TGS-EX-SEC01 – DETENTION/TRANSPORTATION TRAINING OFFICER & QUALITY

CONTROL MONITOR

Description: Conducts contract-required and specialized training including coordinating basic training, supervises/ conducts On-The Job Training (OJT), instructs required refresher training and firearms qualifications.

Transportation Staff Training: Maintain continuous communication with supervisors to correct discrepancies via training. Conduct contract-required and specialized training including coordinating basic training, supervising OJT, instructing required refresher training and firearms qualifications. Manage the development of curriculum for training program; revise program as necessary to meet Department of Homeland Security (DHS)/Immigration and Customs Enforcement (ICE) mission requirements. Submit annual training plan and any revisions to the appropriate government representative via the Transportation Coordinator (TC) and Program Manager. Devise both classroom and field training programs to enhance officer performance of duties. Ensure new employees are supervised by senior detention officers during OJT to ensure standardization of training is administered. Manages the Personnel Qualification Standards (PQS) program to ensure PQS forms are completed on all newly hired personnel prior to post assignment. Ensure a database of PQS qualifications is maintained. Ensure training completion documentation is submitted to the appropriate government representative via the TC and Program Manager promptly after training completion. Prepare/develop training class outlines/handouts/presentations as appropriate, ensure copies are provided to the appropriate government representative. Provide supervisor training to new supervisors. Develop tests to measure officers’ retention of data. Maintain a training library (videos and course development materials). Review/revise company training manual, as necessary.

Quality Control Monitor: Conduct various cyclical Quality Control Inspections as delineated in the Contract Quality Control Plan. Member of the selection panel for subordinate duty positions, Detention/Transportation Lieutenant promotions, and Company Award Program.

Knowledge Required by the Position: Must have extensive knowledge and demonstrated work experience with the PBNDS, the USDOT, the FMCSA Rules and Regulations, the applicable State-level Motor Carrier Regulations of the respective Area of Responsibility (AOR), as well as Operational Protocols related to DHS/ICE ERO and Homeland Security Investigations (HSI) as applicable.

Minimum Education and Experience: Must be a U.S. Citizen, be able to pass background investigation to obtain the required security clearances (e.g., Enter on Duty) as applicable for the specific program location(s). Required to have and maintain a current/valid Driver’s License and maintain a safe driving record. Must possess High School Diploma or General Equivalency Diploma. Must have at least one (1) year of specialized experience as a Training Officer in detention operations. Combination of higher education and training experience totaling 3 years required. Trainer Certification by appropriate Local, State, Federal entity or educational body required. CPR/AED/1st Aid Instructor Qualified (qualification may be obtained post-appointment).

TGS-EX-SEC02 – ASSISTANT TRANSPORTATION COORDINATOR DETENTION/

TRANSPORTATION

Description: Assist in management of all matters concerning detainee transport throughout a Designated Area of Responsibility (AOR) and in performance of various duties including the supervision of Shift Supervisors.

Supervisory Duties: Assist in observation, supervision, instruction and coordination of Shift Supervisors’ detention and transportation activities; assist in the scheduling, prioritizing and assigning of transportation and guard tasks on a daily basis. Assist in the process of ensuring Detention Officers are properly dispatched to meet task assignments. Assist in the evaluation process of personnel and implementing appropriate corrective actions. Assist in the development of more efficient and effective methods and procedures for transport and guard operations and ensuring safety practices are in place at work sites. Assist in providing weekly status reports to Program Manager.

