. Provides support in the location and pursuit of content and surveying internal customers to gather feedback for site improvement and enhancements. Provides information architecture and content organization recommendations after performing terminology and labeling analysis to ensure Accessibility Program web pages are using logical and intuitive terminology based on users’ knowledge levels. Develops and delivers relevant accessibility and Section 508 compliance training and reference materials.

Document Remediation Specialist II Tests and remediates accessibility issues with Word, PowerPoint, Excel, and PDF documents. Test documents using automated and manual methods where appropriate. Check files for usability by utilizing assistive technology as confirmation of usability.
Education/Certifications: Bachelors. IAACP.
508 Analyst/Compliance Specialist Tests and remediates accessibility issues with information communication and technology. Provides training on Section 508 best practices. Tests ICT against ICT Testing Baseline and checklists following the DHS Trusted Tester process.

Web Developer Responsible for planning and developing software solutions and web applications, supporting and maintaining websites and digital products. Communicates with clients to determine their needs and design preferences, creates code for the front and back-end of a website, and runs tests to ensure that they used the correct code strings.
Education/Certifications: Bachelors. DHS Trusted Tester.
Years Experience: 7 years' experience in application development and testing, at least 3 years of SDLC implementation experience, and proven knowledge of current programming languages and security protocols.
Administrative Professional Prepares reports and presentations, and compiles information and data needed for analysis, evaluation, or decision functions. Develops working schedules to assure that coordinated tasks and projects progress according to expectations. Coordinates meetings and planning sessions and interfaces with personnel and stakeholders to assure deadlines and deliverables are met. Follows up on and facilitates the completion of action items. Sr. Project Manager Oversees all aspects of the project, leading larger teams on projects or a significant segment of large and complex projects. Analyzes new and complex project-related problems and creates innovative solutions that normally involve the schedule, technology, methodology, tools, solution components, and risk, quality, and financial management of the project. Works with government customers as a single POC with authority to act on behalf of the contractor. Commensurate experience and education for the specific level. PMP Required.

Psychometrician Conducts test generation to include statistical validation and norms generation. Provides psychometric services required to set passing score utilizing modified angoff method or other industry standard practice in setting cut scores. Provides psychometric services required for equating the three versions of the exam to ensure each exam is comparable in difficulty and cut score. Ensures the accurate assessment of psychological test scores as well as provides detailed behavioral observations to aid in the interpretation of psychological tests. Key functions of this role include patient scheduling, demographic data collection, and other administrative tasks.
Education/Certifications: Masters. Certified Specialist in Psychometry.

Compliance/Quality Specialist Develops and implements quality control methodologies to ensure compliance with quality assurance standards, guidelines, and procedures in a large computer-based organization. Develops and defines major and minor characteristics of quality including quality metrics and scoring parameters and determines requisite quality control resources for an actual task order. Conducts and/or participates in formal and informal reviews at pre-determined points throughout the program life cycle. Develops processes, tools, and resources for compliance and quality monitoring. Conducts site visits and facilitates training as needed.
Master Black Belt Analyzes and interprets complex data and processes. Provides Master Black Belt advice and recommendations, briefings, and training on all elements of ASQ MBB Book of Knowledge (BOK) or equivalent industry-recognized quality organization (i.e., NCQA and others) to senior leadership, functional directors, and other Government personnel. Supports process improvement initiatives. Develops tools for tracking and reporting.
Oversight and leadership of contractor personnel.

Black Belt Analyzes and interprets complex data and processes. Understands and applies Lean Six Sigma tools and methods to improve business processes. Provides Black Belt advice and recommendations, briefings, and training on all elements of ASQ BB Book of Knowledge (BOK) or equivalent industry-recognized quality organization (i.e., NCQA and others) to senior leadership, functional directors, and other Government personnel.
Provides training and mentoring on LSS best practices.
