Service Contract Labor Standards: The Service Contract Labor Standards (SCLS) are applicable to this contract as it applies to the entire Consolidated MAS Schedule and all services provided. While no specific labor categories have been identified as being subject to SCLS due to exemptions for professional employees (FAR 22.1101, 22.1102 and 29 CRF 541.300), this contract still maintains the provisions and protections for SCLS eligible labor categories. If and / or when the contractor adds SCLS labor categories / employees to the contract through the modification process, the contractor must inform the Contracting Officer and establish a SCLS matrix identifying the GSA labor category titles, the occupational code, SCLS labor category titles and the applicable WD number. Failure to do so may result in cancellation of the contract.

Business SME Functional Responsibilities: Provides technical knowledge and analysis of specialized business processes, applications, and implementation. Participates as needed in all phases of process assessment, improvement, or software development with emphasis on the planning, strategy, analysis, testing, integration, documentation, and presentation phases operational environments, high-level functional analysis, design, integration, documentation, and implementation advice on complex problems that need extensive knowledge of the subject matter for effective implementation.

Minimum Education: Bachelors Minimum Experience: 10 years

Consultant Functional Responsibilities: Serves on project team. Performs tasks as assigned. Operates under the supervision of the Senior Consultant, and may provide research, analysis, reporting, and evaluation support on business consulting engagements. Entry-level position. Ability to work with minimal direct supervision.

Minimum Education: Bachelors Minimum Experience: 0 years

Financial Management Analyst I Functional Responsibilities: Provides expertise in business process improvement/documentation.

Prepares, develops, writes, or edits financial reports with narrative content and tables, illustrations, graphs, and diagrams appropriate to improve understanding, clarity, and audience engagement.

Minimum Education: Bachelors Minimum Experience: 2 years

Principle Functional Responsibilities: Provides financial and business consulting engagement planning. Develops formal documentation and engagement programs to guide the efforts of more junior personnel.

Reviews and supervises engagement of team members. Responsible for overall contract management and the ultimate delivery of professional quality products. Provides the technical and managerial skills to ensure that all products and deliverables meet the client’s requirements and deadlines.

Minimum Education: Bachelors Minium Experience: 12 years

Program Manager Functional Responsibilities: Provides overall direction, coordination, implementation, execution, control, and completion of specific projects ensuring consistency with client strategy, commitments, and goals.

Minimum Education: Bachelors Minimum Experience: 7 years

Project Director Functional Responsibilities: Coordinates project delivery through management of staff and resources.

Serves as primary POC for the Contracting Officer (CO) and Contracting Officer Representative (COR), and other relevant stakeholders. Provides accurate and timely delivery of project deliverables and is the primary contact for resolution of project issues. Develops strategy for providing solutions outlined in the contract and creates technical plan to fulfill all project requirements. Communicates project status and outstanding issues on an ongoing basis with relevant officers, and interprets evolving ad hoc needs as required. Identifies and recommends process improvement and value enhancement strategies. Ensures all processes and implementations are documented and replicable for use. Oversees quality control and accuracy of all data analysis and deliverables. Monitors and mitigates project risks and coordinates with Program Manager as necessary. Manages client expectations. Ensures all contractor employees are aware of, understand, and abide by established rules, regulations, and safety practices.

Minimum Education: Bachelors Minimum Experience: 10 years

Project Manager I Functional Responsibilities: Uses project management principles to manage a project. Provides planning, initiating, managing, executing, and closing out project in support of a client's mission.

Minimum Education: Bachelors Minimum Experience: 5 years

Senior Consultant I Functional Responsibilities: Compiles, reviews, and sorts relevant data and reports for review, then isolating inconsistencies or errors. Analyzes data sets and reports for patterns, uniformity, outliers, exceptions, consistency, and accuracy. Develops relational and relevant output, conclusions, statistics, and presentation tools. Develops reports, presentations, forecasts, analyses, and recommendations.

Synthesizes data into illustrative charts and graphs as needed. Applies techniques to standardize data and reports, and to automate manual processes. Provides ongoing support for Project Manager on all elements related to the contract.

Minimum Education: Bachelors Minimum Experience: 3 years

Senior Manager Functional Responsibilities: Manages and Supervises project teams. Provides on-site quality control.

Monitors engagement budget. Plans and assigns tasks to project team. Acts as liaison between project senior and project partner/principal. Reviews workpapers and provides technical assistance to federal agencies and project staff.

Minimum Education: Bachelors Minimum Experience: 5 years

Staff Accountant I Functional Responsibilities: Organizes the work performed by one or more staff. Analyzes data, performs testing, documents work performed. Conducts and documents interviews. Assists in the development of deliverables. Supports solution methods prescribed by supervisors and managers.

Minimum Education: Bachelors Minimum Experience: 1 year

Subject Matter Expert Functional Responsibilities: Provides specialized knowledge in a technical subject area such as program planning, evaluation, or economic or regulatory studies. Authors expert reports and reviews reports and other deliverables of technical quality and accuracy. May provide expert witness services in support of litigation, claims, or other formal cases.

Minimum Education: PhD Minimum Experience: 15 years

Experience & Degree Substitution Equivalencies Experience exceeding the minimum shown may be substituted for education. Likewise, education exceeding the minimum shown may be substituted for experience.