Specific Transportation Duties: Assist in coordinating transportation of detainees as directed by Department of Homeland Security (DHS)/Immigrations and Customs Enforcement (ICE) in a timely manner; ensuring all detainees are delivered to proper destinations and in ensuring Shift Supervisors and Detention Officers perform transportation duties per Performance-Based National Detention Standards (PBNDS). Assist in ensuring all detainee transports are documented and documentation is retained in the Transportation Office with a copy provided to the appropriate government representative via Program

Manager (if required). Assist in plotting appropriate routes to transport destinations and in ensuring, through Shift Supervisors, any required detainee documentation is provided to the transport driver prior to departure. Assist in ensuring safety related transportation issues are addressed immediately and any vehicle with a safety issue is removed from service until repairs are completed. Assist in ensuring all required equipment for detention transport is loaded in vehicles or kept in vehicles prior to transport (i.e.

first aid kit, accident investigation kit, proof of insurance, safety flares, restraint equipment, etc.).

Oversees dispatcher duties; ensures appropriate number of officers are onboard each transport. Assist in ensuring, through Shift Supervisors, Detention Officers detailed to hospital duties are relieved upon shift change. Assist in monitoring driver’s license program, ensuring all drivers complete any U.S. Department of Transportation (USDOT) required examination and licenses are renewed in timely manner. Assist in overseeing process to ensure Detention Officers are carrying all necessary documents (i.e., Driver’s License, Medical Card, Armed Officers Commission Card etc.) and issued items/devices (i.e. Cell Phone, Fuel Card etc.) prior to departure of transport and those issued items are returned upon completion of the transport. Assist in ensuring various Department of Transportation reports are submitted timely per the Transport Manual and in ensuring compliance with USDOT, Federal Motor Carrier Safety Administration’s (FMCSA), and applicable State-level Motor Carrier Rules and Regulations (for respective AOR) for driver physicals, annual tests, random drug screens, and driver documentation in accordance with the Transport Manual. Assist in ensuring trip logs and vehicle inspection logs are completed by all drivers. Assist in ensuring ensure Mileage Logs are completed by end of month for billing and properly kept for safekeeping.

General Duties: Assist in reviewing and approving bi-weekly work schedule. May assist in the coordination and investigation of incidents submitted by Shift Supervisors; submit to Transportation Coordinator (TC) and/or Program Manager; follow up with supplemental reports as necessary; assist TC and/or Program Manager and DHS/ICE with investigation, as necessary. Assist in the review of employee disciplinary reports and forwards to TC and/or Program Manager for adjudication. Immediately reports incidents to TC and/or Program Manager. Required to wear approved duty uniform with shoes or boots.

Knowledge Required by the Position: Must have extensive knowledge and demonstrated work experience with the PBNDS, the USDOT, the FMCSA Rules and Regulations, the applicable State-level Motor Carrier Regulations of the respective AOR, as well as Operational Protocols related to DHS/ICE ERO and Homeland Security Investigations (HSI) as applicable.

Minimum Education and Experience: Must be a U.S. Citizen, be able to pass background investigation to obtain the required security clearances (e.g., Enter on Duty) as applicable for the specific program location(s). Required to have/maintain a current/valid driver’s license and a safe driving record. Must possess High School Diploma or General Equivalency Diploma. Must have at least two (2) years of verifiable experience as a Detention Supervisor or two (2) years as a Corrections Transport Supervisor.

TGS-EX-SEC03 – TRANSPORTATION COORDINATOR DETENTION/TRANSPORTATION

TGS-EX-SEC04 – ALTERNATE PROGRAM MANAGER DETENTION/TRANSPORTATION

At the direction of, or in the absence of the Program Manager, the Alternate Program Manager works directly with Government Officials to oversee all senior level contractor activities for multiple sites and/or programs with numerous and varied functional areas on Detention/Transportation contract(s); coordinates all department and/or project activities;

manages contract and workforce transitions. By direction of the Program Manager, the Alternate may be tasked with responsibilities for the development, implementation and sustainment of all processes, schedules, and controls to include analysis of all management tasks and multi-disciplined/professional employees assigned during any Program Manager absences. Reports directly to the Program Manager Detention/Transportation and the Chief Operating Officer.

