Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Adjudications Specialist II Functional Responsibilities: Conducts review of subject’s Report of Investigation for determination of suitability based on completion of a required background investigation. Adjudication determination is based on established guidelines for identified position, including customer-specific requirements.

Minimum Education: Bachelors Minimum Experience: 5 years

Adjudications Specialist IV Functional Responsibilities: Conducts review of subject’s Report of Investigation for determination of suitability based on completion of a required background investigation. Adjudication determination is based on established guidelines for identified position, including customer-specific requirements. May perform quality review of work on others and assist and training less experienced personnel.

Minimum Education: Bachelors Minimum Experience: 10 years

Administrative Assistant I Functional Responsibilities: Performs administrative duties as required with limited supervision.

Responsible for all background investigators training activities and schedules, which includes initial program training, customer specific training, customer specific certifications, and annual training and recertifications. Assists the Program Manager with monitoring and tracking ongoing and completed investigations. Assists the Program Manager with program related tasks and deliverables.

Minimum Education: Bachelors Minimum Experience: 2 years

Case Review Analyst III Functional Responsibilities: Reviews completed fieldwork for compliance with requirements, grammar, clarity, and professionalism. Responsible for pre-review, execution, and consultation in the performance of case reviews which may include last item inspection, tracking of closure and rework, and final submissions. Reviews personal documents, Personnel Security Questionnaires, and other records to ensure they are accurate, complete, and in compliance with the client’s guidelines. May determine type and scope of investigations. Enters appropriate data into database. Assigns, coordinates, organizes, and/or facilitates follow-up with investigators to ensure accuracy and integrity of investigations. May conduct quality assurance reviews by soliciting feedback from individuals interviewed during the background investigations.

Minimum Education: Bachelors Minimum Experience: 7 years

Data Analyst II Functional Responsibilities: Provides analysis of complex problems, functional requirements, resource allocation, operations research, modeling, and process analysis and design. Collects, processes, and

6 | P a g e performs statistical analyses on data to discover useful information, suggest conclusions, and support decision-making. Responsibilities may include transforming raw data into structured information, managing and improving existing reporting systems, identifying patterns and trends in data sets, and defining new data collection and analysis processes.

Minimum Education: Bachelors Minimum Experience: 5 years

Facility Security Officer III Functional Responsibilities: Responsible for the implementation and management of the industrial security program and ensuring security requirements are met. Interface with all levels of company personnel and government management personnel to ensure contract security compliance with National Industrial Security Operating Manual (NISPOM), Department of Defense (DoD) Manual 5205.07, Contract Security Classification Specification (DD254), and Program Classification Guides.

Coordinate and monitor highly sensitive aspects of DoD or other industrial security programs and other security activities while ensuring compliance with government and company security policies and procedures. Conduct security self-inspections, apply risk mitigation methodologies, support customer assessments, and implement security measures to meet requirements. Support clearance processing, visit certifications, document control, and physical security. Thorough understanding of security databases such as DISS, eQIP, and NISS.

Minimum Education: Bachelors Minimum Experience: 7 years

Financial Analyst II Functional Responsibilities: Responsible for all program level financial analysis and reporting.

Requirements may include: review and validation of submitted background investigators work log and hours, calculating fees to be paid to background investigators using reports generated by the program's platform and invoicing units, maintaining revenue and profit schedules, forecasting program performance for use by program operations, direct and indirect rate analysis, monthly program forecasting, annual analysis and budgeting, reviewing current practices for while adhering to both GAAP and FAR principles, and program initial set up to include: invoicing templates, project codes, work breakdown structure, billing set up, and payment tracking.

Minimum Education: Bachelors Minimum Experience: 5 years

Investigator II Functional Responsibilities: Performs daily background investigation activities as described in the Federal Investigative Standards. Assists with all facets of background investigations on individuals requesting a security clearance. Conducts interviews, completes documents, and submits interview summarization. Find and analyze information through computer and public record research and perform various types of searches to verify facts.

Minimum Education: Bachelors Minimum Experience: 5 years

Investigator IV Functional Responsibilities: Performs daily background investigation activities as described in the Federal Investigative Standards. Assists with all facets of background investigations on individuals requesting a security clearance. Conducts interviews, completes documents, and submits interview summarization. Find and analyze information through computer and public record research and perform various types of searches to verify facts. May provide team leadership in monitoring all investigative personnel and reviewing investigative reports produced by lower-level staff. Applies exhaustive understanding and application of federal investigative standards, principles, concepts, practices and may handle very complex assignments. Exercises considerable latitude in determining objectives and executing work assignments within program standards. May perform quality review of work on others and assist and training less experienced personnel.

Minimum Education: Bachelors Minimum Experience: 10 years

Program Manager IV Functional Responsibilities: Responsible for all contract activities. Sets policies and procedures, standards and methods, and priorities. Initiates assignments, monitors performance and balances production and workload. Responsible for the selection and performance of investigators, agents, and staff assigned to the engagement. Monitor, track, review, analyze, and disseminate results of completed investigations. Responsible for all deliverables and client satisfaction. Acts as the central point of contact and exercises full authority to act for the company in the performance of the required work and services under all task orders. Works independently, or under the general direction of senior level company management, on all phases of performance including contract management, project/task order management, coordination of resource needs, coordination with corporate resources and management.

Reports to senior company management on contract and task performance and issues.

Minimum Education: Masters Minimum Experience: 10 years

Quality Control Analyst II Functional Responsibilities: Provides quality control review of fieldwork. Analyzes and determines if the final report contains all of the required information. Verifies that all issues are thoroughly explored and clearly explained in sufficient detail.

Minimum Education: Bachelors Minimum Experience: 5 years
