Software Architect Facilitates the design of custom solutions and integrations while working with various members of IT operations to ensure the design meets network and security requirements. This position will assist the Software Development Manager in the long‐term technology roadmap for the software development team, including recommending new technology to streamline requirements. This position will require both design and coding.

Responsibilities:

‐Evaluate, identify, architect, and assist in developing full‐stack software solutions that are highly reliable, secure, available, and scalable.

‐Architect interfaces following standard enterprise integration patterns.

‐Document software architecture and design.

‐Coach and oversee the activities of more junior development Team Members.

‐Work closely with network engineers, IT security engineers, and other IT professionals to choose compatible design solutions.

‐Provide advice on project design, project costs, and expected benefits.

‐Evaluate existing systems and provide advice on how to meet organizational requirements ‐Ensure that the technical components of the project are in sync with the business needs of the organization.

‐Stay up to date in software development technology and make recommendations on new development products.

‐Execute the entire development lifecycle. This includes design (functional & technical), development, unit tests, code reviews, implementation, and managing deployments.

Implement and coach the team on CI/CD practices, collaboration, and source control tools (GIT, BitBucket, etc.), releases, and versioning.

‐Evaluate, code review, and provide feedback on vendor‐developed code and application architecture ‐Guide DB development, maintenance, and architecture. Including but not limited to data modeling, design, data masking, and deployments.

‐Set up and configure software environments (Dev, Test, Prod, etc.).‐Implement and maintain site reliability tools such as monitoring and alerting.

Systems Engineer Demonstrated knowledge in systems engineering. Provides business solutions for an organization’s business challenges through the application of knowledge gained through prior engagements. Participates in the development of solutions by leveraging current knowledge. Contributes to the implementation strategy and helps assess the impact of industry trends, policy, and/or standard methodologies. Directs the activities of Specialist or other staff as necessary on activities related to specific area of knowledge. Supervises or directly manages and coordinates project through all phases of the systems development life cycle, including planning, requirements analysis, design, development, testing, installation, and evaluation. Responsible for conducting the project in a timely manner, ensuring the quality of work products, maintaining financial soundness of the project, managing interactions, and reporting progress and issues. Ensures conformance with work standards; interprets policies, procedures, and goals and objectives of the organization.

Coordinates work effort with all parties. Reviews work products for quality, completeness, and adherence to design concepts and user requirements. Has significant expertise in managing systems projects. Responsible for client liaison.

Software Developer/Software Engineer

Designs, develops, and tests complex software applications.

Responsibilities:

∙ Develop high‐quality software design and architecture ∙ Design and develop full stack software applications ∙ Convert client’s high level requirements into functional workflows and data models. Convert functional requirements into associated software design.

∙ Develop software and documentation, as derived from the functional requirements definitions and the selected design approach.

∙ Collaborate with other professionals to determine functional and non‐functional requirements for new software or applications ∙ Develop high‐level product specifications with attention to architectural efficiency, system integration, and functionality in line with defined customer requirements ∙ Coordinate cross‐functionally to ensure projects meets business objectives and compliance standards ∙ Develop test plans for performing multi‐level software testing against design ∙ Support test and deployment of new products and features ∙ Supports troubleshooting and fixing bugs identified in existing code

Systems Administrator Works with the team of engineers to deliver excellent support and management of internal and customer environments. Fields issues and requests escalated directly by customers, end users, and monitoring tools.

Responsibilities:

∙ Administration of all physical and virtual server environments ∙ New physical and virtual server setup and configuration ∙ Administration of network security infrastructure systems ∙ Local Area Networks and Wide Area Networks across all facilities ∙ Administration of checkpoint firewalls and other security systems ∙ Administration of customer co‐located equipment, VPNs and similar systems ∙ Management of on‐site and off‐site back‐up and restore processes/disaster recovery ∙ Ensure network availability ∙ Manage outside vendors tasked with providing or augmenting network security ∙ Coordinate system updates with administrators to ensure security vulnerabilities and risk remain as low as possible ∙ Participate in design meetings, reviews, implementation projects and coordinate with other departments ∙ Maintain all network monitoring systems and participate in a rotating coverage schedule to provide off‐ hours support for all IT systems ∙ Establish baselines, provide metrics and regular reporting as directed ∙ Documentation of network architecture ∙ Network related policy and procedure generation

Journeyman Data Architect

Supervises and manages the development of database and data related projects including business requirements, architecture, design of logical and physical data models, development of database objects and scripts, testing, deployment and operations. Plans and budgets staff and database resources. Reallocates resources to maximize benefits. Prepares and delivers presentations on database management systems (DBMS) concepts. Provides daily supervision and direction to support staff.