Knowledge Required by the Position: Must have extensive knowledge and demonstrated work experience with the Performance Based National Detention Standards (PBNDS), the U.S. Department of Transportation’s (USDOT), the Federal Motor Carrier Safety Administration’s (FMCSA) Rules and Regulations, the applicable State-level Motor Carrier Regulations of the respective Area of Responsibility (AOR) and Operational Protocols related to the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE), Office of Enforcement and Removal Operations (ERO) and Homeland Security Investigations (HSI) as applicable.

Minimum Education and Experience: Must be a U.S. Citizen, be able to pass background investigation to obtain the required security clearances (e.g., Enter on Duty) as applicable for the specific program location(s). Required to have and maintain a current/valid Driver’s License and maintain a safe driving record. Must possess an Associate Degree. Must have at least ten (10) of specialized experience.

TGS-EX-SEC05 – PROGRAM MANAGER DETENTION/TRANSPORTATION

The Program Manager works directly with Government Officials to oversee all senior level contractor activities for multiple sites and/or programs with numerous and varied functional areas on Detention/Transportation contract(s); coordinates all department and/or project activities; manages contract and workforce transitions. Responsible for the development, implementation and sustainment of all processes, schedules, and controls to include analysis of all management tasks and multi-disciplined/professional employees assigned. Reports directly to the Trail Boss Chief Operating Officer (or designee).

Knowledge Required by the Position: Must have extensive knowledge and demonstrated work experience with the Performance Based National Detention Standards (PBNDS), the U.S.

Department of Transportation’s (USDOT), the Federal Motor Carrier Safety Administration’s (FMCSA) Rules and Regulations, the applicable State-level Motor Carrier Regulations of the respective Area of Responsibility (AOR) and Operational Protocols related to the Department of Homeland Security (DHS) Immigration and Customs Enforcement (ICE), Office of Enforcement and Removal Operations (ERO) and Homeland Security Investigations (HSI) as applicable.

Minimum Education and Experience: Must be a U.S. Citizen, be able to pass background investigation and obtain the required security clearances (e.g., Enter on Duty) as applicable for the specific program location(s). Must have Bachelor’s Degree in Homeland Security and Emergency Management, Law Enforcement Administration, Social and Criminal Justice, Corrections, or another related Security field to include Military training. Must have at least twelve (12) years of verifiable experience in successfully managing and coordinating multiple simultaneous operations in the performance of government contracts. At least 60% of professional experience must be at the Management Level. Must have documented experience (direct or indirect) of effective supervision of significant numbers of employees from multiple job classifications/disciplines to include subordinate managers. At the discretion of the company, education requirements may be substituted for documented professional experience in any of the aforementioned fields. Security Manager License, Valid State Driver’s License.

TGS-EX-SEC06 – SECTOR MANAGER OF OPERATIONS/CAPTAIN

Description: The Sector Manager of Operations/Captain supervises all matters concerning the dispatch operations center and dispatchers: assignment of motor vehicles, assignment of driver teams, initiating necessary changes to driver’s duty schedule as needed. Oversees various duties related to detainee detention and safeguarding of detainee property during the transportation process.

Supervisory Duties: Directly supervises, instructs and coordinates Dispatchers at the dispatch operations center. Directs the process of ensuring Detention/Transportation Officers (DTOs) are properly dispatched to meet task assignments. Supervises the evaluation process of Dispatcher personnel and implementing appropriate corrective actions. Directs the development of more efficient and effective methods and procedures for transport and guard operations.

Assist in ensuring safety practices are in place at work sites. Assist in providing weekly status reports to the Transportation Coordinator (TC) and/or Program Manager.

Specific Transportation Duties: Directs the transportation of detainees as directed by Department of Homeland Security (DHS)/Immigrations and Customs Enforcement (ICE) in a timely manner; ensuring all detainees are delivered to proper destinations. Ensures all detainee transports are documented and documentation is retained in the Transportation Office with a copy provided to the appropriate government representative via Program Manager (if required). Directs the planning/plotting of appropriate routes to transport destinations. Ensures any required detainee documentation is provided to the transport driver prior to departure. May perform dispatcher duties; ensures appropriate number of officers are onboard each transport. Supervises process compliance to ensure DTOs are carrying all necessary documents (i.e., Driver’s License, Medical Card, Armed Officers Commission Card etc.) and issued items/devices (i.e., Cell Phone, Fuel Card etc.) prior to departure of transport and those issued items are returned upon completion of the transport. Assists in ensuring various Department of Transportation reports are submitted timely per the Transport Manual. Assists in the process of forwarding fuel receipts to the TC and/or Program Manager.

General Duties: Reviews and approves bi-weekly work schedule for Dispatchers. Assists in the coordination and investigation of incidents submitted by Dispatchers; submit to TC and/or Program Manager; follow up with supplemental reports as necessary; assist TC and/or Program Manager and DHS/ICE with investigation as necessary. Assist in the review of employee disciplinary reports and forwards to TC and/or Program Manager for adjudication. Immediately reports incidents to TC and/or Program Manager. Required to wear approved duty uniform.

Knowledge Required by the Position: Must have extensive knowledge and demonstrated work experience with the PBNDS, the USDOT, the FMCSA Rules and Regulations, the applicable State-level Motor Carrier Regulations of the respective Area of Responsibility (AOR), as well as Operational Protocols related to DHS/ICE ERO and Homeland Security Investigations (HSI) as applicable.

Minimum Education and Experience: Must be a U.S. Citizen, must be at least 21 years of age and be able to pass background investigation to obtain the required security clearances (e.g., Enter on Duty) as applicable for the specific program location(s). Required to have and maintain a current/valid Driver’s License and maintain a safe driving record. Must possess High School Diploma or General Equivalency Diploma. Must have at least two (2) years of experience as a Dispatcher, Detention Supervisor, Corrections Transport Supervisor; or two (2) years of similar qualifying experience.

TGS-EX-SEC07 – SITE SAFETY & HEALTH OFFICER (SSHO)

Knowledge Required by the Position: Responsible for safety and quality control activities, with emphasis on safe delivery of services, workforce safety, and risk management programs. Responsible for developing, implementing and maintaining contract quality and safety programs at all Trailboss sites on the contract. Work with employees to define and implement continual process improvement initiatives. Develop and implement programs, practices, and procedures to reduce the frequency and severity of accidental loss in the areas of worker’s compensation, general and auto liability, and property;

ensure compliance with federal, state, and local regulations, designed to protect the human, financial, and physical assets; create a safety culture through safety training, risk assessments, and behavior modification programs.

TGS-EX-SEC08 – BUSINESS MANAGER

Knowledge Required by the Position: Computer skills including proficiency in various Microsoft Office Suite programs such as Word, Excel, Outlook and PowerPoint.

Organizational skills commensurate with position. (i.e., set inspection schedules, disposition of records and documents). Write clearly and concisely using acceptable grammar, punctuation and spelling; write organized, complete, and accurate reports.

Communicate in English using complex sentences with normal word order using present and past tenses. Understand and apply written and verbal orders, rules and regulations. Provides the customer and internal management staff with timely, accurate, and detailed financial data.

Minimum Education and Experience: Must be a United States Citizen (contractual requirement). Clean criminal history record; no felonies or Class A misdemeanors.

Bachelor’s degree. May substitute two (2) years of work experience in related field for each year of required education. Must have at least two (2) years of management experience. Must have a valid Driver’s license and maintain a safe driving record. Must pass a background investigation and obtain required security clearance (contractual requirement).

TGS-EX-SEC09 – PROGRAM ANALYST

Knowledge Required by the Position: Improve, execute, and effectively communicate significant analyses that identify meaningful trends and opportunities across the business.

Writes and performs data queries and maintains supporting documentation. Works closely with management to help ensure completeness, accuracy, internal consistency, and data integrity.