Senior Data Architect Oversees architecture, definition and application of data policies in data discovery, data analysis and data architecture design across the enterprise. Works closely with subject matter experts to uncover, document, validate and model business requirements into specifications used to develop conceptual, logical and physical data structures. Ensures reuse and consistency of use of data across all applications. Monitors the implementation of business rules associated with data as reflected in the metadata.

Enterprise Architect For an enterprise level program, manages the design, creation, and maintenance of computerized applications and databases, based on a deep understanding of business transformation and enterprise architecture’s role in it. Oversees the quality control and auditing of databases to ensure accurate and appropriate use of data. Consults with and advises users on access, works directly with users to resolve data conflicts and inappropriate data usage, and directs the maintenance and use of the enterprise architecture encyclopedia. Consults with programming personnel to resolve system performance issues. Oversees the installation, maintenance, configuration, and integrity of databases. Manages the implementation of application enhancements. Works with network engineers to schedule installations and upgrades and maintains them in accordance with established IT policies and procedures. Oversees file maintenance, control and product support and facilitates change control, problem management, and communication among architects, engineers, and analysts. Establishes and enforces processes to ensure a consistent, well‐managed, and well‐integrated application infrastructure. Develops appropriate application and process documentation. Has expertise with multiple technology stacks, latest evolving technology trends and object modeling methodology.

Records Systems Manager

Verifies the accuracy and quality of data entered into the indexing system. Makes necessary corrections to ensure electronic data accurately reflects the original data. Prepares necessary reports on productivity and participate in special projects as assigned.

Operations Research Analyst

Performs quantitative and qualitative analysis of policy issues using appropriate research methodology and presents information and findings in analytical papers or provides input into reports and papers.

Researches and analyzes policy related problems and issues. Explores and evaluates pertinent background and other information and the overall impact of such mattes on the immediate, foreseeable and long‐range interest of the Agency.

Prepares and presents, or provides input for memoranda, briefings, and other material concerning the issues, findings, conclusions and proposed solutions. Works with higher‐level researchers on complex simulation models, in order to provide guidance on formulating highly relevant output data. Prepares position papers and reports for higher‐level officials.

SME_Medical Is a subject matter expert in healthcare utilization, clinical impact, clinical quality, or clinical process on a project leading the development or evaluation of technical solutions or products. This is a highly trained expert with experience in government programs such as Medicare and Medicaid.

Configuration Manager Supports the product development activity so that developers and integrators have appropriate workspaces to build and test their work, and so that all artifacts are available for inclusion in the deployment unit as required. The configuration manager also has to ensure that the environment facilitates product review, and change and defect tracking activities. Tracks compliance to policies and procedures and resolving / escalating any compliance issues. Reviews and approves significant IT infrastructure changes to ensure impacts to configuration management data are properly addressed

Journeyman Project Manager

Under the supervision of the Senior Project Manager this positions:

Works with customer stakeholders to plan, manage, document, and analyze functional requirements, identify gaps, and identify alternative approaches to meet requirements.

Manages deliverables associated with an engagement, conducts status update meetings, and communicates timelines and impacts of new initiatives to team members.

Works closely with vendors to communicate consolidated feedback on project progress to leadership.

Identifies and communicates downstream impacts of enhancements or major projects to other teams /departments that may be impacted.

Ensures proper communications and training materials are updated as major enhancements are planned to be released into production.

Information Assurance Manager / System Administrator

Supports a multiuser computing environment and ensures continuous, optimal performance of IT services and support systems.

Responsible for ensuring the uptime of computers, servers and internet . This includes system maintenance and configuration, such as installing and troubleshooting hardware and software and assessing new technologies.

Journeyman Data Manager

Assists in receiving, screening, and generating data receipt memos and requests for hard copies (if appropriate) for data submissions. Reviews and applies corrections to data. Assists in advising data managers on coding, keying, and data management issues and providing technical assistance. Responds to requests for special reports and assists in tracking data and resolving data discrepancies. Responsibilities include data screening and tracking, error reporting, and maintaining documentation of data processing procedures.

Screens incoming data, researches and prepares corrections to data, and creates transaction files to be applied to aggregated database. Assists in ensuring accuracy of data and that corrections are fully applied to datasets. Assists in training data entry (keying/verification) staff and field data managers.

Manages client projects and engagements, including preparing and monitoring project plans, directing the work of the actuarial analysts, and preparing reports and presenting the results to clients. Service Contract Labor Standards (SCLS) Statement

The Service Contract Labor Standards (SCLS), formerly the Service Contract Act (SCA), apply to this contract as it applies to the entire Multiple Award Schedule and all services provided. While no specific labor categories/services have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CFR 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS/SCA matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.