Minimum Education and Experience: Must be a U.S. Citizen, must be at least 21 years of age and be able to pass background investigation to obtain the required security clearances (e.g., Enter on Duty) as applicable for the specific program location(s). Required to have and maintain a current/valid driver’s license and maintain a safe driving record. Must possess Bachelor’s Degree. Must have at least five (5) years of specialized experience.

27008 – CORRECTIONS OFFICER

Knowledge Required by the Position: The Corrections Officer maintains order among inmates in a prison or local jail, performs routine duties in accordance with established policies, regulations, and procedures to guard and supervise inmates in cells, at meals, during recreation, and on work assignments, and may employ weapons or force to maintain discipline and order. Typical duties include taking periodic inmate counts, searching inmates and cells for contraband articles, inspecting locks, windows bars, grills, doors, and grates for tampering, aiding in prevention of escapes, and taking part in searches for escaped inmates, and escorting inmates to and from different areas for questioning, medical treatment, work, and meals. The Corrections Officer may act as outside wall guard, usually on rotation.

Minimum Education and Experience: Must be a U.S. Citizen, be able to pass background. Must possess High School Diploma or General Equivalency Diploma. Must have valid state driver’s license with Class B CDL and Class A CDL. Must have at least one (1) year of specialized experience.

27040 – DETENTION OFFICER

Knowledge Required by the Position: The Detention Officer performs various duties related to detention, safeguarding, security, and escort of violators of immigration laws, exercises surveillance over detainees, and maintains order and discipline, attends to sheltering, feeding, and physical wellbeing of detainees, and counseling of alien detainees on personal matters. This worker guards’ detainees at deportation or exclusion hearings, recognizes potentially hazardous health, safety, security, or discipline problems, supervises voluntary work details, and encourages participation in organized recreational activities.

Minimum Education and Experience: Must be a U.S. Citizen, be able to pass background. Must possess High School Diploma or General Equivalency Diploma. Must have valid state driver’s license with Class B CDL and Class A CDL. Must have at least two (2) years of specialized experience.

27102 – GUARD II

Knowledge Required by the Position: The Guard II enforces regulations and procedures designed to prevent breaches of security, exercises judgment and uses discretion in responding to incidents and emergencies, determining whether to intervene directly, ask for assistance as time permits, keep situation under control or surveillance, or to report incident or situation to the appropriate authority for handling. Duties require specialized training in methods and techniques of protecting controlled areas.

Commonly, the Guard II is required to demonstrate proficiency with firearms and other special weapons, and to meet rigorous physical fitness standards.

Minimum Education and Experience: Must be a U.S. Citizen, be able to pass background. Must possess High School Diploma or General Equivalency Diploma. Must have a valid driver’s license. Must have at least three (3) years of specialized experience.

01060 TGS-NE-SEC01 – DETENTION/TRANSPORTATION DISPATCHER

The Dispatcher is responsible for the assignment of vehicles (buses, vans, sedans) and drivers for transport of detainees: receive G-391 assignments, determine the requirements of the requested mission, and assign vehicle and team of transport officers to mission. Performs duties under the guidance and supervision of the Dispatch Captain.

Act as central receiving point for planned route requirements, keeping the Transportation Coordinator (TC) and Detention/Transportation Lieutenants informed of mission requests received from the government. Assist Lieutenants by calling replacement officers to cover absences. Assist with Detention/Transportation Officers’ timekeeping, monitor officers’ duty schedules to determine which driving teams would be available to cover unplanned mission requirements and assist the Lieutenants with necessary schedule adjustments. Monitor trip durations to ensure anticipated times for trips are achieved. Notify supervisor if trips are delayed for any reason. Contact detainee pick-up/delivery locations to ensure facility awareness of time of arrival of transport vehicle, and other pertinent information such as number of detainees, gender, special needs etc. is provided.

Required to wear approved duty uniform, uniform web gear (i.e., duty belt, holster, handcuffs, cuff case, and magazine pouch) and body armor. Required to carry pistol inside arm holster when performing Detention/Transportation Officer (DTO) duties. Ensure all credentials are carried out at all times. While performing duties as a DTO, employees must be trained and qualified to use and carry a pistol, baton, and Oleoresin Capsicum (OC/Pepper Spray).

Airport Transports: Escort detainee(s) to/from inbound/outbound flights and arrival/departure gates at the designated location specified by acting Department of Homeland Security (DHS)/Immigration and Customs Enforcement (ICE) Office of Enforcement and Removal Operations (ERO) Supervisory Detention & Deportation Officer (SDDO) or higher authority. Constantly guard detainee(s) with a minimum of public contact during the time prior to boarding aircraft. Ascertain there are no unobservable exits possibly allowing detainees to escape. Remain at the gate until the carrier gate attendant verbally verifies the aircraft departure. Provide written verification of departure of detainee(s) to the Detention/Transportation Lieutenant. Remain at the gate until the arriving detainees have been taken into custody, unless the flight has been canceled or the acting SDDO has given verification other arrangements have been made. Must wear reflective vests to all airports.

General Transportation: Operate passenger vehicles (buses or vans) to transport detainee(s). Duties vary between serving as a Bus/Van’s driver and Detention Transportation Officer based upon lengths and types of runs assigned. Ensure detainee(s) are properly prepared for and transported in accordance with Performance-Based National Detention Standards (PBNDS). Preparation includes but is not limited to patting down all detainees and applying appropriate restraints prior to boarding vehicles; monitoring detainees to ensure appropriate behavior during boarding and transport. Securing detainee transfer paperwork in the vehicle and ensuring appropriate distribution upon delivery of detainee(s) to destinations. Complete and submit Mileage and After-Action Reports with precise details. Ensure inventory of detainee baggage/valuables has been properly completed by visual examination of appropriate documentation. Thoroughly inspect transport vehicles (pre and post trip) to include: Check the condition of the vehicle’s safety equipment including horn, lights, wipers, flares, etc.; check the gas gauge to ensure sufficient fuel for projected run; check condition of tires. Advise the

Detention/Transportation Lieutenant at least 45 days in advance of expiration of Commercial Driver’s License (CDL) and medical certificate.

Class A CDL with passenger endorsement is preferred. Valid Class B CDL with airbrake & passenger endorsements; State Armed Officer Commission Card. Must maintain a safe driving record. Must possess High School Diploma or General Equivalency Diploma. Must have at least one (1) year experience as a law enforcement officer or military police officer, or six (6) months experience as a security officer engaged in functions related to detaining civil or administrative detainees. Must hold and maintain valid State Armed Officer Commission Card (Level 3) for the respective AOR.

27040 TGS-NE-SEC03 – DETENTION/TRANSPORTATION LIEUTENANT

Description: Supervises Detention/Transportation Officers (DTOs) during a scheduled shift. May perform DTO duties to include: various duties related to detention, safeguarding, security and escort of violators of immigration laws, exercise surveillance over detainees, maintaining order and discipline, attending to sheltering, feeding, and physical well-being of detainees, and counseling of alien detainees on personal matters; guard detainees at deportation or exclusion hearings, recognize potentially hazardous health, safety, security, or discipline problems, supervise voluntary work details, and encourages participation in organized recreational activities.

Supervisory Duties: Observe, supervise, instruct and coordinate DTOs in detention and transportation activities. Conduct beginning shift inspection of DTOs to ensure they meet Company dress and appearance standards. Conduct daily inspection of officers’ credentials at beginning of work shift.

Schedule, prioritize and assign work on a daily basis. Make team assignments and match teams to workload. Supervise, evaluate, and participate in the work of subordinate DTOs. Ensure DTOs are properly dispatched, perform vehicle and equipment checks, and meet tasked assignments. Evaluate procedures and personnel and implement appropriate corrective actions. Assist in the development of more efficient and effective methods and procedures for DTO operations. Provide muster pass daily to staff.

Firearms Specific Duties: Issue weapons and ammunition to DTOs. Ensure weapons and ammunition are safeguarded at all times. Verify the accounting of all firearms and ammunition on each shift. Ensure DTOs properly clear and secure weapons and ammunition for turn-in at the end of each shift.

Airport Transports: Will maintain constant communications with DTOs escorting detainee(s) to/from inbound/outbound flights and arrival/departure gates at the designated location specified by the acting Department of Homeland Security (DHS)/Immigration and Customs Enforcement (ICE) Office of Enforcement and Removal Operations (ERO) Supervisory Detention & Deportation Officer (SDDO) or higher authority. Ensure DTOs constantly guard detainee(s) with a minimum of public contact during the time prior to boarding the aircraft and ensuring DTOs ascertain there are no unobservable exits possibly allowing detainee(s) to escape. Ensure the DTOs remain at the gate until the carrier gate attendant verbally verifies the aircraft departure and ensure receipt of written verification of the departure of the detainee(s) in order to forward written verification to DHS/ICE ERO. Ensure DTOs remain at the gate until the arriving detainee(s) has (have) been taken into custody, unless the flight has been canceled or the acting SSDO has given verification that other arrangements have been made.

Specific Transportation Duties: Ensure driver and motor carrier compliance with Department of Transportation (DOT) regulations for the bus/van drivers. Submit driver reports per the Transport Manual and State and Federal regulations in a timely manner. Report transportation and administrative mileage by vehicle to Program Manager. Provide compliance auditing, record maintenance, and provide additional driver instruction/counseling to ensure records are completed properly and executed by all drivers for vehicle trip mileage logs, daily driver logs, pretrip and post-trip inspection reports, and hours of service documentation. Ensure compliance with random/annual drug and alcohol screening requirements. Ensure driver compliance with driver safety program. Conduct (no less than) weekly inspection of all transport vehicles. Ensure all required equipment/ documentation for detention transport is loaded in vehicles or kept in vehicles prior to transport; such items include trip mileage logs, daily driver logs, pre/post-trip inspection reports, first aid kit, accident investigation kit, proof of insurance, safety flares, restraint equipment, etc. Prepare service due reports and ensure all vehicles receive scheduled and required preventative and periodic maintenance, and copies of all reports are kept in each vehicle. Ensure copies of current to-date repair records are maintained in each vehicle. Ensure daily all in-service buses have master switches turned off. Ensure all safety equipment is operational in all vehicles. Ensure all buses are started once weekly and driven for one hour on a weekly basis when not in service. Ensure all drivers dispatched to perform runs have a current and valid Commercial Driver’s License (CDL) with passenger and air brake endorsements, a current medical certificate, and a valid Armed Officer Commission Card in their possession. CDLs, medical certificates and Armed Officer Commission Cards will be 100% inspected by the Detention Transportation Lieutenant prior to departure. Ensure any required detainee documentation is provided to the transport driver prior to departure. Maintain copies of original fuel and repair tickets for reporting purposes, forward original receipts to the Program Manager. Ensure vehicles are used equitably to achieve similar mileage among vehicles.

Knowledge Required by the Position: Must have extensive knowledge and demonstrated work experience with the PBNDS, the USDOT, the FMCSA Rules and Regulations, the applicable State-level Motor Carrier Regulations of the respective Area of Responsibility (AOR), as well as Operational Protocols related to DHS/ICE ERO and Homeland Security Investigations (HSI) as applicable.

Minimum Education and Experience: Must be a U.S. Citizen, be able to pass background investigation to obtain the required security clearances (e.g., Enter on Duty) as applicable for the specific program location(s). Required to have and maintain a current/valid Driver’s License and maintain a safe driving record. Class B CDL with passenger and air brake endorsements preferred. Must possess High School Diploma or General Equivalency Diploma. Must have at least two (2) years of experience as a detention supervisor, or two (2) years as a Corrections Transport Supervisor in addition to the requirements of a DTO. Must hold and maintain valid State Armed Officer Commission Card (Level 3) for the respective AOR.
